Speaking at the announcement ceremony of the decisions, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee - Lu Quang Ngoi emphasized that the arrangement of administrative units at all levels, the organization of 2-level local governments and the consolidation and arrangement of specialized and supporting agencies is an important revolutionary policy on streamlining the apparatus organization to build a streamlined, efficient, effective and effective State apparatus, better meeting the requirements of socio-economic development and international integration. Along with that, the arrangement also places greater demands on agencies and units in the work of consulting, managing and organizing implementation.
To ensure the good implementation of assigned tasks in the coming time, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Lu Quang Ngoi requested the leaders of departments and branches, based on the functions and tasks specifically prescribed for each agency and unit, to focus, make efforts and strive to perform their tasks well. Accordingly, urgently and resolutely direct the new apparatus to operate synchronously and smoothly; ensure the normal activities of people and businesses, especially in all fields, do not let the handling of work and administrative procedures be interrupted, affecting the legitimate rights and interests of organizations and people; affect the production and business activities of enterprises located in the province. Agencies and units must make the greatest efforts to successfully complete the goals and tasks on growth and development of the new province.
In addition, continue to organize well the reception, arrangement, and assignment of civil servants, public employees, and workers at affiliated units; arrange headquarters and workplaces, ensuring more effective and efficient operations than before. Pay attention to fully and promptly implementing policies and regimes for civil servants, public employees, and workers affected by the process of organizational arrangement.
Agencies and units must perform well the work of handing over and receiving organizational structure, payroll, personnel, finance, assets, all records, documents and related issues between agencies and units, ensuring compliance with legal regulations, strictness and economy.
Along with that, urgently complete the internal organization after the arrangement to ensure timely compliance with legal regulations and in accordance with the conditions and practical situation at the unit after the merger in the spirit of improving the quality of the staff, civil servants, public employees, and workers, ensuring more effective and efficient operations.
