The ceremony to announce the Central Committee's resolutions and decisions is carried out uniformly nationwide from 8:00 a.m.

General Secretary To Lam attended the announcement ceremony in Ho Chi Minh City, President Luong Cuong was present in Hanoi , Prime Minister Pham Minh Chinh went to Hai Phong City, and National Assembly Chairman Tran Thanh Man went to Can Tho.

Many Party and State leaders came to localities to attend the announcement ceremony.

In Ho Chi Minh City, the ceremony was broadcast live on Ho Chi Minh City Television, relayed to Ba Ria - Vung Tau , Binh Duong and online to 168 points in wards, communes and special zones of Ho Chi Minh City.

Meanwhile, in Hanoi, at the Vietnam-Soviet Friendship Labor Cultural Palace, the City Party Committee organized the announcement of the Resolution of the National Assembly Standing Committee and the city's decisions related to the implementation of organizing commune-level administrative units according to the 2-level local government model. The announcement ceremony was broadcast live on Hanoi Radio and Television and online to 126 communes and wards.

Standing member of the Secretariat Tran Cam Tu attended the announcement ceremony in Da Nang City. Da Nang and Quang Nam merged into Da Nang City, with 23 wards, 70 communes and Hoang Sa special zone, the administrative center located in Da Nang. The new Da Nang City owns Chu Lai airport and Da Nang international airport; 3 international seaports including Tien Sa, Lien Chieu (under investment) and Chu Lai. The city has 2 world heritages: Hoi An ancient town and My Son sanctuary.

National Assembly Chairman Tran Thanh Man attended the announcement ceremony in Can Tho City. After the reorganization, Can Tho City has 103 commune-level administrative units including 31 wards and 72 communes; of which 30 wards and 65 communes were formed after the reorganization and 8 commune-level administrative units were not reorganized.

In Hai Phong City, Prime Minister Pham Minh Chinh attended the announcement ceremony. After merging with Hai Duong province, Hai Phong City has 67 communes, 45 wards and 2 special zones: Cat Hai, Bach Long Vy. In 2024, Hai Phong and Hai Duong will both have high GRDP growth rates. Hai Phong has long been an important transportation and logistics center of the North. After the merger, the city has further affirmed its role as a hub for international and inter-regional trade. The new Hai Phong City has the most modern and synchronous infrastructure in the country with the Hanoi, Hai Phong - Quang Ninh expressway, the Hanoi - Hai Phong railway, Cat Bi international airport and Lach Huyen deep-water port cluster.

Bac Lieu province and Ca Mau province (before 1997, they were the common province of Minh Hai) merged into the new Ca Mau province. The new Ca Mau province has a natural area of over 7,942km2, a population of over 2.6 million people; there are 64 commune-level administrative units (9 wards, 55 communes).

Hue City has an area of 4,947 square kilometers and a population of over 1.2 million people. After the reorganization, Hue City has 40 commune-level administrative units, including 21 wards and 19 communes. Since January 1, Hue City has become the 6th centrally-governed city. Hue City is famous for its world tangible and intangible cultural heritages. The city has Phu Bai International Airport and Chan May Seaport.

This is a historic event, demonstrating high political determination in building a streamlined, effective and efficient organizational apparatus to serve the people.

To prepare for this event, local leaders directly came to check the progress and quality of preparations.

The National Assembly's Resolution amending and supplementing a number of articles of the 2013 Constitution clearly states that Vietnam's administrative units are organized into two levels, including provinces and centrally run cities and administrative units below provinces and centrally run cities.

Local government levels including People's Councils and People's Committees are organized in administrative units suitable to the characteristics of rural, urban and island areas. The operation of district-level administrative units ends from July 1.

Special economic zones established by the National Assembly.

According to the Resolution on the arrangement of provincial-level administrative units in 2025, the country has 34 provincial-level administrative units, including 28 provinces and 6 cities, of which 19 provinces and 4 cities were formed after the arrangement. 11 provinces and cities that will not be arranged are: Cao Bang, Dien Bien, Ha Tinh, Lai Chau, Lang Son, Nghe An, Quang Ninh, Thanh Hoa, Son La, Hanoi City, and Hue City.

At the ceremony, the provinces and cities will announce 7 resolutions and decisions of the Central Government:

(1) Resolution of the National Assembly on the establishment of provinces and cities.

(2) Decision of the Politburo on the establishment of provincial and municipal Party Committees.

(3) Decision of the Politburo on appointing the Executive Committee, Standing Committee, Secretary, Deputy Secretary of the Provincial Party Committee and City Party Committee for the 2020-2025 term.

(4) Decision of the Secretariat appointing the Inspection Committee, Chairman and Vice Chairmen of the provincial Inspection Committee.

(5) Resolution of the National Assembly Standing Committee on the appointment of the Chairman and Vice Chairman of the People's Council; Heads of committees of the People's Council of provinces and cities; Heads and Deputy Heads of the National Assembly delegations of provinces and cities.

(6) Decision of the Prime Minister on appointing the Chairman and Vice Chairman of the People's Committee of provinces and cities.

(7) Decision of the Central Committee of the Vietnam Fatherland Front to establish the Vietnam Fatherland Front Committee of provinces and cities.
