First working day in communes and wards after merger: Urgent, responsible, closer to people

From July 1, 2025, the two-level local government model will officially operate in Thai Nguyen province. Our observations at the newly established communes and wards of the province show that the working atmosphere is urgent and serious; the staff and civil servants actively carry out their tasks with a high sense of responsibility, aiming to serve the people better.

In Nghien Loan commune, an administrative unit established on the basis of merging three communes Nghien Loan, Xuan La and An Thang, from early morning, officials and civil servants were present early to receive citizens and carry out administrative tasks according to regulations.

As a highland commune, socio -economic conditions are still difficult, the majority of people are ethnic minorities, but with proactive and thoughtful preparation, the activities of the commune government are ensured to run smoothly.

Mr. Ma The Ly, Deputy Director of Nghien Loan Commune Public Administration Service Center, said: We were assigned to the new unit with a spirit of urgent work, ensuring that work was not interrupted. On the first morning, many people came to carry out administrative procedures and were all received and resolved promptly and in accordance with regulations.

Coming to do administrative procedures at the commune, Mr. Nguyen Xuan Huy, a local resident, shared: Although it was the first day of operating the new model, I found the staff very dedicated, explained clearly and supported the people thoughtfully.

In Bang Thanh commune - a new administrative unit merged from Boc Bo, Bang Thanh, Nhan Mon and Giao Hieu communes, with 38 villages and over 14,000 people, the local government quickly stabilized the organization and synchronously deployed the contents according to regulations.

Comrade Dao Duy Hung, Secretary of the Party Committee of Bang Thanh Commune, said: Based on the direction of the superiors, we organized a meeting of the Commune People's Council to announce resolutions, complete key leadership personnel and establish specialized departments and divisions. Cadres did not encounter any difficulties in accessing the two-level government model, everything was implemented quickly and seriously.

Commune officials and civil servants have also proactively prepared conditions to serve the people. Mr. Tran Van Phong, a civil servant of Bang Thanh commune, informed: We have installed equipment, ensured internet connection, immediately resolved difficulties in the working process, and served citizens coming to do transactions on the first day.

In Bach Thong commune, after the merger, the locality had 91 officials and civil servants and immediately organized the operation of the new government apparatus. It was noted that the commune's One-Stop Department has been operating stably, ready to receive and process administrative procedures of the people.

Mr. Nguyen Hoang Duy, Ban Pe village, Bach Thong commune: Before, I had to go to the district to do the procedures, which was both far and time-consuming. Now, I can do it right at the commune, the staff gives me enthusiastic instructions, I feel very convenient.

Comrade Ma Thi Man, Secretary of the Party Committee of Bach Thong Commune, said: On the first day, the commune organized the first meeting of the Party Executive Committee, the People's Council meeting, the People's Committee meeting and the conference of the Vietnam Fatherland Front Committee. Everything was carried out according to plan, without affecting the reception and service of the people.

For Bac Kan ward - a new administrative unit established from the merger of Song Cau, Phung Chi Kien, Xuat Hoa wards and Nong Thuong commune, the government apparatus quickly stabilized and put the Public Administration Service Center into effective operation.

Mr. Pham Van Nhuan (84 years old), came to handle land procedures, excitedly said: The staff worked very professionally and enthusiastically. My procedures were processed in just 10 minutes, much faster than before.

The ward has arranged 10 officials and civil servants to work at the Public Administration Center, ensuring expertise and meeting task requirements. Comrade Dinh Huy Hoang, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Bac Kan ward, affirmed: The ward is determined to improve the effectiveness of state management, improve the quality of service to people and businesses, contributing to the successful implementation of the goal of building a strong two-level local government model.

Create the most favorable conditions for people

During the operation of the two-level local government model, implementing the direction of the Prime Minister, the Provincial Post Office has arranged 102 employees to guide and support citizens in receiving online administrative procedure dossiers at the public administrative service centers of 92 communes/wards of the province; organized 31 post offices and cultural post offices of communes to advise and support people in submitting dossiers to resolve administrative procedures through the National Public Service Portal.

Mr. Chu Quang Hao, General Director of Vietnam Post Corporation, shared: 100% of employees participating in supporting the reception of documents and returning results of administrative procedures at the People's Committees at the commune level are trained by the Corporation, provincial and municipal post offices, ensuring sufficient capacity to support people. The unit also prepares equipment, means, infrastructure, and is ready to coordinate with local authorities to receive documents and return results of administrative procedures. Through the actual inspection in Thai Nguyen, we recognized the very responsible working spirit of the post office staff; the enthusiastic coordination of local officials and public administrative service centers.

In recent days, to ensure the goal of uninterrupted operation of the two-level government, without affecting people, organizations, and businesses when coming to conduct transactions, communes and wards have organized trial operations to promptly gain experience, put the new local government model into operation smoothly, without interruption, ensuring effectiveness and efficiency.

Thanks to that, on the first day of operation, at the public administrative service centers at the commune and ward levels, the active and urgent working spirit of the staff was recorded, the document processing process was standardized according to each field, ensuring operations on the system, thereby improving the quality and progress of handling administrative procedures. This further affirms the spirit of putting people at the center of service of the new government.

In Phuc Thuan ward, for many people on the first day of performing administrative procedures, it is inevitable that they will feel confused at first. However, with the enthusiastic support of the staff and civil servants, all work is completed quickly.

In addition to prioritizing facilities, Phuc Thuan ward has also sent a team of competent, professionally qualified and experienced staff to best serve the people.

At the Dinh Hoa Commune Public Administration Service Center, many people come to do procedures related to household registration, land, certification and social security. Thanks to the enthusiastic and thoughtful guidance of the officials and civil servants, the process of receiving and processing documents is quick and follows the correct procedures.

Ms. Ma Thi Thiet, Hop Thanh hamlet, came to do land procedures and shared: I see that the new system operates quite smoothly. The staff gives enthusiastic guidance, the procedures are simpler than before, and I don't have to go back and forth much.

The specialized departments under the Commune People's Committee such as: Economic Department; Cultural - Social Department; Public Administration Service Center; General Service Center have all stabilized their organizational structure, arranged staff in the right positions, with the right professional capacity. On the first day of work, the staff and civil servants demonstrated a sense of urgency, responsibility, and readiness to keep up with the new management model, ensuring effective service to the people.

This is an important foundation for building a public, transparent, people-centered administration in the coming time. Mr. Nguyen Dinh Tuan, Chairman of the People's Committee of Dinh Hoa Commune, said: On the first working day, the collective of cadres and civil servants demonstrated a high sense of responsibility, not letting people wait for long. We clearly identified: administrative reform, serving the people is a central, continuous task.

It can be seen that the high sense of responsibility of the staff, civil servants and the proactive participation of the entire grassroots political system have helped to effectively operate the two-level local government model in the province. This will be an important premise for localities to promote socio-economic development, improve the quality of service to the people, and bring Thai Nguyen to develop rapidly and sustainably in the new period.
