To implement the 2025 Rural and Agricultural Census, the Hai Phong City People's Committee has issued full directive documents, established and consolidated Steering Committees at all levels, organized the selection and training of more than 4,800 investigators, team leaders and supervisors. Propaganda work has been promoted through the press system, grassroots radio, banners and posters, helping people to understand the purpose and significance throughout the preparation period for the census.

After merging and implementing the 2-level local government model, the Steering Committee was strengthened, the city completed the list of villages, residential groups, 96/114 commune-level units eligible to establish a Steering Committee; issued documents urging communes, wards, and special zones to conduct general statistics.
Through urging implementation, by July 9, the entire city had collected information at 132,004/454,666 households (reaching 29%); completed collecting 355/2,834 sample households of agriculture, forestry and fishery and 345/1,140 sample households of SDG. Commune questionnaire survey reached 100% (256/256 questionnaires); farm questionnaires were implemented at 150/1,360 questionnaires, reaching 11%, ensuring the general plan and requirements.
Since the beginning of July, the city has developed and issued plans, organized inspection teams, and conducted direct and online supervision to promptly detect and correct errors. However, the investigation process has encountered many difficulties due to overlapping administrative unit arrangements, personnel shortages, organizational disruptions, many investigators withdrawing, uneven quality, software errors, inconsistent equipment, and a thin IT support force. The city has recommended that the Central Government upgrade the operating system, improve the software, and consider postponing the collection of agricultural questionnaires to ensure the quality and progress of the entire investigation.
At the conference, Comrade Do Thi Ngoc, Deputy Director of the General Statistics Office, Head of the monitoring delegation of the Central Steering Committee for the 2025 Rural and Agricultural Census, emphasized that this year's Census takes place in a special context when the arrangement of commune-level administrative units and the implementation of two-level local government are widely deployed. She requested the City Steering Committee to find solutions to remove difficulties and obstacles occurring in the area, determined to complete the Census before July 25.

Speaking at the conference, Mr. Tran Van Quan, Vice Chairman of the City People's Committee, emphasized that the city will focus on directing communes and wards to speed up the progress of the General Census, striving to complete 100% of all types of survey forms by July 28.
Vice Chairman of the City People's Committee Tran Van Quan requested the City Steering Committee, Steering Committees of communes, wards, and special zones to closely coordinate with the City Statistics Office to continue to widely disseminate information; identify this as an important task in July, closely follow the assigned areas, complete the task on schedule, and ensure quality. The City Statistics Office will strengthen coordination in inspecting and supervising the facilities, promptly resolving difficulties and problems that arise.
He hoped that the Central Steering Committee's monitoring delegation would pay attention and create favorable conditions in management areas, helping the city successfully complete the 2025 Rural and Agricultural Census, and develop a specific and detailed economic growth scenario for the 2026-2030 period to achieve a growth target of more than 12% according to the city's development target.
