On the morning of September 5, the survey delegation of the National Assembly 's Committee on Culture and Society, led by Ms. Nguyen Thi Kim Thuy - Deputy Head of the delegation, had a working session with the People's Committee of Bac Hong Linh Ward on the implementation of policies and laws on domestic violence prevention and control in the period from July 1, 2023 to July 1, 2025.

Participating in the survey delegation were Deputy Head of the Delegation of National Assembly Deputies of Ha Tinh province Tran Dinh Gia; representatives of central ministries and branches.

Receiving and working with the delegation were Vice Chairman of Ha Tinh Provincial People's Council Tran Van Ky; leaders of provincial departments, branches, and Bac Hong Linh ward.

Bac Hong Linh Ward was established on the basis of merging Bac Hong, Duc Thuan, Trung Luong wards and Xuan Lam commune. From July 1, 2023 to July 1, 2025, localities have issued many documents directing the promotion of educational activities, propaganda to raise public awareness of the role of family and family ethics and lifestyle education. The content and form of propaganda on building cultural and sports life, family work, and preventing domestic violence are implemented in many forms.

The rate of cultural families at the grassroots level increases every year. In 2023, 6,404 households achieved cultural families (accounting for 96.3%), and in 2024, 6,448 households achieved cultural families (accounting for 95.7%). Up to now, 100% of schools have implemented the signing of commitments between families - schools - students on school safety. The whole ward has 31 domestic violence prevention clubs and 31 grassroots mediation teams. Many models are integrated into cultural movements, gender equality, and new rural construction, with a wide spread in the community.

However, the staff advising and implementing the tasks of State management and handling violations of domestic violence prevention in the ward are mostly part-time, so investment in research and improving professional qualifications is limited; the work of collecting evidence of violations still has some difficulties; the enforcement of laws related to ensuring the safety of whistleblowers is not clear; some legal regulations are not consistent, causing difficulties when applied in practice...

To continue effectively implementing programs and plans on family work in the period of 2025-2030, the leader of the People's Committee of Bac Hong Linh ward requested the survey delegation of the National Assembly's Committee on Culture and Society and Ha Tinh province to recommend competent authorities to improve the legal system through amending and supplementing current regulations; consider policies, increase support levels for family collaborators and have policies to support the establishment and maintenance of models of domestic violence prevention clubs in the new period; pay attention to supporting funding for propaganda work, organizing activities in the form of dramatization to raise awareness for cadres, members, clubs, etc.

At the working session, members of the survey delegation of the National Assembly and Ha Tinh province discussed and clarified further contents related to the implementation of policies and laws on preventing and combating domestic violence.

Concluding the working session, comrade Nguyen Thi Kim Thuy - Vice Chairwoman of the National Assembly's Committee on Culture and Social Affairs acknowledged the efforts of Bac Hong Linh ward in implementing policies and laws on preventing and combating domestic violence.

At the same time, it is recommended that localities continue to do a good job in preventing domestic violence, focusing on prevention; maintain and expand domestic violence prevention clubs in the area.

For recommendations and proposals, the delegation receives, synthesizes, and submits them to competent authorities for consideration and resolution.
