Special and outstanding policy
A notable highlight, which is expected to create a strong change, is the special and outstanding preferential policy for teachers. Resolution No. 71-NQ/TW clearly states that it is necessary to increase the vocational preferential allowance for preschool and general education institutions to at least 70% for teachers, at least 30% for staff, and 100% for teachers in extremely difficult areas, border areas, islands, and ethnic minority areas.
In the early days of preparation for the new school year 2025 - 2026, information about Resolution No. 71-NQ/TW spread quickly, bringing joy to teachers who are staying at schools and villages in mountainous areas where difficulties are still piling up.
Ms. Hua Thi Nhung - a teacher at Ban Lu school, Tan Son Primary and Secondary School (Tan Ky, Thai Nguyen ) shared emotionally: “We really feel warm. This resolution is a clear demonstration of the Party and State's attention to teachers in remote areas. The improved preferential policies will help teachers feel secure in their work, stabilize their lives and continue to stick with the profession for a long time.”
Since 2013, Ms. Hua Thi Nhung has been attached to the school located on the top of Ang Toong Pass. 100% of the students here are Dao ethnic children, many of whom have to climb uphill and cross forests to get to class every day. However, the teachers are still dedicated to their classes and school as if it were a mission that cannot be stopped.
Similarly, with more than 15 years of experience in schools in difficult areas, Ms. Hoang Thi Thuy - Sin Cheng Primary School No. 1 (Sin Cheng, Lao Cai ) understands the hardships and difficulties of teachers in especially difficult areas, border areas, islands, and ethnic minority areas.
Ms. Thuy confided: “Many of my colleagues accept living far from their families to stay at school and bring knowledge to their students. There are teachers whose homes are 40-50km away from school, and they travel home once a week, traveling 40km round trip to get to school.
\Thus, fuel and travel expenses are quite expensive. Not to mention, the forest roads and rainy season are difficult, vehicles often break down and need to be repaired, and each month a portion of the salary must be deducted for vehicle maintenance. Therefore, when the allowance was increased, my colleagues and I were very excited.
Ms. Thuy added that Resolution No. 71-NQ/TW has special and outstanding preferential policies for teachers; increases preferential allowances for preschool and general education institutions. With this policy, teachers' lives will be improved, thereby creating more favorable conditions for teachers to learn, exchange expertise, purchase convenient teaching aids, and have more access to digital technology, so that they can apply it to teaching more effectively.
“If the allowance is increased, our total income will increase, and with this amount of money we can invest more in purchasing teaching equipment and useful software packages to serve effective teaching. When the allowance is high, personal life will also improve, thereby having a better spirit, peace of mind working in the highlands, and having enough finances to take care of the family,” said Ms. Thuy.

Retaining talented people, improving the quality of education
Not only supporting teachers, Resolution No. 71-NQ/TW also sets out the direction to expand and attract talents to the education sector. Specifically, there will be policies and mechanisms to mobilize talented people outside of the teaching force to participate in teaching, implement a system of co-staffed lecturers at educational institutions and encourage experts to preside over scientific research in schools. These mechanisms are expected to contribute to narrowing the gap between education in advantaged and disadvantaged areas.
At Yen Lo Primary Boarding School for Ethnic Minorities (Thien Hoa, Lang Son), Mr. Lam Van Van - Vice Principal of the school shared: "The school currently has 27 staff and teachers, but life is still difficult. This policy of increasing allowances is really a great source of motivation.
Not only does it retain working teachers, but it also opens up opportunities to attract more young, professionally qualified teachers to the school. It can be seen that the issuance of outstanding preferential policies as in Resolution 71 is an important step to ensure fairness in policy access and career development.
If fully implemented, the policy will help overcome the shortage of teachers in disadvantaged areas, while gradually narrowing the gap in education quality between regions. In the long term, this is also a premise for forming a team of highly qualified, dedicated teachers capable of undertaking the mission of fundamentally and comprehensively reforming the country's education system.
Teacher Hua Thi Nhung affirmed: “When our lives are secure, we will devote ourselves wholeheartedly to our students. Despite the hardships, as long as we are recognized, we will not hesitate to continue to ‘roll our shoulders’ in this profession.”
Thus, Resolution No. 71-NQ/TW is not only an affirmation of the key role of education in national development, but also a clear demonstration of the real concern for the teaching staff. Special preferential policies will be the "push" to create a turning point in the journey of innovation, bringing Vietnamese education to develop quickly, sustainably and substantially.
Ms. Phan Thi Xuan Thu - Principal of Phuc Dong Primary School (Phuc Loi, Hanoi) also shared: This preferential policy aims to encourage and motivate the teaching staff, creating more motivation for managers, teachers and staff to stick together and contribute to the cause of educating people. The new policy brings excitement to the entire teaching staff.
Especially for colleagues in extremely difficult areas, border areas, islands, ethnic minority areas, many people almost spend their youth with their students. Time for family is limited, so these policies help them feel warmer, motivated to stick together. Young teachers, they are also willing to volunteer to work in difficult areas...

Dedicated, devoted to the profession
Unable to hide her joy after receiving this information, Ms. Nguyen Thi Dieu - Principal of Thai Phuong Kindergarten (Tien La, Hung Yen) shared: "We are truly extremely happy and excited because from now on, the hardships and disadvantages of preschool education have been understood and cared for by the leaders of the Party and State, and have timely support in terms of preferential policies."
According to Ms. Dieu, after many years of dedication, the preschool teachers are always dedicated to their profession, but the remuneration is still not commensurate with the nature of the work. The upcoming increase in preferential allowances for preschool and general education institutions by the State is a positive signal for women to feel secure in their careers.
Emphasizing the superiority of this Resolution, Ms. Nguyen Thi Tuyen - Vice Principal of An Khanh B Kindergarten (An Khanh, Hanoi) said that the upcoming policies of the Party and State for the education sector, especially preschool education, are condensed in Resolution 71. This brings much hope and new vitality to the teaching staff.
“For many years, the staff of public kindergartens have suffered many disadvantages and low salaries. The upcoming increase in allowances by the State to at least 30% will also be a great source of encouragement for them to continue their career. We hope that Resolution 71 will be quickly implemented so that the staff, teachers and employees of the school will be more excited,” Ms. Tuyen expressed.
From practical work, Mr. Nguyen Khac Hop - Principal of Dai Mo 3 Primary School (Tay Mo, Hanoi) commented that Resolution No. 71-NQ/TW mentioned a number of strategic contents for education and training development until 2045, including increasing allowances for teachers and increasing spending on education.
“From the perspective of grassroots management, I think Resolution No. 71-NQ/TW has truly touched the hearts of teachers. Because for many years, educators like us have been concerned about our colleagues’ concerns. That is, salaries have not increased but goods have increased, salaries are not enough to cover living expenses. Therefore, many teachers have to do other jobs,” Mr. Hop shared.
In addition, Resolution No. 71-NQ/TW has solved and resolved the long-standing problem of "bread and butter". Mr. Nguyen Khac Hop believes that when the Resolution is applied, teachers will be very happy and excited because the time has come for the teaching profession to be properly recognized by the Party, the State and the People. From there, teachers will feel secure in their work, dedicated and devoted to their profession.
“When properly invested, the quality of comprehensive education will gradually improve. The timing of the Politburo’s issuance of Resolution 71 is very timely, creating the premise and launching pad for teachers to create future generations - the owners of the country in the era of national development,” said Mr. Nguyen Khac Hop - Principal of Dai Mo 3 Primary School (Tay Mo, Hanoi).
