Hanoi speeds up the implementation of policies and regimes for cadres and civil servants after the rearrangement.

On June 24, the Hanoi People's Committee issued Official Dispatch No. 3691/QD-UBND on the implementation of Official Dispatch No. 93/CD-TTg dated June 21, 2025 of the Prime Minister.

Accordingly, implementing Official Dispatch No. 93/CD-TTg in 2025 of the Prime Minister on accelerating the progress of implementing policies and regimes for cadres, civil servants, public employees, workers and armed forces in the process of restructuring the apparatus of the political system, the City People's Committee assigned departments, branches, sectors, People's Committees of districts, towns to focus on directing resolutely, seriously and effectively the implementation of policies and regimes for cadres, civil servants, public employees and workers in accordance with the provisions of Decree No. 178/2024/ND-CP dated December 31, 2024 and No. 67/2025/ND-CP dated March 15, 2025 of the Government.

At the same time, departments, branches, and localities review, approve, and submit for approval subjects with legitimate aspirations, meeting all conditions according to Decree No. 178 and Decree No. 67 to promptly, quickly, and fully handle the legitimate rights of beneficiaries, and absolutely not set additional conditions beyond the above regulations.

In addition, the units are responsible for balancing, making estimates and allocating the allocated budget in accordance with the regulations and savings sources (if any) of the agency, unit, and budget to promptly pay policies and regimes to beneficiaries. For cases where there has been a decision to resign, the units must complete the settlement and payment no later than June 30, 2025. The City People's Committee shall consider and handle according to the regulations of the Party and the laws of the State for competent agencies, units, and individuals who do not resolve according to the plan or allow negative incidents to occur; promptly propose to the Department of Home Affairs and the Department of Finance on difficulties in implementing funding (if any) for general synthesis and reporting to the City People's Committee.

The City People's Committee assigned the Department of Home Affairs to preside over and coordinate with the Department of Finance in reviewing the process, cutting out unnecessary steps in approving and allocating funds; at the same time, strengthening the delegation of authority to all levels, especially agencies and grassroots units, in identifying subjects and making complete and accurate estimates, and proposing the City People's Committee to decide on allocating funds in accordance with regulations.
