Serving the development of plans and strategies for rural and agricultural development
The 2025 Rural and Agricultural Census aims to compile relevant statistical indicators under the National Statistical Indicator System; compile socio -economic indicators to serve the development of plans and strategies for rural development, agriculture, forestry and fishery sectors and improve the living standards of rural residents nationwide as well as in each locality. At the same time, it serves research to assess the scale and structure of rural labor and agricultural, forestry and fishery labor; changes in rural infrastructure; the implementation of some contents of national programs and goals; serves international comparison of indicators; builds a database to serve in-depth research; serves as a sampling frame for some annual periodic surveys and meets other statistical requirements.
According to Mr. Dao Trong Truyen, Head of the Hung Yen Provincial Statistics Office , the preparation work for the general census of Hung Yen province was carried out from October 2024 to June 2025. In which , the Steering Committee and the Standing Team at all levels were established and completed. Implementation plans were developed and documents were issued to direct and guide the work of the general census. In which, the Statistics Office advised the Chairman of the Provincial People's Committee to issue Directive No. 01/CT-CTUBND dated January 18, 2025 on the organization of the 2025 Rural and Agricultural Census in Hung Yen province. The division of survey areas and the compilation of household and farm lists were carried out in May 2025. Previously, in April 2025, the provincial and district levels organized more than 30 training courses to guide enumerators in the compilation of household and farm lists. The Hung Yen Provincial Statistics Office also printed and distributed a series of documents to organizations and individuals participating in the census.
Surveyed nearly 383,000 households using electronic ballots
The special feature of this census is that it takes place in the context of a high level of focus on implementing the arrangement and streamlining of the two-level local government apparatus and preparing for party congresses at all levels. The household listing process has been changed from paper listings to electronic forms, requiring higher information technology capacity of enumerators.
According to Mr. Nguyen Van Dinh, Deputy Head of the Standing Committee of the 2025 Rural and Agricultural Census Steering Committee of Hung Yen province, the results of the household and farm census show that Hung Yen province has 1,969 survey areas with nearly 383,000 households, of which over 210,000 households have agricultural, forestry and fishery production activities and nearly 1,000 farms .
In phase 1, Hung Yen province selected 1,969 investigators to collect household lists, 139 team leaders, 1,148 people to participate in the Steering Committee and Standing Teams at all levels and supervisors at the provincial and district levels. It is expected that in phase 2, more than 1,800 investigators will be mobilized to collect households with agricultural, forestry and fishery activities; on 40 investigators will collect farm questionnaires and 118 investigators will collect commune questionnaires. The information collection period will start from July 1, 2025 to July 30, 2025. Commune questionnaires will be collected from June 15, 2025 to June 30, 2025, before going into operation under the two-tier local government model.

The application of electronic survey forms, data collection by mobile devices and digital tools helps reduce time, increase reliability and quickly synchronize data.
