On the morning of July 1, Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc inspected the actual operation of the commune-level government apparatus in Di An ward.

The new Di An ward was established on the basis of merging the entire natural area and population size of Di An, An Binh wards and part of Tan Dong Hiep ward.

With an area of ​​21,375 km² and a population of more than 227,800 people, this is the ward with the largest population among 168 commune-level administrative units of the new Ho Chi Minh City.

The inspection aims to assess the operational capacity of commune-level authorities in the first phase after the city reorganizes its administrative units. The Chairman of the Ho Chi Minh City People's Committee emphasized the need to ensure that people have convenient and uninterrupted access to administrative services, while promptly completing the apparatus and stabilizing local personnel.

Previously, on June 30, Ho Chi Minh City held a ceremony to announce the resolutions and decisions of the Central and local governments on the establishment of the new Ho Chi Minh City ; the establishment of the City Party Committee and the appointment of key leaders. Mr. Nguyen Van Duoc continued to be entrusted to hold the position of Chairman of the new Ho Chi Minh City People's Committee.

The new Ho Chi Minh City was established on the basis of merging the administrative boundaries of the old Ho Chi Minh City with the two provinces of Binh Duong and Ba Ria - Vung Tau .

The city has an area of ​​over 6,772 km², a population of over 14 million people, including 168 commune-level administrative units, including 113 wards, 54 communes and 1 special zone.

On the morning of July 1, on the first day of the administrative apparatus operating under the two-level government model after the merger, officials of the former Hai Duong Provincial Youth Union arrived in Hai Phong City - where the new headquarters is located. They set off early, carrying with them not only documents and work but also youthful enthusiasm, a spirit of dedication and determination to quickly adapt to the province's transformation period.

“We do not consider this as pressure but as an opportunity to grow,” said Ms. Vu Thi Thu, Head of the School’s Youth Union. With many years of experience in the Youth Union, Ms. Thu understands that adapting quickly is one of the qualities that young cadres need.

The organization of two-level local government (provincial and communal levels) is an important historical milestone in the process of administrative reform.

Yesterday, June 30, the whole country simultaneously held the Ceremony to announce the resolutions and decisions of the Central and local governments on merging provincial and communal administrative units, establishing party organizations, appointing Party committees, People's Councils, People's Committees, and Fatherland Fronts of provinces, cities, communes, wards, and special zones, so that today, July 1, the two-level local government organization model can be officially put into operation.

Previously, the 15th National Assembly at its 9th Session passed a Resolution amending and supplementing a number of articles of the 2013 Constitution, the Law on Organization of Local Government (amended) and many related draft laws, creating a legal basis for organizing a two-level local government model.

On the morning of June 30, General Secretary To Lam attended the "Ceremony to announce the National Assembly's Resolution on merging provinces and cities and the Party Central Committee's decisions on establishing provincial party committees and local leadership personnel" in Ho Chi Minh City and delivered a speech to the people of the City, while also sending a message to the people of the whole country.

General Secretary To Lam emphasized that reorganizing administrative boundaries and operating a new local government model is an objective and inevitable requirement for national development in the context of globalization, digital transformation and the fourth industrial revolution.
