These documents were identified as discarded documents, no longer of any use.
"These are mainly discarded documents, related to photocopies of citizen identification cards, household registration books, and letters of introduction from other places to work in the ward. There are no state secret documents," Lieutenant General Nguyen Thanh Tung stated. At the same time, he said that recently, Hanoi City Police have organized many training sessions to raise awareness and responsibility of officers in protecting documents, especially confidential documents in the process of arranging administrative units according to the general policy.

Previously, at around 7:30 p.m. on June 24, people discovered a fire near the headquarters of the People's Committee of Co Nhue 2 Ward. At the scene, many pieces of paper were half-burned, with red stamps and content related to accounting activities, budget revenue and expenditure, and financial invoices. The incident caused a stir in public opinion because it was believed that there were signs of destroying public documents at a time when Hanoi was about to implement a two-level local government model, merging and rearranging many commune-level administrative units.
Regarding this incident, the leader of Bac Tu Liem district said that a quick report from the People's Committee of Co Nhue 2 ward said that the burned documents were used documents, not originals. During the cleanup process, the ward's departments and offices gathered these documents and handed them over to the militia force for processing.
