Attending the workshop were Mr. Tran Ngoc Binh - Head of Import-Export Management Department of Ho Chi Minh City, Import-Export Department - Ministry of Industry and Trade; representatives of state management agencies in Hai Phong; representatives of the Department of Industry and Trade of Hai Duong province; industry associations; a large number of import-export enterprises and related units.
Speaking at the opening of the workshop, Mr. Nguyen Cong Han, Deputy Director of the Hai Phong Department of Industry and Trade, affirmed: In the context of many fluctuations in the world economy , increasing protectionist trade policies, the fact that the United States - one of Vietnam's major trade partners - is considering applying reciprocal tax measures on a number of imported goods originating from Vietnam is a significant challenge for businesses. This requires businesses to proactively adapt, update policies and properly practice rules of origin to maintain competitive advantages and minimize trade risks.
The report at the Workshop showed that the total export turnover of Hai Phong city in the first 6 months of 2025 is estimated at 17.6 billion USD, an increase of 3.34% over the same period in 2024. Of which, the United States accounts for nearly 6% of the export market share - an important consumer market for many key industries of Hai Phong such as textiles, footwear, electronics and components. Compliance with regulations on origin is a key factor in maintaining preferential tax rates according to free trade agreements (FTAs) that Vietnam has signed, while protecting the reputation of Vietnamese goods in the international market.
At the workshop, experts from the Import-Export Department and representatives of specialized units presented and clarified the following contents: Distinguishing between preferential and non-preferential rules of origin; Updating new related regulations in the current FTA system; Responding to situations where businesses may be investigated and subject to reciprocal taxes; Guiding businesses to complete documents, certificates and organize internal controls to ensure effective traceability.
The workshop is also an opportunity for businesses to ask questions, discuss directly with experts and management agencies, share practical experiences in export activities, exploit incentives from FTAs and gradually improve their capacity to respond to technical barriers and trade defense measures from major markets./.
