On the afternoon of June 30 in Hanoi , the Vietnam Young Entrepreneurs Association held a press conference to announce the Vietnam Private Economic Forum 2025 (VPSF 2025).
According to the organizers, VPSF 2025 is a national-scale policy - dialogue - action event, chaired by the Vietnam Young Entrepreneurs Association from July to September 2025. The forum takes place under the direction of the Central Committee of the Ho Chi Minh Communist Youth Union, the Central Committee of the Vietnam Youth Union, with the coordination of the Vietnam Association of Small and Medium Enterprises.
The forum aims to promote the implementation of four strategic resolutions of the Central Committee, including: Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation; Resolution 59-NQ/TW on international integration in the new situation; Resolution 66-NQ/TW on innovation in law making and enforcement; Resolution 68-NQ/TW on private economic development.
VPSF 2025 marks the return of an initiative that has made a strong impression on the business community and policy makers. Previously, the 2016 and 2017 Forums contributed to the birth of Resolution 10-NQ/TW, Session XII – a turning point in private economic development thinking.
On that basis, this year's Forum is designed to be more comprehensive, expanded in scale, and more practical. The goal is to build a national policy dialogue ecosystem with inheritance, criticism, and clear proposals. At the same time, it contributes to creating a transparent and sustainable development environment and unleashing the potential of the private economy in the new era.
With the theme "Unleashing Potential - Creating Vietnam's Future", VPSF 2025 takes place in three dialogue rounds.
Round 1 (July - August 2025): Organized in 10 regional clusters across the country, focusing on 4 main topics: Value chain autonomy; Institutional creation; Globalization of Vietnamese values; Strategic capacity.
Round 2 (afternoon of September 15, 2025 in Hanoi): 4 thematic dialogue sessions will take place, with the participation of Government leaders, ministries, businesses and economic experts. At this session, the Forum will issue the VPSF 2025 Joint Statement, demonstrating the commitment to accompany the private sector and policy-making agencies to create a modern, transparent and suitable development environment for the requirements of the times.
Round 3: Synthesize results, develop "White Book on Vietnam Private Economy 2025", submit to the Government and ministries, branches and localities. This document will gather a group of specific, practical policy recommendations that accurately reflect business practices.

Speaking at the press conference, Ms. Pham Thi Bich Hue, Vice President of the Vietnam Young Entrepreneurs Association, Head of the VPSF 2025 Organizing Committee, emphasized: VPSF 2025 is not just an event, but a three-round dialogue journey: from local to central, from practice to policy, from business voices to Government commitments. The forum demonstrates the aspiration of the business community to accompany the process of institutional innovation, enhancing endogenous capacity and strategic resilience for the private economy.
Immediately after the Forum, the Vietnam Young Entrepreneurs Association will deploy a toolkit to independently assess the level of readiness to support private enterprises in localities, especially small and medium enterprises.
This toolkit will be a channel for objective feedback from businesses, while promoting reform competition among localities, improving the effectiveness of state governance and improving the Provincial Competitiveness Index (PCI). The assessment results will be periodically synthesized as a basis for policy recommendations sent to Party and State leaders.
In parallel, the Vietnam Young Entrepreneurs Association will implement a training program to train 10,000 CEOs in the private economic sector. The program aims to improve the management capacity, strategic thinking and adaptability of the business community, in line with the orientation of developing modern entrepreneurs in the spirit of Resolution 68-NQ/TW.
With the spirit of pioneering, connecting, criticizing and proposing policies, VPSF 2025 is expected to create a solid foundation for the development of a sustainable private economic ecosystem.
"The forum not only creates a space for dialogue, but also contributes to promoting institutional reform, spreading the entrepreneurial spirit and affirming the central role of the private economic sector in the country's development process. Unlike previous forums, this event emphasizes the shift from dialogue to concrete action. The goal is not only to point out difficulties and obstacles but also to jointly seek solutions and create an economy for the new generation," Ms. Pham Thi Bich Hue shared.
