New structure of the Ministry of Finance: Clear functions and tasks to meet modern management requirements

With many new points, the decree is expected to help the Ministry operate transparently, meeting modern management requirements.

Decree 166/2025/ND-CP dated June 30, 2025 of the Government has officially amended a number of important contents in the organizational structure of the Ministry of Finance.

Comprehensive restructuring to adapt to the new era

On June 30, 2025, the Government issued Decree No. 166/2025/ND-CP, amending Decree No. 29/2025/ND-CP dated February 24, 2025 on the functions, tasks, powers and organizational structure of the Ministry of Finance. This is an important step, demonstrating the spirit of administrative reform to improve the effectiveness and efficiency of state management in the field of finance and national budget.

The biggest highlight of this decree is the adjustment of the organizational structure of the Ministry of Finance. Accordingly, the Ministry of Finance currently has 34 units including departments, bureaus, institutes, schools, public service units and special units. Specifically: From Clause 1 to Clause 29 are administrative organizations, assisting the Minister in performing the function of state management of finance. From Clause 30 to 33 are public service units. Clause 34 is a special unit.

The new highlight is the clearer distinction between functional units and public service units. Along with the organizational reorganization, Decree 166 also supplements and adjusts the specific tasks of a number of units under the Ministry of Finance.

One of the notable amendments is point d, clause 12, Article 2, on the tasks of the Department of Debt Management and Foreign Economic Relations , which is clearly supplemented:

"Announcing the list of goods and services subject to national centralized procurement according to authority."

Most notably, the additional tasks for the Department of Accounting and Auditing Management and Supervision (Point d, Clause 17, Article 2) are assigned. Accordingly, this unit is responsible for: "Managing, supervising, inspecting, and examining securities and securities market activities; managing securities service activities and securities markets in accordance with the provisions of law."

In addition, a technical but highly practical content is to amend the phrase "district level" to "commune level" at point b, clause 23, Article 2, to unify administrative terminology in the organizational apparatus.

Clear organizational hierarchy

A notable point in the new organizational structure of the Ministry of Finance is the arrangement of organizational levels and operations of specialized departments.

Accordingly, the Tax Department, the Statistics Department, and the Vietnam Social Security are organized and operate at three levels: central level, provincial level (including provinces and centrally-run cities) and grassroots level (management of districts, towns, etc.).

The Customs Department is organized according to a 3-level model including: Central level; Provincial level (20 regional Customs Departments); Border gate or outside border gate level.

The State Treasury and the State Reserve Department are also organized according to a 2-level model:

Central level; Regional or provincial level (20 regional treasuries and 15 regional reserve bureaus)

This is a clear decentralization, speeding up the processing of administrative procedures, while creating conditions for each unit to operate more effectively, close to local reality.

The units with seals bearing the National Emblem are: Tax Department; Customs Department; State Reserve Department; Statistics Department; State Treasury; State Securities Commission; Vietnam Social Security.

Decree 166 also specifies the number of departments in each department, in accordance with the nature of the work and new management requirements. For example: State Budget Department: has 6 departments; Infrastructure Development Department: has 3 departments; Finance - Sectoral Economics Department: has 4 departments; Local and Territorial Economy Department: has 4 departments; Financial Institutions Department: has 4 departments; Legal Department: has 5 departments; Personnel Organization Department: has 6 departments.

An important point in this Decree is the proactive authority of the Minister of Finance to: Decide on the functions, tasks, powers and organizational structure of units under the Ministry; Decide on the number of units under Tax, Customs, Statistics, Reserves, etc.; Submit to the Prime Minister a list of other public service units under the Ministry.

Article 2 of the Decree clearly stipulates the transitional provisions, requiring the Minister of Finance to organize and arrange units awaiting restructuring such as the Economic - Financial Cadre Training School, Provincial Tax Department, Provincial Social Insurance, Provincial Statistics, etc. All must complete restructuring and officially operate within 3 months from the effective date of the Decree.

The Minister of Finance is also responsible for proposing the merger or reorganization of the Academy of Policy and Development, and including it in the list of public service units under the Ministry.
