Up to now, the province has completed the construction of 1,756 social housing apartments and workers' housing in 03 social housing projects and works in industrial parks and it is expected that in 2025, 2,530 social housing apartments will be completed and put into use, exceeding the target assigned by the Prime Minister in Decision No. 44/QD-TTg dated February 27, 2025 of 1,420 apartments.

With the attention and direction of the Provincial People's Committee and the maximum support and companionship of the Southeast Economic Zone Management Board and departments, the progress of investment and construction of accommodation areas for experts and workers of FDI enterprises in Nghe An is quite favorable. After only 3 years, the province has had 5 accommodation areas started construction, providing accommodation for tens of thousands of experts and workers in industrial parks.
That is the Dormitory of Luxshare - ICT Factory (Nghe An) which currently has over 2,000/8,220 workers staying; the Housing Area of Everwin Precision Technology Co., Ltd. (Vietnam) for about 1,200 workers staying. In 2025-2026, there will be 2 more dormitories for workers of Luxshare ICT Nghe An 1 Factory in VSIP Nghe An Industrial Park with 253 apartments for 1,132 workers to stay; and the Worker Dormitory project of Luxshare ICT Nghe An 2 Factory project in VSIP Nghe An Industrial Park has also started construction with an area of 4.43 hectares, floor area of 165,670 m2 and 3,288 apartments for 12,474 workers/employees.
In addition, at Hoang Mai 1 Industrial Park, a housing area for workers of JuTeng Electronic Product and Auto Parts Factory is being developed, which can meet the accommodation needs of about 20,000 workers...

In addition to the accommodation area for experts and workers of the above FDI enterprise, at Nam Cam Industrial Park, the social housing project of 525 apartments of Kim Thi Real Estate Joint Stock Company, which has been implemented since 2023, has also just opened for sale.
A representative of the Department of Construction said that by early June 2025, the province had approved the investment policy and approved the detailed construction apartments planning at a scale of 1/500 to organize the implementation of 41 projects with social housing construction planning, with a total area of 107 hectares, expected to meet about 36,000 when completed...
According to the roadmap, the province has allocated land and planned to arrange social housing projects in the corresponding industrial parks. Although the progress is slow, after all, these are investment projects using non-budgetary capital, so depending on market signals, new investors will implement, the province only plays a role in stimulating.

specifically, recently, the Northern Urban Area project in Nghi Kim and Nghi Lien communes (now Vinh Hung ward) of An Thinh Phat Real Estate Investment Company Limited registered 566 social housing apartments in an area of 39,607m2 ; The New Urban Area project of the Joint Venture of Eurowindow Company and Construction and Project Management Joint Stock Company No. 1 in Thanh Vinh ward registered to build 1,332 social housing apartments, with an area of 93,246m2 ; The Southern Vinh River Urban Area project of the joint venture of Tri Duong Development Investment Joint Stock Company and Ecopark Hai Duong TD-Home Company registered to build 406 social housing apartments, with an area of 28,439m2 in Vinh Tan ward (now Truong Vinh).
Recently, the project of Hung Hung Joint Stock Company also registered to build a social housing area of 12,764.7m2 in nearly 200,000m2 of land assigned near Road 35 in Vinh Loc ward.

The Law on Real Estate Business and the Law on Housing 2023 also have many mechanisms for social housing projects in general and housing for workers in particular. That is the regulation that commercial housing investors must reserve 20% of the area to build social housing for low-income people. On the contrary, in social housing projects, the State allows investors to use 20% of the area for commercial housing for exploitation, transfer, etc.
