The road route detected and arrested 531 cases, accounting for 34%, mainly at the Vietnam-China and Vietnam-Cambodia borders, where subjects took advantage of policies facilitating import and export and incentives for border residents to mix and hide prohibited goods or high-value goods such as foreign currency, cigarettes, mobile phones, frozen foods, and N2O gas. At the same time, the buying and selling and transporting of firecrackers, white sugar, pesticides and plant growth stimulants continued in some central provinces and the Vietnam-Laos border.

Violations were concentrated at Noi Bai, Tan Son Nhat, and Da Nang international airports; the common method was to take advantage of the form of consignment of goods, non-commercial, using international transportation services (FEDEX, DHL, UPS, etc.). The subjects often used fake names, fake ID cards, unclear addresses; hired recipients to send and receive goods at long-distance airports; hired service companies to receive goods through many stages to carry out customs declaration procedures to erase traces.
