Are non-teaching managers entitled to classroom allowances?

The preferential allowance regime for teachers is implemented according to the provisions of Decision No. 244/2005/QD-TTg dated October 6, 2005 of the Prime Minister , and instructions in Joint Circular No. 01/2006/TTLT-BGD&DT-BNV-BTC dated January 23, 2006.

Accordingly, teachers (including those on probation or contract) on the payroll, who are directly teaching in public educational institutions in the national education system, are eligible for preferential teacher allowances.

The allowance level and the method of calculating the preferential allowance are applied according to Article 2 of Decision No. 244/2005/QD-TTg; which stipulates: The 30% allowance applies to teachers who are directly teaching in junior high schools, high schools, general technical - career guidance centers, continuing education centers, vocational training centers in the plains, cities, towns; professional high schools, vocational schools; political training centers of districts, towns, cities under the province.

The 35% allowance applies to teachers who are directly teaching in kindergartens and primary schools in the plains, cities and towns; junior high schools, high schools, comprehensive technical and vocational centers, continuing education centers, vocational training centers in mountainous areas, islands, remote and isolated areas;

The working regime of general education teachers is implemented according to the provisions of Circular No. 28/2009/TT-BGDDT dated October 21, 2009, amended in Circular No. 15/2017/TT-BGDDT dated June 9, 2017 of the Minister of Education and Training.

Accordingly, the teaching period norm/year for principals is calculated as: 2 periods/week x number of weeks for teaching and educational activities according to regulations on the school year schedule; the teaching period norm/year for vice principals is calculated as: 4 periods/week x number of weeks for teaching and educational activities according to regulations on the school year schedule.

Based on the above regulations, management staff (principals, vice-principals) who do not teach or do not teach enough periods as prescribed are not eligible for preferential teacher allowances.
