(Chinhphu.vn) - Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 102/CD-TTg dated June 30, 2025 requesting ministries, branches and localities to continue to take good care of the lives of people with revolutionary contributions on the occasion of the 78th anniversary of War Invalids and Martyrs Day.

Telegram sent to Ministers, Heads of ministerial-level agencies, Government agencies; First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union ; President of the Vietnam Veterans Association; Secretaries and Chairmen of People's Committees of provinces and centrally-run cities.

Implementing the Party and State's policies, over the past 78 years, the work of people with revolutionary contributions has been focused on by all levels, sectors, localities, Party committees, Party organizations, and authorities, and has achieved many important results. The system of legal regulations and policies on people with revolutionary contributions has been increasingly improved; the policy beneficiaries and people with revolutionary contributions have been expanded; the construction, upgrading, and restoration of martyrs' graves, martyrs' cemeteries, and works honoring martyrs have received investment attention; the work of searching for, collecting martyrs' remains, and identifying martyrs' remains has been actively implemented. The movement "All people take care of families of war invalids, martyrs, and people with revolutionary contributions" and support the "Repaying gratitude" fund has been increasingly developed, receiving the sympathy and active response of society; the lives of families of people with revolutionary contributions have been constantly improved.

Do better in the work of "Repaying gratitude"

To further improve the work of "Repaying gratitude", taking care of the lives of people with revolutionary contributions and families of martyrs on the occasion of the 78th anniversary of War Invalids and Martyrs' Day (July 27, 1947 - July 27, 2025), the Prime Minister requested ministries, ministerial-level agencies, government agencies, and Party Committees to direct People's Committees of provinces and centrally-run cities, based on their assigned functions and tasks, to continue to effectively implement Directive No. 14-CT/TW dated July 19, 2017 of the Secretariat on continuing to strengthen the Party's leadership over the work of people with revolutionary contributions; Resolution No. 42-NQ/TW dated November 24, 2023 of the Central Executive Committee on continuing to innovate and improve the quality of social policies, meeting the requirements of the cause of national construction and defense in the new period; Ordinance on preferential treatment for people with revolutionary contributions and activities to celebrate the 78th anniversary of War Invalids and Martyrs Day.

The Ministry of Home Affairs shall preside over and coordinate with ministries, agencies, and Party Committees to direct local authorities to: Organize practical, solemn, and effective activities to commemorate the 78th anniversary of War Invalids and Martyrs Day at the central level; promptly guide provinces and cities to consider and appraise the recognition of people with meritorious services to the revolution to ensure publicity and transparency; promptly coordinate with the Ministry of National Defense and the Ministry of Public Security to effectively carry out the work of identifying the remains of martyrs with missing information.

Speed ​​up the search, collection and identification of martyrs' remains

The Ministry of National Defense shall preside over and coordinate with the Ministry of Home Affairs and other ministries, agencies, and Party Committees to direct relevant local authorities to accelerate the progress of searching for and collecting martyrs' remains and identifying the remains of martyrs with missing information by 2030 and the following years as prescribed in Decision No. 1515/QD-TTg dated September 14, 2021 of the Prime Minister.

The Ministry of Public Security presides over and coordinates with ministries, agencies, and localities to organize a preliminary summary of the implementation of DNA sample collection for relatives of martyrs whose identities have not been determined.

The Ministry of Finance shall preside over and coordinate with ministries, agencies and localities to arrange and ensure budget funds, and guide provinces and centrally run cities to fully and promptly implement regimes and policies for people with revolutionary contributions.

Complete housing support for meritorious people before July 27, 2025

The Ministry of Construction shall preside over and coordinate with the Ministry of Finance and the Ministry of Home Affairs to guide and urge provinces and centrally run cities to implement and complete housing support for people with revolutionary contributions according to the Conclusion and direction of the Government and the Prime Minister before July 27, 2025.

The Central Committee of the Ho Chi Minh Communist Youth Union and the Central Committee of the Vietnam Veterans Association launched a youth volunteer movement to care for wounded and sick soldiers, families of martyrs and people with meritorious services to the revolution, and a movement to renovate and care for works honoring martyrs to ensure they are "bright - green - clean - beautiful"; each martyrs' cemetery is a flower garden to pay tribute to and commemorate the heroic martyrs who sacrificed for the Fatherland and the People.

The Party Committee directs the People's Committees of provinces and centrally run cities to:

- Timely carry out administrative procedures in reviewing and recognizing meritorious people and paying preferential allowances to ensure smoothness, efficiency, and no interruption when arranging administrative units and implementing the 2-level local government model.

- Organize visits and give gifts to people with revolutionary contributions and martyrs' relatives in a timely, complete and appropriate manner.

- Focus on completing housing support for relatives of martyrs and people with revolutionary contributions before July 27, 2025 (mobilizing military and police forces to help with transporting materials, construction, environmental sanitation, etc.).

- Prioritize and allocate resources to renovate, repair and upgrade works honoring martyrs; organize incense offering and candle lighting ceremonies to pay tribute to heroic martyrs at works honoring martyrs.

No interruption in administrative unit arrangement and start operating 2-level local government from July 1, 2025

The Prime Minister emphasized that this is a task of special importance, demonstrating the deep concern of the Party, State and People for the families of martyrs and those who have rendered meritorious services to the revolution. The Prime Minister requested the Ministers, Heads of ministerial-level agencies, Government agencies; Secretaries and Chairmen of People's Committees of provinces and centrally run cities to pay attention to leading and directing their subordinate agencies and units to complete the above tasks, without interruption in the context that the whole country is implementing the arrangement of administrative units and starting to operate 2-level local governments from July 1, 2025.

The Ministry of Home Affairs and the Government Office, according to their functions and duties, shall urge the implementation of the above-mentioned tasks and coordinate with ministries and branches to promptly report to competent authorities on issues arising beyond their authority as prescribed.

The Prime Minister assigned Permanent Deputy Prime Minister Nguyen Hoa Binh to directly handle and direct according to his authority./.
