Urgent pest control on summer-autumn crops

The Chairman of the Provincial People's Committee has just issued an official dispatch on implementing urgent measures to prevent and control pests on crops in the summer-autumn crop of 2025.

According to the Department of Agriculture and Environment, the summer-autumn rice cultivation area in localities has completed the plan, reaching over 45 thousand hectares; the upland crop cultivation area reached nearly 10 thousand hectares, with crops growing and developing well.

Some pests have emerged and caused damage to rice fields in many localities of Ha Tinh .

According to information from the Department of Crop Production and Plant Protection - Ministry of Agriculture and Environment , recently, the situation of plant pests in provinces and cities across the country has been complicated, irregular, causing strong damage with high density, wide distribution, especially pests and diseases such as brown planthoppers, small leaf rollers, bamboo locusts... In the provinces of the North Central region, the area infected with leaf rollers is more than 3,500 hectares; brown planthoppers, white-backed planthoppers are more than 400 hectares; bamboo locusts are 172 hectares.

In Ha Tinh, a number of pests have emerged and caused damage to rice fields in many localities. Brown planthoppers and white-backed planthoppers have emerged and caused damage, with a heavily infected area of more than 50 hectares, common in the communes of Thach Lac, Dong Tien, Cam Xuyen, Can Loc...; small leaf rollers have emerged and caused damage, with a heavily infected area of more than 30 hectares, common in the communes of Dong Tien, Thach Khe, Cam Binh, Hong Loc, Duc Thinh, Duc Quang...

In addition, bamboo locusts (a pest that appeared for the first time in Ha Tinh) were detected at high density, causing severe damage to a number of crops (bamboo, reed, corn, elephant grass, sugarcane...) in the Ke Go protective forest area, the forest edge areas of Cam Due and Cam Lac communes... with an infected area of about 10 hectares.

It is forecasted that in the coming time, pests will continue to develop in a complex and unpredictable manner and are at risk of spreading widely, affecting and damaging summer-autumn crop yields.

To proactively prevent pests and protect production safety, the Chairman of the Provincial People's Committee requested the Chairmen of the People's Committees of communes and wards; directors of departments, heads of functional branches to urgently organize and drastically and synchronously implement solutions to prevent pests on summer-autumn crops.

Accordingly, the Chairmen of the People's Committees of communes and wards organize the review and assessment of the situation and developments of pests; urgently mobilize resources and human resources to resolutely and synchronously implement effective prevention and control solutions, ensuring that pests do not break out or spread widely, affecting and causing damage to production.

Direct the Economic Department/Economic, Infrastructure and Urban Department to proactively coordinate with professional staff of provincial units to regularly monitor the fields, conduct investigations, closely monitor the situation and developments to detect early and organize timely and effective implementation of pest prevention and control measures, minimizing damage to crops; specifically for the prevention and control of bamboo locusts, proactively coordinate with forest management boards in investigating, detecting, zoning and implementing prevention and control measures.

Direct local media agencies, especially the grassroots broadcasting system, to do a good job of propagating and promptly informing about the situation and developments of pests to villages and production households; guide and support farmers to implement technical measures to prevent and control pests promptly and effectively. Strengthen state management of pesticides and disease prevention materials; organize inspections, promptly detect, prevent and strictly handle violations according to regulations.

Be responsible before the law, the Provincial People's Committee, and the Chairman of the Provincial People's Committee if they are subjective, negligent, or lack focus in directing and organizing epidemic prevention and control, allowing the epidemic to spread widely, causing damage and greatly affecting production in the management area.

The Director of the Department of Agriculture and Environment directs the provincial Department of Crop Production and Livestock and the Forest Management Boards to proactively grasp information, situation and developments of pests; coordinate with relevant departments and branches to direct, inspect and urge the implementation of plant pest prevention and control work in localities. Assign specialized staff to closely follow the locality, coordinate with the People's Committees at the commune level to provide professional guidance on pest prevention and control work. Timely report and advise the Provincial People's Committee for direction.

Directors of departments and heads of relevant sectors, according to their functions and tasks, proactively coordinate with the Department of Agriculture and Environment and People's Committees of communes and wards to direct, guide, inspect and urge the implementation of timely and effective solutions to prevent and control plant pests.
