Strain to complete a large amount of work

Chau Khe border commune of Nghe An province was merged from two old communes, Chau Khe and Lang Khe. formation, the area, population, villages, hamlets and staff have many changes. In particular, the activities at the public administrative service center have also changed, with more tasks and a larger workload.

Also because of that, according to Mr. Kha Van Thuong - Vice Chairman of the Commune People's Committee, Director of Chau Khe Commune Public Administration Service Center, the requirements for facilities, equipment, machinery as well as qualifications and capacity of staff are higher.

Currently, due to difficulties in headquarters, the commune has to arrange 2 locations to serve public administrative activities. Facility 1 is the Public Administration Service Center located at the headquarters of Chau Khe Commune People's Committee and facility 2 is a point to support people in completing procedures located at the People's Committee of Lang Khe Commune (old). Facility 2 is the working location of the Fatherland Front Committee and mass organizations of the commune. The officers and civil servants working at this facility 2 are arranged to be on duty 2-3 people/day, enthusiastically guiding people to learn and complete administrative procedures, helping people transfer documents to facility 1 for signing and stamping.

Mr. Lo Van Thao - Chairman of Chau Khe Commune People's Committee said that the commune has just renovated the rooms and workplace of the Public Administration Service Center. Some machines are still lacking, the commune is researching to buy more. Previously, there was a situation of unstable electricity, now it has been converted to 3-phase electricity, which is basically guaranteed. However, the Internet is still unstable, so it still affects the progress to some extent.

In Con Cuong commune, on the afternoon of July 5, at the commune's Public Administration Service Center, we saw people crowding the reception room to handle administrative procedures. Some people had to sit in the hallway to wait for their turn. The commune People's Committee officials and civil servants were busy with their work.

Mr. Le Trung Loi - Deputy Director of the Con Cuong Commune Public Administration Service Center, who directly participates in managing activities here, said that since July 1, the number of people coming to do administrative procedures has been very large. Every day, there are about 150 - 200 people, mainly doing procedures for certification and confirmation, which are resolved quickly.

"As of the morning of July 7, procedures in the judicial sector have been connected. Procedures in the land sector are still waiting to be updated on the National Public Service Portal and cannot be implemented for the time being," said Mr. Le Trung Loi.

In Tam Thai commune, after merging Tam Thai and Tam Hop communes of Tuong Duong district (old), the Public Administration Service Center was located at the headquarters of the People's Committee of Tam Thai commune (old). After coming into operation, the number of people coming to do administrative procedures was not much. Although the facilities and machinery were not yet fully synchronized, they basically met the work requirements. On the morning of July 7, the service activities of the center were interrupted because heavy rain on the night of July 6 flooded the headquarters, officials and civil servants had to stay up all night to move machinery. On the morning of July 7, the commune is focusing on repairing and cleaning the environment to quickly resume operations.

Overcoming disadvantages, ensuring smooth operation

Mr. Kha Van Son in Huoi Mac village (old Lang Khe commune) said that on the morning of July 5, he went to the headquarters of the People's Committee of Lang Khe commune (old), where the staff there gave him specific instructions on the types of documents that needed to be prepared and the steps that needed to be taken. Then he went directly to the headquarters of Chau Khe commune to sign and stamp. "At first, it was a bit difficult because I was not used to it and had to travel quite a distance. Now that I have been given detailed instructions, I will probably be more proficient next time," said Mr. Kha Van Son.

In many remote communes of Nghe An, especially border communes, in addition to difficulties in headquarters and machinery, the state of unstable and disconnected Internet connection is the biggest obstacle in the operation of public administrative service centers. Many villages and hamlets are far from the commune center, so people's travel and support from officials also face many difficulties.

For example, in Chau Khe commune, there are many villages 15 - 20 km from the commune center; there are villages that do not have phone or Internet signals... Or like in Tam Thai commune, people in villages belonging to Tam Hop commune (old) when needed also have to travel more than 20 km to the public administrative service center located at the headquarters of the People's Committee of Tam Thai commune (old). The travel and work distance of many commune officials and civil servants is similar.

"For procedures that are still unclear or unclear, officials proactively call all levels and sectors to discuss and coordinate to resolve them; at the same time, explain clearly so that people understand and accompany the government in the first days of operation. Officials and civil servants work hard regardless of working hours, the workload is quite large and requires quick operations to meet the quality progress" - Mr. Phan Trong Trung - Director of Con Cuong Commune Public Administration Service Center affirmed.

According to our records, in the face of a lot of work and specific disadvantages, cadres and civil servants in remote communes have a strong spirit of proactively identifying difficulties, making efforts to quickly develop working plans, and ensure the smooth operation of public administrative service centers.
