According to the Circular, the authority to evaluate principals according to the standards for principals of generaleducation institutions is specified in Point a, Clause 2, Article 11; to select and approve the list of key managers of general education institutions is specified in Point a, Clause 2, Article 12 of the Regulations on standards for principals of general education institutions issued together with Circular No. 14/2018/TT-BGDDT, implemented by the Department of Education and Training.
The authority to select and approve core teachers of general education institutions is stipulated in Point b, Clause 2, Article 12 of the Regulations on professional standards for teachers of general education institutions issued together with Circular No. 20/2018/TT-BGDDT implemented by the Department of Education and Training.
The authority to evaluate the principal of a preschool education institution is specified in Point a, Clause 2, Article 11; to select and approve the list of key preschool education institution managers is specified in Point a, Clause 2, Article 12 of the Regulations on standards for preschool education institution principals issued together with Circular No. 25/2018/TT-BGDDT implemented by the Department of Education and Training.
The authority to select core preschool teachers is stipulated in Point b, Clause 2, Article 12 of the Regulations on professional standards for preschool teachers issued with Circular No. 26/2018/TT-BGDDT implemented by the Department of Education and Training.
The authority to organize the competition for excellent teachers is carried out by the People's Committee at the commune level.
The Circular clearly states that the authority to organize competitions for excellent teachers and excellent homeroom teachers is stipulated in Point b, Clause 1, Article 3 of the Regulations on Competitions for Excellent Teachers in Preschool Education Institutions and Excellent Teachers in General Education Institutions issued together with Circular No. 22/2019/TT-BGDDT, implemented by the People's Committees at the commune level.
The authority to organize the Competition for teachers who are good leaders of Ho Chi Minh Young Pioneers is stipulated in Article 8 of the Regulations on the Competition for teachers who are good leaders of Ho Chi Minh Young Pioneers issued together with Circular No. 52/2012/TT-BGDDT and implemented by the People's Committee at the commune level.
This Circular takes effect from July 1, 2025.
