Dong Nai urgently established a working group to remove obstacles in tree liquidation and land clearance for rubber plantations.

(DN) - On July 10, Vice Chairman of the Provincial People's Committee Ho Van Ha chaired a working session with departments, branches, localities, and the Vietnam Rubber Industry Group, Dong Nai Rubber Corporation Limited Company (Dong Nai Rubber Company) to listen to reports on land recovery and liquidation of rubber trees to implement projects in the area.

According to the report of the Provincial Land Fund Development Center, the unit assigned by the Provincial People's Committee to carry out the work of land recovery, compensation, support and site clearance for 37 land plots, with a total area of ​​more than 3.9 thousand hectares, managed and used by Dong Nai Rubber Company to establish procedures for organizing land use rights auctions.

Up to now, 5 land plots have completed the payment of compensation and support, however, Dong Nai Rubber Company has not yet liquidated, cut down rubber trees and handed over the land. In addition, 7 land plots have been decided to reclaim the land and have had their compensation, support and site clearance plans approved, but the company has not agreed to receive the money. For the remaining land plots, the Provincial Land Fund Development Center is continuing to carry out procedures according to regulations.

The Provincial Land Fund Development Center and the People's Committees of wards and communes assessed that recently, the work of clearing rubber land has encountered many difficulties, greatly affecting the progress of implementing projects according to the plan.

Based on that reality, the units recommended that the Provincial People's Committee continue to work with the Vietnam Rubber Industry Group and Dong Nai Rubber Company to promptly hand over land for land plots that have paid compensation; at the same time, have solutions to handle land plots for which the enterprises have not received compensation.

Along with that, it is recommended that the Provincial People's Committee work with the rubber industry to unify the land recovery policy as a basis for implementing compensation, support and organizing land use rights auctions. In particular, it is required that Dong Nai Rubber Company proactively plan to liquidate, cut trees and hand over the site immediately after receiving the money, especially at the recovered locations to implement 3 key traffic projects including: DT.769, DT.773 and DT.770B connecting Long Thanh International Airport.

Speaking at the meeting, Mr. Huynh Kim Nhut, Deputy General Director of Vietnam Rubber Industry Group, said that the rubber industry is ready to accompany the province in implementing projects on rubber land. However, in the past, the auction of liquidated trees has been slow, affecting the progress of sawing and handing over the land. Mr. Nhat proposed that the province have a list of priority land areas to direct Dong Nai Rubber Company to focus on implementation, and at the same time proposed to create conditions for the group to participate as an investor in a number of projects implemented on this land.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Ho Van Ha emphasized that in 2025, Dong Nai was assigned by the Government to achieve a double-digit growth target. To achieve this goal, the province needs to accelerate the disbursement of public investment capital, implement infrastructure projects and effectively exploit revenue from land auctions.

In fact, although the Provincial People's Committee has worked with the rubber industry many times on the recovery of land under management and use, according to the report of the Provincial Land Fund Development Center, the progress of receiving compensation, clearing trees and handing over land is still very slow. This affects the progress of land auctions as well as the implementation of key industrial park, cluster, urban and transport projects in the province.

Therefore, the Vice Chairman of the Provincial People's Committee requested the Provincial Land Fund Development Center to make a list of land areas that need priority implementation; each area must clearly identify the coordinating unit, process, and completion time to soon have a clean site. The Department of Agriculture and Environment urgently advised on the establishment of a working group to remove obstacles in the liquidation of trees and clearance of rubber land.

Regarding the proposal of the Vietnam Rubber Industry Group to be the investor of projects on rubber land, the Vice Chairman of the Provincial People's Committee said that relevant units can participate in auctions and bidding for projects in accordance with the provisions of law.
