According to the National Office 389, previously, counterfeit goods only appeared in some high-value luxury product groups such as fashion, fashion accessories, cosmetics. Currently, counterfeit goods appear in almost all industries, especially pharmaceuticals, cosmetics, food, functional foods, alcohol, tobacco, electronic components, fashion products, fertilizers, agricultural supplies, accessories, auto and motorbike parts, etc.

Mr. Trung also said that counterfeit goods are now not only popular in big cities like Hanoi, Ho Chi Minh City, Da Nang... but also spread to rural areas, remote areas, and isolated areas.
That spread is through many forms of sales including e-commerce, traditional commerce, multi-level marketing, fairs, promotions, etc. The methods of producing and trading counterfeit goods are sophisticated, from packaging, labels to quality; Counterfeit goods can even carry anti-counterfeit stamps, confusing and deceiving consumers and fooling authorities.
In addition to the production and trade of counterfeit products of legitimate businesses, there are currently many methods of counterfeiting the quality of their own products, such as: not implementing or intentionally not implementing the quality, content, and quantity that are not in accordance with the provisions of law when putting products on the market. In particular, this situation falls heavily on the group of goods that are self-declared and are the responsibility of the trader who owns the trademark.

Along with counterfeit goods, intellectual property rights violations are also quite common. Through the efforts of the authorities, tens of thousands of cases related to intellectual property rights violations are handled each year. Most of the products that are infringed upon are high-value, famous brands in the international market such as fashion, cosmetics, functional foods, motorcycle spare parts, household appliances, etc.

In traditional commercial activities, goods that infringe intellectual property rights are openly sold in traditional markets, fairs, even in large shopping centers and supermarkets, and are very diverse in types and designs to meet consumer needs.
In addition, in recent years, commercial fraud has become more sophisticated and varied in many forms, causing difficulties for inspection, examination, investigation and handling by functional forces, especially in the fields of customs, finance, direct fraud of goods, fraud in product advertising, etc.
According to the National Office 389, the production, trade and sale of counterfeit goods, goods that infringe intellectual property rights and commercial fraud not only cause economic losses to legitimate businesses but also affect the rights of consumers and the sustainable development of the market. In particular, it causes social instability, reduces the national image, capacity and competitiveness, leading to difficulties in attracting international investment.
