Important day, perfecting human resources work in Dong Nai province

(PLVN) - After merging administrative units, Dong Nai announced the decision to appoint leaders of the Provincial Tax Department, the Provincial People's Council and many directors of departments and branches, and held the first meeting to operate the new two-level government.

At the conference, the Tax Department announced three important contents, including: Decision of the Minister of Finance regulating the functions, tasks, powers and organizational structure of the Tax Department; Decision of the Director of the Tax Department on the functions, tasks and organizational structure of provincial and municipal tax agencies; and decisions to appoint tax leaders in 34 provinces and cities nationwide.

According to the announcement, from July 1, 2025, Dong Nai Provincial Tax Department will officially manage all tax declaration and collection activities in the province, with 10 affiliated Tax units, responsible for tax management in communes and wards.

Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Ton Ngoc Hanh presented the resolution on establishing specialized agencies of the Provincial People's Committee after the merger to Chairman of the Provincial People's Committee Vo Tan Duc.

At the event, the Tax Department announced the decision to appoint Mr. Nguyen Toan Thang, former Deputy Head of the Tax Department of Region XV, to hold the position of Head of Tax of Dong Nai province. At the same time, Mr. Dau Duc Anh, Nguyen Van Vien, Nguyen Minh Hai, Lam Van Dat and Ta Hoang Giang were appointed to hold the position of Deputy Head of Tax of Dong Nai province. All decisions take effect from July 1, 2025.

Speaking at the conference, Director of the Tax Department Mai Xuan Thanh requested leaders of provincial and municipal tax units to promptly take on the task, proactively advise the Provincial People's Committee and closely coordinate with local authorities in tax management. He emphasized the need to arrange the apparatus, arrange facilities and equipment synchronously, ensure budget collection, support taxpayers to take place smoothly, effectively and modernize the process in the electronic environment.

The establishment of 34 provincial tax agencies is considered an important step to meet the requirements of operating a two-level government model from July 2025, enhancing proactiveness in revenue management, closer linkage with local authorities and ensuring uninterrupted budget collection.

On the same afternoon, the 10th term Dong Nai Provincial People's Council held its first session after the merger of the administrative boundaries of Dong Nai and Binh Phuoc provinces. The session took place under the direction of Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Ton Ngoc Hanh and Vice Chairman of the Provincial People's Council Tran Van Mi.

At the meeting, the Provincial People's Council announced the resolutions of the National Assembly Standing Committee on appointing personnel to hold leadership positions of the Provincial People's Council for the 2021-2026 term. Accordingly, Ms. Ton Ngoc Hanh, alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, was appointed to hold the position of Chairwoman of the Dong Nai Provincial People's Council. Mr. Tran Van Mi, member of the Provincial Party Committee, was appointed to hold the position of Vice Chairman of the Dong Nai Provincial People's Council.

The Provincial People's Council also passed a resolution appointing the following committee heads: Mr. Nguyen Thanh Thuyen as Head of the Legal Committee, Mr. Huynh Viet Cuong as Head of the Economic - Budget Committee, Ms. Huynh Ngoc Kim Mai as Head of the Cultural - Social Committee and Mr. Dieu Dieu as Head of the Ethnic Committee.

In addition, the Provincial People's Council approved the list of Deputy Heads of the Committee, including: Mr. Tran Hoang Tam holds the position of Deputy Head of the Legal Committee; Ms. Do Thi Hoa Binh and Mr. Nguyen Ngoc Luong hold the position of Deputy Head of the Culture - Society Committee; Mr. Vu Manh Tien holds the position of Deputy Head of the Economic - Budget Committee and Mr. Nguyen Van Son holds the position of Deputy Head of the Ethnic Committee.

At the meeting, the Provincial People's Council also passed a resolution to establish the Provincial People's Council committees for the 2021-2026 term; a resolution to establish the Office of the National Assembly Delegation and the Provincial People's Council on the basis of merging the Office of the National Assembly Delegation and the Provincial People's Councils of Dong Nai and Binh Phuoc; and a resolution to establish specialized agencies under the Dong Nai Provincial People's Committee after the merger.

In his closing speech, Chairman of the Provincial People's Council Ton Ngoc Hanh affirmed that this is a meeting of special significance, marking the beginning of the operation of local government according to a new model, with a larger scale, stronger potential and deeper regional connections. 2025 is the year of "breaking through to the finish line" of the 5-year socio-economic development plan, and at the same time is the year of preparation for Party Congresses at all levels and the 14th National Party Congress.

The Chairman of the Provincial People's Council expressed his belief that the collective of Provincial People's Council delegates will promote the spirit of solidarity, responsibility, innovation, closeness to the people and determination in supervising and deciding on important issues of the province, meeting the expectations of voters.

Immediately after the meeting, the Provincial People's Council will coordinate with the Provincial People's Committee and the Vietnam Fatherland Front Committee to organize a regular mid-year meeting, scheduled to take place on July 8.

Also on the afternoon of July 1, Dong Nai province announced the decisions to appoint leaders of many departments and branches after the merger. Specifically, Mr. Nguyen Kim Long continues to hold the position of Chief of Office of Dong Nai Provincial People's Committee; Mr. Nguyen Huu Dinh holds the position of Director of the Department of Home Affairs; Ms. Truong Thi Huong Binh holds the position of Director of the Department of Finance; Mr. Nguyen Tuan Anh holds the position of Director of the Department of Agriculture and Environment; Ms. Truong Thi Kim Hue holds the position of Director of the Department of Education and Training; Ms. Le Thi Ngoc Loan holds the position of Director of the Department of Culture, Sports and Tourism.

Notably, many officials who held leadership positions in Binh Phuoc province (old) are now appointed to key positions in Dong Nai. Specifically, Mr. Vu Ngoc Long, former Director of the Department of Industry and Trade of Binh Phuoc, holds the position of Director of the Department of Industry and Trade of Dong Nai; Mr. Nguyen Anh Tuan, former Director of the Department of Construction of Binh Phuoc, holds the position of Director of the Department of Construction; Mr. Pham Van Trinh, former Chief of Office of the People's Committee of Binh Phuoc, holds the position of Director of the Department of Science and Technology; Ms. Do Thi Nguyen, former Director of the Department of Health of Binh Phuoc, holds the position of Director of the Department of Health; Ms. Pham Thi Bich Thuy, former Secretary of the Dong Xoai City Party Committee, holds the position of Director of the Department of Justice; Ms. Vo Thi Xuan Dao holds the position of Chief Inspector of the province; Mr. Tran Thanh Hoa holds the position of Director of the Department of Ethnic Minorities and Religions; Ms. Huynh Thi Be Nam holds the position of Director of the Department of Foreign Affairs of Dong Nai province.

The timely personnel consolidation after the administrative boundary merger is expected to help ensure the apparatus operates synchronously and stably, meeting development requirements and serving people and businesses effectively and smoothly.
