Accordingly, currently, Dong Nai province has established and is operating about 1,000 community digital technology teams in communes, wards and towns with about 7.4 thousand members. These community digital technology teams have been making an important contribution to effectively supporting people to access and use digital platforms at the grassroots level, performing the task of "holding hands to guide", supporting and promptly resolving problems for officials and people.
However, according to the administrative unit arrangement roadmap, from July 1, 2025, implementing the 2-level government model, the current communes, wards and towns of Dong Nai province will be rearranged into 55 new commune-level administrative units.
To ensure that the operation of the community digital technology team continues to be effective, in line with the new organizational model after the administrative unit arrangement and ready for the operation of the 2-level local government, the Provincial People's Committee requests the People's Committees of districts and cities to direct the Chairmen of the People's Committees of the new communes, wards and towns after the administrative unit arrangement to urgently review, maintain and reorganize the community digital technology team in the management area. The reorganization needs to be based on the practical situation of each locality, ensuring that the community digital technology team has a suitable organizational structure and sufficient operational capacity.
In particular, taking the commune police force and youth union as the core, closely coordinating with the women's association, social and cultural officers, IT teachers, students and other components in the area that are capable of applying digital technology to strengthen the team to provide practical and effective support for people and grassroots cadres in digital transformation work.
After being reorganized, the community digital technology team will continue to carry out the task of "hand-holding and guiding" people and businesses in using online public services, registering for electronic identification accounts, cashless payments, e-commerce, as well as providing guidance on the use of provincial and national digital platforms, especially in the process of operating two-level local governments.
Previously, the Department of Science and Technology had issued a document advising the Provincial People's Committee to direct the maintenance of effective operations of the local community digital technology team to provide substantial and effective support to people and grassroots officials in digital transformation work.
