Resolution 71 of the Politburo: Special attention to the teaching staff

With many breakthrough policies to invest in the team, including outstanding career incentives for teachers, and special attention to human resources, Resolution 71 of the Politburo has received many expectations in improving the quality of the team and raising the quality of education.

SPECIAL, OUTSTANDING INCENTIVES FOR TEACHERS

Resolution 71 of the Politburo directs to have special and outstanding preferential policies for teachers; increase vocational preferential allowances for preschool and general education institutions to at least 70% for teachers, at least 30% for staff, 100% for teachers in especially difficult areas, border areas, islands, and ethnic minority areas.

Many opinions are particularly interested in this policy with many hopes of improving the quality and quantity of the team.

Mr. Le Duc Thuan, former Head of the Department of Education and Training of Ba Dinh District ( Hanoi ), called this a policy liberation for teachers. The decision to increase the preferential allowance to at least 70% for preschool and general education teachers and 100% for teachers in disadvantaged areas is a direct solution with immediate impact, helping teachers feel secure in their work, dedication and retaining talented people in the profession.

According to Mr. Thuan, Resolution 71 also unties resources and finances. The strict regulation of budget spending on education and training reaching at least 20% of total expenditure is a strong political commitment, solving the problem of chronic budget shortage. Along with that, the construction of a new National Target Program, preferential policies on land and taxes will create a real boost in investment resources for the whole sector.

Mr. Le Hoai Quan, Principal of To Vinh Dien Secondary School (Hanoi), affirmed that the issue of increasing allowances for teachers or raising basic salaries for teachers is something that needs to be done immediately.

Ms. Vu Thi Thin, Principal of Tay Mo 3 Secondary School (Hanoi), expressed hope that in the next school year, detailed guidance documents on the implementation of Resolution 71, especially on increasing allowances and spending levels, will soon be issued so that teachers and school staff will have more motivation to contribute.

Mr. Lam Van Van, Vice Principal of Yen Lo Primary Boarding School (Thien Hoa Commune, Lang Son Province), shared that for areas where life is still difficult, this policy of increasing allowances is really a great source of motivation. Not only does it retain teachers who are working, but it also opens up opportunities to attract more young teachers with professional qualifications to schools in particularly difficult areas, overcoming the shortage of teachers due to inadequate attraction policies, gradually narrowing the gap in education quality between regions. In the long term, this is also a premise for forming a team of highly qualified, dedicated teachers, capable of undertaking the mission of fundamentally and comprehensively innovating the country's education.

In the staff policy, for the first time, school staff are mentioned along with teachers. Ms. Phung Thi Hang, a staff member at Nam Hong Primary School (Bac Ninh), shared: "Reading the information that school staff will receive a minimum allowance policy of 30%, we were moved to tears of joy."

Dr. Pham Van Gieng (Hanoi Pedagogical University 2) commented that the special policy for teachers with a minimum allowance of 70% is an important step to attract and retain high-quality human resources. Along with that is the policy of training talents, nurturing the elite, considering this as the driving force for the country to make a breakthrough.

"One of the highlights of Resolution 71 is the policy of prioritizing training, fostering, and appropriate treatment to build a team of high-quality teachers. Only when teachers are truly guaranteed a living standard and have their qualifications raised, can the career of "growing people" be successful. This is a strategic step to fundamentally solve the current shortage of teachers and shortcomings in training," said Ms. Chau Quynh Dao, National Assembly delegate of An Giang province.

CHANGE YOUR MANAGEMENT MINDSET TO BRING RESOLUTIONS TO LIFE

Mr. Le Duc Thuan believes that in order for Resolution 71 to be implemented soon, a sufficient condition is to change thinking at all levels. This is the decisive factor for success or failure. The Resolution emphasizes that a breakthrough must "start from innovation in thinking and awareness". There must be a real revolution in the thinking of managers, abandoning administrative and bureaucratic ways of working, to a service and creative mindset. The teaching staff also needs to change, shifting from imparting knowledge to organizing and guiding the learning process of students.

Expecting great opportunities for the development of Vietnamese education with Resolution 71, Mr. Dang Tu An, Director of the Vietnam General Education Innovation Support Fund, said that for this resolution to come into life and promote real effectiveness, there needs to be synchronous and drastic solutions. It is necessary to decentralize the authority over staffing, personnel and budget to the Ministry of Education and Training. Other ministries and branches have the responsibility to inspect, check and explain annually.

In order to "breakthrough" in the spirit of the resolution, Mr. An said that the current pressing and inadequacies that have been pointed out in reality need to be addressed immediately in the coming time. For example, overcoming some inadequacies in implementing the 2018 General Education Program by issuing subject curriculum standards and assessment and testing standards for learners; retraining in the form of experience for 100% of teachers currently in class.

Free Textbooks: Humanitarian Policy

One of the policies that people are particularly interested in in Resolution 71 is: "Strive to provide free textbooks to all students by 2030". Along with the policy of free tuition and support for boarding meals, the policy of free textbooks will help people, especially in rural and disadvantaged areas, reduce economic pressure when their children go to school.

Mr. Huynh Thanh Phu, Principal of Bui Thi Xuan High School (Ben Thanh Ward, Ho Chi Minh City), said that the policy made a strong impression. "This policy touches a practical need of millions of families. For many years, many parents, especially in rural and disadvantaged areas, have always been concerned about the cost of buying textbooks at the beginning of the school year. Providing free books for all students will remove economic barriers, ensuring that all children have equal access to knowledge. "This not only reduces the financial burden on parents but also demonstrates a deeply humane perspective: investing in education is investing in the future, not leaving any child behind," Mr. Phu commented.

Solution "English as a second language in schools"

Resolution 71 states "to enhance the teaching and learning of foreign languages, gradually making English the second language in schools". According to Mr. Le Hoang Phong, Academic Director of YOUREORG Education and Training Organization, to implement this, the following solutions are needed:

There is a need for a unified national foreign language competency framework, compatible with the European CEFR standards, but adjusted to the Vietnamese context. Secondary school graduates must achieve at least B1 level, high school graduates must have B2 equivalent.

Standardize and retrain existing teachers, with a periodic assessment mechanism, linking benefits to actual capacity; select and attract talented human resources, including international experts.

Turn English from a "school subject" into an everyday language of learning. Implement bilingual education in basic science and technology subjects, and gradually expand to social subjects.

Invest in and leverage technology. Ensure equitable access. Must be strategically linked to national development.
