Minister Nguyen Manh Hung: Units must urgently develop criteria to measure output results.

At the August 2025 State Management Conference, Minister Nguyen Manh Hung requested all units under the Ministry of Science and Technology to urgently develop criteria for measuring output results, ensuring they are specific, quantifiable and verifiable, considering this an important foundation to improve the quality and effectiveness of task implementation in the entire sector.

Organizing public science and technology organizations in a streamlined and efficient manner

Reporting at the conference on the Project on restructuring public science and technology organizations, a representative of the Department of Organization and Personnel said that the Project was built in the direction of focusing on merging and dissolving ineffective units, thereby allocating investment resources with focus and key points to strong organizations.

According to the orientation, the network of public science and technology organizations will be structured into three levels: directly under the Government , directly under ministries and branches, and under provincial People's Committees.

Each ministry and sector will establish at least one innovation center; public science and technology organizations under the provincial People's Committee will perform the functions of supporting enterprises, transferring technology, and incubating, and will gradually transform into innovation centers. In Hanoi and Ho Chi Minh City, in addition to innovation centers, there will be additional science and technology organizations responsible for researching strategies and policies for local socio -economic development.

The project aims to form 15-20 strong science and technology organizations in strategic technology fields; at least 30% of public science and technology organizations will be self-sufficient in regular operating expenses and operate according to market mechanisms.

Conference Overview.

Regarding the restructuring of public science and technology organizations, Deputy Minister Le Xuan Dinh emphasized the need for a flexible approach to the transition period in accordance with actual conditions, especially in localities with limited research and development (R&D) capacity.

According to the Deputy Minister, if we only focus on innovation and ignore basic science and technology services such as quality measurement standards, statistical information, and experiments and testing, it will be difficult to ensure the stability and sustainable development of these organizations.

Minister Nguyen Manh Hung also noted that Hanoi and Ho Chi Minh City are two special localities, with sufficient conditions to establish more than one innovation center. Therefore, it is necessary to study and apply a separate mechanism to maximize the advantages of the two largest science and technology centers in the country.

Requirement to quantify results, improve quality of task implementation

Concluding the conference, Minister Nguyen Manh Hung acknowledged the efforts of the units in implementing the tasks of August, but also frankly pointed out the shortcomings such as: the quality of some works is not high; the output results have not been quantified. The Minister requested all units under the Ministry of Science and Technology to urgently develop criteria to measure output results, ensuring that they are specific, quantifiable and verifiable, considering this an important foundation to improve the quality and effectiveness of task implementation in the whole industry. This will be an important basis to evaluate the level of task completion of the units.

The Minister emphasized that from now until the end of the year, the workload of the Ministry and the entire industry is very large, with many important law projects to be completed to submit to the National Assembly, including: the Law on Digital Transformation, the Law on Technology Transfer, the Law on High Technology and the Law on Intellectual Property. The Minister requested the presiding units to develop detailed plans by week, even by day, to avoid the situation of work piling up at the end of the term.

In particular, the Minister emphasized the significance of the event on September 4 when General Secretary To Lam and Prime Minister Pham Minh Chinh visited and worked at the Vietnam Atomic Energy Institute. This is a clear demonstration of the highest-level leadership attention of the Party and State to the nuclear field, affirming the importance and new development direction with many breakthroughs in this field.
