EVN requests review and explanation of high electricity bill cases

After paying their electricity bills for June 2025, many households were surprised to see that the amount they had to pay had increased compared to the previous month. This sudden increase made many people angry and confused, especially when they affirmed that their electricity usage had not changed significantly.

According to Ms. Thanh Huyen (Hoan Kiem), in June, her family's electricity bill was nearly 2.5 million VND, while each month with the same level of electricity usage, the average is only 1.7-1.8 million VND. I knew about the increase in electricity prices and the hot summer months, but the sudden increase of a few hundred thousand was also surprising.

Along with that, on social networks, many customers said that their electricity bills for June increased. For example, customer Duc Minh ( Hanoi ) said: "The electricity bill for June, which was just paid in early July, has doubled while the usage level remains the same." Customer H. Nam (Hanoi) said: "I don't know if the electricity price has increased or not, but the electricity bill has skyrocketed?". Many other consumers also did not know that the electricity price had increased and the electricity industry adjusted the retail price scale for household electricity, in which the highest level was up to nearly 4,000 VND/kWh.

Not only customers in Hanoi, but also people in other provinces and cities are complaining about this situation. According to customer Duong Minh ( Thai Nguyen ), last month's electricity bill was 2.9 million, in June it was 4.3 million. In fact, since May 10, the average retail electricity price has increased by 4.8% compared to before. The electricity industry has also adjusted the retail electricity price scale from 6 levels to 5 levels, households using a lot will have to pay higher electricity bills.

Talking to CAND Newspaper reporters, economic expert Nguyen Minh Phong said that the high electricity bills that customers received in June had many factors, such as increased retail electricity prices, electricity usage, etc. Along with that, the recent hot weather caused the use of many cooling devices and air conditioners, so of course, more electricity was used, so the electricity bill increased. At the same time, electricity prices also depend on peak hours and the progressive framework. Some users forget to turn off electrical devices and do not know how to save electricity, so it is normal for the bill to increase. When we point out abnormalities, we need to consult with the local electricity unit to check and adjust accordingly.

According to Mr. Phong, the reason why the electricity bill for May for residential customers (paid in early June) is not too high, even though the electricity price has increased since May 10, is because at that time, students still continue to go to school. They spend less time at home. In June, students are on summer vacation, so electricity consumption at home increases sharply. The temperature is also higher than in May, including some extremely hot days, so electricity consumption increases sharply.

According to Hanoi Electricity Corporation (EVNHANOI), June 2025 recorded a significant increase in temperature in Hanoi, with the average temperature increasing from 2 to 6°C compared to May. In particular, during the peak hot days in early and mid-June, the outdoor temperature reached 41°C, the actual felt temperature even reached 52°C.

Prolonged high temperatures not only affect daily life but also increase the demand for electricity, especially cooling devices such as air conditioners, fans and refrigerators. This situation causes a sharp increase in electricity consumption throughout the city, especially in residential areas.

According to EVNHANOI statistics, in June 2025, the average daily electricity output in Hanoi reached more than 90 million kWh, an increase of 12% over the same period in 2024. The total output in June reached approximately 2,700 million kWh, of which the peak was recorded on June 2 with 110.9 million kWh - the highest since the beginning of the year. The group of customers belonging to the Residential Consumption Management component alone accounted for more than 59.5% of the total output, an increase of 1.15 times compared to May. This reflects the direct impact of the weather on electricity usage behavior in households.

In particular, when students' summer vacation coincides with the peak of the hot season, the use of air conditioners and electrical appliances is prolonged day and night. High temperatures not only increase the frequency of electricity use but also cause cooling devices to consume more energy to maintain operating efficiency. When the temperature difference between indoors and outdoors is large, the air conditioner must operate continuously, with few interruptions, leading to increased electricity consumption even though the usage time remains unchanged.

Regarding some customer feedback on the sudden increase in electricity bills in June 2025, Vietnam Electricity Group (EVN) requested Power Corporations (GCs) to direct Power Companies (CPCs) to seriously review cases of customers with unusual increases in electricity output or payment amounts in the June 2025 billing period and promptly provide information and clear explanations to customers.

At the same time, strengthen propaganda and explain how to calculate the bill for June 2025; changes in issuing bills, managing contracts and collecting electricity bills of power companies before and after the merger; Provide information on solutions to monitor daily/monthly electricity indexes via Customer Service App/Web and instructions on safe, economical and efficient use of electricity...

Units need to provide full information on electricity consumption during the billing period, and clearly explain how to calculate the bill - especially for households using electricity for domestic purposes.

In this situation, EVN recommends that customers proactively monitor their household's daily electricity consumption. Customers should regularly check their electricity output and set a warning threshold when exceeding normal consumption levels to promptly adjust their electricity usage behavior.

Especially in the summer, people should use air conditioners at a reasonable temperature (from 26-28°C), combined with fans, turn off devices when not needed and limit the use of many high-capacity devices at the same time during peak hours from 12:00 to 15:00 and from 22:00 to 24:00 every day.

Using electricity economically and efficiently not only helps reduce electricity bills but also contributes to reducing pressure on the national power system, especially during peak hot season.
