“Unity, unity, great unity – Success, success, great success” – President Ho Chi Minh ’s immortal saying from the mid-20th century to the present still retains its current value.

The power of solidarity is not only a lesson drawn from the thousand-year-old reality of human life, but also the source of great achievements of human society. This is especially true in the history of the Vietnamese revolution over the past century.

In the current period, when the whole country has been implementing the policy of streamlining the organizational apparatus of the political system; merging administrative units, "rearranging the country", organizing a sustainable development space for the country, the spirit of solidarity must be promoted more strongly than ever.

Based on the strength of national solidarity, consider it the "source" and the "red thread" throughout, ensuring that all guidelines and policies of the Party and State are implemented thoroughly, consistently and effectively, best meeting all legitimate aspirations of the people.

Unity - the truth of all times

Since the dawn of mankind, the spirit of community and solidarity has been a vital factor for human society to exist and develop. Our ancestors summarized it in the proverb: “One tree cannot make a forest, three trees together can make a high mountain” . Collective strength is always greater than the total strength of each individual; a “bundle of chopsticks” is always stronger than a “pair of chopsticks”.

When people know how to unite, unite, and work together, their strength will be exponential in overcoming all difficulties and dangers. The history of nations around the world shows that a closely-knit community will be strong enough to overcome natural disasters and enemies, while division and separation will only lead to destruction.

For that reason, the message "unity is strength" has become a universal truth, passed down in all social regimes for thousands of years.

In the history of building and defending the country of the Vietnamese people, the spirit of solidarity has been clearly demonstrated and has become a precious tradition. From the time of Van Lang, Au Lac to the Dinh - Le - Ly - Tran dynasties until today, the strength of national solidarity has always been promoted.

The development of society, the stability of the country and the expansion of the country are also due to the strength of solidarity. Nguyen Trai once concluded: "The people push the boat, the people also capsize the boat" , " When the boat capsizes, we believe that the people are like water" , "The generals and soldiers are of one heart, father and son / Mixing the river water with a cup of sweet wine" . That historical lesson is deeply ingrained in the thinking of our ancestors: "It is a hundred times easier to endure without the people, and a thousand times harder to overcome with the people" . When the people are in agreement, and the people are of one mind, no foreign invader can subdue our nation.

In particular, since the Communist Party took the lead, the tradition of great national unity has been raised to a new height. President Ho Chi Minh was an excellent inheritor of the nation's spirit of "the people are the root of the country" , while creatively applying Marxism-Leninism, building a worker-peasant-intellectuals alliance and a broad national united front.

He affirmed: “ Unity is our strength. With close unity, we can certainly overcome all difficulties, develop all advantages and fulfill all tasks assigned to us by the people .”

The history of the Vietnamese revolution has proven this teaching: When our people unite as one, our country will be independent and free; on the contrary, when our people are not united, we will be invaded.

From the August Revolution in 1945 to the Dien Bien Phu Victory in 1954, then the Great Spring Victory in 1975 until now, all of those brilliant milestones are the crystallization of the strength of great national unity - from ardent patriotism to the will "rather sacrifice everything than lose the country, never become slaves" .

It was the people's strength, the unity and solidarity of millions of patriotic Vietnamese people, that created the miracle of defeating the most powerful empires in the world in the 20th century. We have the foundation, potential, position and international prestige we have today largely due to the strength of the great national unity bloc.

On the contrary, history is not without painful lessons about disunity leading to failure. The failure of our people's struggle against colonialism in the late 19th century was due to the fact that the whole country could not unite into a unified bloc. Many heroic uprisings were eventually suppressed due to the lack of coordination and consensus among the forces and leaders of the time.

The lesson of "divide and conquer" is always evident: just one internal conflict or division is enough to weaken the common strength, creating a gap for the enemy to "divide and rule" .

The collapse of some parties and regimes in the world also shows that when solidarity within the Party and in society is broken, when group interests or local ideology overwhelm the common goal, failure is inevitable. On the contrary, close solidarity is the "invincible force" that creates unparalleled strength to help us overcome all difficulties and achieve glorious victories.

From the successes and failures in history, we can draw the truth: unity is a matter of survival, deciding the success or failure of the revolution. Thanks to unity, we can turn danger into safety, and neutralize all the enemy's plots of "division and sabotage" .

On the contrary, even partial disunity weakens the strength and even destroys the achievements of the revolution. Therefore, building and maintaining solidarity must always be the top concern of every genuine revolutionary organization.

Solidarity is the Party's consistent strategy.

Since its inception, the Communist Party of Vietnam has consistently pursued the policy of great national unity, considering it both the goal and the source of strength that will determine the victory of the revolutionary cause. The Party has always determined that maintaining internal unity is a vital principle in Party building work.

