In order for low-income people to settle down and start a career soon, the province has recently made efforts to attract investment in low-cost social housing projects, support workers to borrow capital to build houses...

Create all conditions for investors to implement the project

According to a survey by a professional agency, the total number of people in need of social housing in the 2021-2025 period in the province is 37,000 people (including 16,000 workers and laborers in industrial parks and 21,000 people from other groups with low income conditions such as poor and near-poor households in urban areas; cadres, civil servants, public employees; officers and non-commissioned officers of the armed forces; low-income workers outside industrial parks)... In the 2025-2030 period, it is forecasted that nearly 29,000 people will have a need to buy or rent social housing.

Mr. Le Cao Hai, Head of the Department of Housing Management, Urban and Rural Development, Thai Nguyen Department of Construction informed: The Government's target for developing the number of social housing units is larger than the province's plan and projects. Therefore, we have advised the Provincial People's Committee to review programs, plans and projects to make appropriate adjustments. Through the review, there are currently 83 land fund locations with more than 250 hectares. Basically, this plan allocates enough land fund for investment in building social housing units, meeting the target of developing over 24,000 units by 2030 in Thai Nguyen province.

To achieve the above goal, departments and branches at all levels, especially the Department of Construction, Department of Agriculture and Environment and localities directly involved in projects in the area, must create conditions for the project to soon complete the final steps.

Speed ​​up construction progress

Immediately after the decision to approve the investment policy of the social housing project was made, the investors promptly implemented the construction according to schedule. Departments, branches, sectors, and local authorities closely coordinated and supported the investors in promptly handling administrative procedures, ensuring security and order during the construction process.

Present at the NOXH Project - Dai Thang Residential Area (commercial name is Homie Village), located in Dong Tien and Bai Bong wards (Pho Yen City) invested by TNG Land Joint Stock Company, we witnessed the active working atmosphere of the workers. This is the first key project for low-income people built at the southern gateway of the province, where many industrial parks and clusters are concentrated. When completed, the project will meet the housing needs of nearly 800 workers, including workers, laborers, poor and near-poor households...

Mr. Nguyen Thanh Son, Chief Construction Supervisor of TNG Land Joint Stock Company, affirmed: Entering the 13th month of construction, we have handed over 34 low-rise houses in early March 2025; the 18-storey building, with 361 houses, has been completed 87% so far. The unit strives to accept the fire prevention work in mid-August 2025, and hand it over to residents in mid-September, 2 weeks ahead of schedule.

Binh Minh Phat Social Housing Project in Group 1, Tich Luong Ward (Thai Nguyen City) is expected to sell about 500 social housing units this year.

Binh Minh Phat Social Housing Project in Group 1, Tich Luong Ward (Thai Nguyen City) started construction in 2024; Phase 1 will build 11 buildings from 5-15 floors with over 600 apartments. The project includes a complex of workers' housing, social housing, commercial areas, kindergartens, traditional markets... to synchronously meet the basic needs of a modern, civilized residential area. According to the investor, in July 2025, the project will open for sale over 200 apartments and in September 2025, it will continue to sell about 300 apartments.

Mr. Tran Thanh Binh, Chairman of Tien Bo Group Joint Stock Company (TTB Group) - investor of Binh Minh Phat social housing project, informed: The Government and the National Assembly have issued many documents and circulars guiding social housing for low-income people, expanding the priority group of people buying social housing. Accordingly, we have proposed to the province to build 3 more social housing buildings, each 21 floors high with over 300 apartments/building. Thus, Binh Minh Phat project has a total housing fund of up to 1,500 apartments.

Continue to remove difficulties for social housing investors

During the investment process of social housing projects, investors have encountered many difficulties in accessing preferential capital sources, some access roads are included in the planning but have not been invested in. Specifically, the social housing project - Dai Thang Residential Area has completed the installation of a water system but the clean water plant has not yet sold it directly to residents.

The Bac Son Housing Project, Hoang Van Thu Ward (Thai Nguyen City) is speeding up construction progress.

Mr. Nguyen Thanh Son, Chief Construction Supervisor of TNG Land Joint Stock Company, suggested: Thai Nguyen Clean Water Joint Stock Company sells directly to residents without going through the project according to the unit price of produced water. In addition, there is a bridge connecting the Chien Thang residential group to the project, people travel to the construction area every day, causing unsafety and insecurity. We suggest that the Dong Tien ward government and the residential group dismantle the bridge so as not to affect the landscape and security of the project.

Not only the Dai Thang Residential Area Social Housing Project, the investor of Binh Minh Phat Social Housing Project is also facing many difficulties that need to be resolved. Currently, the access road is included in the planning but has not been built to ensure smooth travel to Song Cong II Industrial Park and supporting industrial parks. On the other hand, the investor also requested departments and branches to speed up the completion of legal procedures so that the project can increase the current social housing fund from 600 to 1,500 units to meet the demand when Thai Nguyen province is merged in the near future.

To continue attracting investors in social housing projects, the Provincial People's Committee has just issued Plan No. 146/KH-UBND on social housing development in 2025 and the following years in the area. Accordingly, the Provincial People's Committee assigned tasks to each department, branch and sector to focus on tasks and solutions to remove difficulties in each project, promptly bring social housing products to the market, and meet the growing demand, especially when Thai Nguyen and Bac Kan provinces merge, a large number of Bac Kan province officials move to work at the administrative center of Thai Nguyen province.

To concretize the Prime Minister's direction, Thai Nguyen has issued the Provincial Housing Development Program for the 2021-2030 period and a specific Social Housing Development Plan for each year. Accordingly, by 2025, the focus will be on completing the construction of 1,084 social housing units.
