Resolution No. 71-NQ/TW sets breakthrough expectations from the teaching staff

Creating breakthroughs in education and training development

General Secretary To Lam signed and issued Resolution No. 71-NQ/TW on breakthroughs in education and training development (Resolution 71). The first impression of Mr. Ho Tuan Anh - Principal of Quynh Phuong Secondary School ( Nghe An ) is that the Resolution has inherited the quintessence from previous Resolutions, while pointing out long-standing shortcomings such as: limitations in teaching staff, facilities, program content or formalism in education.

From the perspective of an education manager, Mr. Ho Tuan Anh realized that Resolution 71 covers all the goals and solutions to create a breakthrough in education and training development.

He is particularly enthusiastic about the goal of universalizing education at high school level, because according to him, this is an important step forward, highly feasible, and he hopes this goal will be completed ahead of schedule.

The principal of Quynh Phuong Secondary School said that Resolution 71 was issued at the right time when the country was undergoing a strong transformation with a two-tier local government model. This was also the period when education needed new steps to keep pace with development.

Expectations on the mission of the teaching staff

Mr. Ho Tuan Anh emphasized: "In order for the Resolution to quickly come into life, there needs to be a breakthrough right from the management mindset". In fact, many guiding viewpoints in Resolution 71 have appeared in a number of previous documents of the Party, but when implemented in practice, there are still many difficulties. One of the reasons is that general education institutions have too little authority, leading to passivity and waiting.

Therefore, the Principal of Quynh Phuong Secondary School believes that, in the context of two-level local government, increasing autonomy and self-responsibility for educational institutions is a key factor for schools to proactively implement the spirit of innovation set forth in the Resolution.

According to Mr. Ho Tuan Anh, another notable point is that the benefits, regimes and preferential policies for teachers and school staff are clearly stated in Resolution 71. That shows the special attention of the Party and the State, and at the same time places great expectations on the teaching staff - those who directly "implement" the Resolution.

“Teachers and managers need to be aware of their responsibilities and missions to be worthy of the expectations that society places on them,” said Mr. Ho Tuan Anh.