Throughout the revolutionary process, our Party has issued many resolutions and directives to consolidate and promote the strength of solidarity. As early as 1943, the Party proposed the Vietnamese Cultural Outline with three principles of mobilization, including “massification” - that is, everything must be for the benefit of the masses, gathering the participation of the masses.

On February 3, 1969, President Ho Chi Minh in the article "Improving revolutionary morality, wiping out individualism" warned that factionalism and localism are enemies of unity and need to be resolutely wiped out.

Before passing away, in his Testament (1969), he earnestly advised our Party to preserve solidarity and unity as if preserving the pupil of its eye. Implementing that teaching, the Party determined that maintaining internal solidarity is a vital principle, a top requirement in Party building work. The strength of a nation is the solidarity and unity between the government and the people.

Our Party has issued specialized resolutions on promoting the strength of great solidarity. Resolution No. 23-NQ/TW of the 7th Central Committee, Session IX (2003) for the first time set forth the task of "promoting the strength of great national solidarity for a rich people, a strong country, and a fair, democratic, and civilized society" .

After 20 years, at the 8th Central Conference of the 13th tenure (2023), the Party continued to issue Resolution 43-NQ/TW (2023) on strengthening tradition and the strength of great solidarity in the new period.

Resolution 43 once again affirms: Great national unity is a precious tradition, a consistent strategic line of the Party; a source of great strength, a decisive factor in all victories in the cause of building and defending the Fatherland.

The Resolution also pointed out that solidarity within the Party is the core to build solidarity in the entire political system and society: first of all, within the Party, from the Central to the grassroots, there must be true unity of will and action; each cadre and Party member must put the common interest above all, strictly abide by discipline, and prevent all manifestations of factionalism and "group interests" that harm solidarity.

The inevitable demand of innovation

Our country is vigorously implementing the innovation policy that our Party has proposed since the 6th Congress, strongly reforming the organization and apparatus of the political system; rearranging administrative units at all levels and implementing the operation of the two-level local government model.

The goal is to streamline the apparatus, improve the effectiveness and efficiency of state management and governance, and at the same time implement stronger decentralization and delegation of power to localities.

This model not only cuts out unnecessary intermediary levels, but more importantly reorganizes space for sustainable development, so that the government is close to the people, for the people, and serves the people better; the Central Government also clearly defines authority and gives more initiative to local governments so that each place is dynamic, creative, and develops in accordance with reality.

From the central to local levels, everyone is taking drastic and synchronous actions with the dual goal of streamlining the apparatus and improving the effectiveness and efficiency of management, better serving the people, so that people's lives are constantly improved.

However, streamlining the political system's apparatus and rearranging administrative units also impacts and influences a number of cadres, party members, civil servants... which requires fairness, consensus and very high political determination and especially the sacrifice of personal interests.

Without unity from top to bottom, the implementation process will easily encounter problems and shortcomings. Therefore, unity within the entire political system is the key to the success of this reform. There needs to be close coordination between central agencies and local authorities to promptly resolve difficulties; the consensus of cadres, civil servants and the people will create a stable foundation for effective implementation of the new model.

Never before has the requirement of "unanimity from top to bottom and smooth operation" within the apparatus of the political system been as important as it is now.

In the process of restructuring the apparatus, the lack of unity can give rise to many challenges and risks of division. First of all, there is concern among the staff, because when merging, some people will lose their positions or have to change jobs.

Without clear and reasonable policies for the staff affected by the system reorganization process, it is easy for negative psychology to arise, a state of " showing respect but not being satisfied" , causing internal disunity.

Besides, local mentality is also a noteworthy issue, because each individual has special feelings and pride for their hometown, hometown or the place they have been attached to.

When merging localities, concerns about new names, headquarters locations, or personnel allocation can easily create a mentality of comparing pros and cons, hindering the consolidation process.

In addition, differences in culture, customs and development levels among administrative units also pose great challenges. The merger of a mountainous province with a delta province, or a “rich” province with a “poor” province requires the leadership team to be truly impartial and have a vision, in order to ensure a balance of resources and harmonize development interests.

Inequality in resource allocation can easily lead to regional inequality, causing cracks in the common solidarity. Meanwhile, hostile forces are always ready to take advantage of these difficulties to spread distorted information, causing division between the Party, the government and the people.

If cadres, party members and people are not vigilant, they will fall into those sabotage plots, greatly affecting the goal of restructuring the apparatus and stabilizing and developing the country.

