Reduce 'tricks and rote learning' when taking the driving test with the new set of questions

The new set of driving theory test questions increases the difficulty and changes the structure to help reduce the situation where test takers choose answers by learning tricks and memorizing like the previous set.

Having registered for the Class B driving test at the end of July, Thanh Tung, 24, is actively practicing the 600-question theory test set to prepare for the test. He said that in the new test set compiled by the Traffic Police Department, which will be officially applied from June 1, there are many similar questions and answers, requiring students to understand the situation and the driving test to choose the correct answer.

"Most of the questions require understanding the lesson to give the correct answer. This is different from the old set of questions, which had many ways to learn tricks, choosing answers based on identifying signs from the question without needing to understand the situation," said Mr. Tung, adding that to master the 600 questions in the new set of questions, it took half a month of studying through the online set of questions.

From June 1, the driving test set of 600 questions has been renewed and compiled by the Traffic Police Department. Of which, nearly 180 questions have been revised, supplemented and newly compiled, the rest remain the same. The questions are divided into 6 chapters including: general regulations and road traffic rules, traffic culture, driver ethics, driving techniques, structure and repair, road signs and solving traffic jams, and situation handling skills.

After many years of teaching driving license exams, Mr. Nguyen Tan Tai said that in the old set of questions, there were about 100 questions about speed regulations, driving rules, carrying bulky goods, etc. In this group of questions, candidates can choose the correct answer by tricking when they see keywords such as: not allowed, not allowed or competent authority licensing appear in the answer group. For questions with the words: must, observe, maintenance, fire truck, choose the longest answer.

This makes many candidates look at the answer group and choose the correct answer without paying attention to the content of the question. However, the new set of questions has changed the structure of many questions and answers, forcing candidates to study and understand in order to give the correct answer.

Mr. Tai cited an example: the question about what type of vehicle is allowed to run at a maximum speed of 50 km/h outside of densely populated areas in the old set of questions had 3 answers that were completely different in terms of wording. The test taker only needed to choose the only question that had the words "concrete mixer truck, tanker truck". The new set of questions has increased to 4 answers, but in each question there are the words "except buses", "cars carrying up to 28 people", "cars pulling tanker trailers", forcing the test taker to understand the situation clearly.

"The set of questions provides a diverse group of answers, which helps learners and teachers change their approach from rote learning to understanding learning," said Mr. Tai.

Speaking more about the changes in the new set of questions, Mr. Nguyen Xuan Thuc, Deputy Director of Hoc Mon Driver Training and Testing Center, said that the way questions are asked has also reduced the number of instant, overly simple answers such as "yes/no".

For example, the sentence: Is the act of using motor vehicles and specialized motorbikes that do not meet technical safety and environmental protection standards prohibited in traffic or not has been replaced with the sentence: Which act of using motor vehicles and specialized motorbikes to participate in traffic is prohibited? This change helps learners spend more time reviewing instead of learning keywords and tips like before.

According to statistics from Hoc Mon Driver Training and Testing Center, more than 4,000 students took the driving license test in 8 sessions in June 2025, the number of students passing the theory test was from 69 - 89%, this rate has decreased slightly when applying the new test set.

However, according to Mr. Thuc, the new set of questions still retains 2/3 of the old questions, so candidates can apply some questions in the same way as they learned the tricks before. Not to mention that on social networks, there are many videos instructing how to learn the tricks in the new set of questions, causing candidates to still have the habit of finding simple ways to solve the questions instead of learning to understand the rules.

Colonel Tran Quang Nhat, Head of the Department of Propaganda and Dissemination of Laws on Traffic Order and Safety, Traffic Police Department, said that the 600 newly created questions are easy for students to access thanks to the clear, non-tricky and practical way of asking questions. After a month of implementing the test set, some candidates have been limited in learning by rote and learning tricks when taking the driving test, but there are still some other ways to provide guidance to deal with this situation, so this situation cannot be completely resolved.

"In the near future, the unit will research and supplement the test questions to minimize the situation of learning to cope, helping people grasp traffic laws and have a driver's license," said Colonel Nhat.

Since March 1, traffic police nationwide have begun taking over the tasks of organizing driving tests, issuing driving licenses; changing and reissuing driving licenses; issuing international driving licenses... from the transport sector. To date, more than 705,105 people nationwide have completed driving training but have not yet been able to take the driving test.
