According to the leader of Ngo Quyen district, the management and land use status of Hai Phong Garment Company (now Hai Garment Joint Stock Company) was allowed by the City People's Committee to lease land at No. 72, Lach Tray, Lach Tray Ward, Ngo Quyen District from September 6, 1997 for production and business purposes. The form of land lease is that the state leases land with annual payment for a land use term of 10 years (from September 8, 1997 to September 8, 2007).

In 2004, the City People's Committee issued Decisions No. 3325/QD-UB and No. 264/QD-UB to equitize Hai Phong Garment Company No. II into Hai Phong Garment Joint Stock Company. Accordingly, Hai Phong Garment Joint Stock Company is responsible for inheriting the rights and obligations of Hai Phong Garment Company No. II and carrying out land lease procedures in accordance with the provisions of the current Land Law.

In 2007, this company submitted a dossier to the Department of Natural Resources and Environment requesting the extension and reissuance of the land use right certificate at the above address. However, due to incomplete dossiers, the Department of Natural Resources and Environment sent a document requesting the company to provide additional dossiers, but the company has not yet provided them in full.

Because the enterprise's land use term expired in 2007 and was not eligible for an extension by the state, the Department of Natural Resources and Environment prepared a dossier and submitted it to the City People's Committee to request the recovery of 6,462.5 square meters of land.

On September 14, 2022, this department also presided over Ngo Quyen District, Lach Tray Ward People's Committee and professional units to request the company to urgently move all assets out of the recovered land to hand over to the Land Fund Development Center under the Department of Natural Resources and Environment for management. However, May Hai Joint Stock Company has not yet complied with the handover of the site.

On December 5, 2023, the People's Committee of Hai Phong City assigned the People's Committee of Ngo Quyen District to coordinate with relevant departments, branches, agencies and units to carry out procedures and order to enforce the decision to reclaim land from May Hai Joint Stock Company according to regulations.

On December 22, 2023, Ngo Quyen issued a Decision on compulsory land recovery from May Hai Company.

In the past time, the City People's Committee, Ngo Quyen District People's Committee and departments, branches and units have repeatedly organized propaganda and mobilized May Hai Joint Stock Company to comply with the handover of the site.

On October 30, the District People's Committee continued to organize dialogue, propaganda, and mobilization before organizing enforcement according to regulations. At 9:00 a.m. the same day, the representative of May Hai Joint Stock Company did not attend the meeting.

From 9:00 a.m. on October 31, the People's Committee of Ngo Quyen District organized the enforcement of the decision to reclaim land from May Hai Joint Stock Company, carried out the seizure and inventory of assets, fenced off the area where the enforcement was carried out, directed the forces to grasp the situation, ensure security and safety in the area in accordance with the procedures prescribed by law, and no force resisted the person performing official duties and had to be handled.

After the enforcement date of October 31, May Hai Joint Stock Company must register with the People's Committee of Ngo Quyen District to dismantle the factory and move the Company's assets out of the enforcement area; complete the move before November 15.

From November 15, 2024, if May Hai Joint Stock Company does not move the assets, it will be considered that the Company has refused to receive its assets. Hai Phong authorities are not responsible for the Company's assets after this time.