In short, lack of unity and consensus will derail or hinder the effective operation of the apparatus. Therefore, maintaining unity is the most important task - a prerequisite for all other reform work to proceed smoothly. To maintain and strengthen unity in the new development space, it is necessary to synchronously deploy a number of the following important solutions:

First , strengthen unified leadership and direction. In the stage of restructuring the political system, the centralized leadership role from the central to local levels must be maintained and highly promoted.

Party committees and authorities at all levels need to ensure unity in implementing resolutions, conclusions, directives and instructions of the Central Committee, avoiding localism and arbitrarily violating general regulations.

At the same time, it is necessary to maximize the role of the Fatherland Front and socio-political organizations in gathering and mobilizing the people, creating a broad consensus. All policies and guidelines when being formulated and implemented must put the interests of the people at the center, closely linking the relationship between the Party and the people, so that the people understand, trust, agree and actively support.

Second, promote the responsibility of setting an example for cadres and party members, especially leaders. Each cadre and party member must truly be an example of maintaining internal solidarity, always putting the common interest above personal interest.

The arrangement and assignment of cadres after the merger must be carried out openly and transparently, ensuring fairness and compliance with criteria, resolutely fighting against manifestations of factionalism, "group interests", or regional parochialism.

At the same time, administrative discipline needs to be strongly strengthened to prevent and promptly correct negative and stagnant manifestations during the transition period. In particular, it is necessary to regularly commend and reward individuals and groups that sacrifice their own interests for the greater good, creating motivation and spreading the spirit of solidarity for the common good throughout the system.

Third , continue to improve policies and laws to ensure harmony of interests and social justice, contributing to strengthening solidarity in the restructuring process.

It is necessary to continue to develop, promulgate and implement reasonable and practical support policies for localities and cadres directly affected by the merger process, from financial support policies, allowances, incentives, rewards, incentives... to social security work and infrastructure investment for newly merged localities.

In addition, it is necessary to review, revise and promptly supplement relevant legal regulations, ensuring consistency, clarity and ease of implementation, minimizing legal problems. Supervision and inspection of the implementation of legal regulations must be strengthened, and violations must be strictly handled to maintain discipline and law, and build trust and broad consensus among the people.

Fourth , promote ideological work and widely disseminate to all cadres, party members and people of all walks of life the meaning and benefits of streamlining the apparatus, helping everyone understand that this is a correct, necessary and beneficial policy for the long-term development of the country, thereby unanimously and voluntarily implementing it.

Propaganda needs to effectively combine education on history and the tradition of national solidarity with clear explanations of specific policies and transparent information on the roadmap and personnel and financial issues related to the merger. At the same time, it is necessary to proactively fight and refute false and distorted arguments of hostile forces, and promptly prevent rumors that cause social instability.

In particular, it is necessary to increase direct dialogue between leaders and the people, helping to dispel concerns and doubts, and firmly consolidate trust and solidarity throughout society.

Fifth, strongly promote “Party spirit” and political mettle in each Party organization and each Party member. Every cadre and Party member must steadfastly put the common interests of the country and the Party above all else, strictly abide by the principles of democratic centralism and Party discipline.

Internal differences of opinion need to be discussed democratically, frankly and constructively; once agreed upon, there must be solidarity and serious implementation, absolutely not allowing factionalism, localism, causing cracks in internal solidarity.

The heads of Party organizations must be the center of unity, the exemplary nucleus in harmoniously resolving arising conflicts, while always being highly vigilant and resolute in fighting to defeat all divisive and destructive plots of hostile forces.

Only when there is unity in ideology and action from top to bottom, from inside to outside, can the solidarity of the entire Party and people be truly solid, creating the strength to successfully complete the task of restructuring the apparatus, bringing the country into a new stage of development.

Solidarity has been, is and will always be the invincible strength of the Vietnamese revolution. In the current challenging period of restructuring and restructuring the apparatus, that spirit must be thoroughly understood and highly promoted.

History has assigned us the extremely important task of creating a streamlined, effective and efficient apparatus that meets the requirements of rapid and sustainable development of the country in the new era. To accomplish that task, there is no “weapon” more powerful and effective than the unanimity of the entire political system and the support of the entire people. As President Ho Chi Minh summarized: “Unity, unity, great unity – Success, success, great success!”.

Under the Party's wise leadership, with collective courage and intelligence and the tradition of strong national solidarity, the work of streamlining the political system's apparatus; rearranging administrative units and operating two-level local governments will certainly achieve good results, creating the premise for bringing the country into a new stage of development as set out in the Resolution of the 13th National Party Congress.

The power of unity will once again help us overcome all obstacles, turn challenges into opportunities, and firmly bring the country into a new era, an era of prosperity, prosperity, integration and sustainable development for a prosperous and happy life for the people.
