National Blockchain Platform: New Infrastructure for Vietnam's Digital Sovereignty

In the context of national digital transformation entering a new phase, building autonomous, secure, transparent and highly applicable digital infrastructure is a top priority. In this orientation, NDAChain - National Blockchain Platform is gradually affirming its role as one of the strategic technologies, laying the foundation for a safe and sustainable national data ecosystem.

Platform for data strategy and digital sovereignty protection

NDAChain is a key technology initiative chaired by the National Data Center ( Ministry of Public Security ), under the strategic direction of the Vietnam National Data Association. NDAChain is a core technology blockchain platform, identified as one of the strategic pillars deployed based on the spirit of Notice No. 171 of the Prime Minister in March 2025.

According to the representative of the National Data Association, choosing blockchain as one of the pillar technologies demonstrates the strategic vision of the National Data Association in the process of creating an autonomous technology ecosystem to serve the development of a digital nation. This is not only a technical decision, but also a concrete step to realize the 7 key tasks assigned by General Secretary To Lam at the Association's founding congress on March 22, 2025.

Through the meeting between the Association and the National Data Center (Ministry of Public Security) on April 11, 2025, the parties agreed on the direction to promote research, development and application of domestic strategic technology, gradually reducing dependence on foreign platforms.

In that spirit, the Association has made in-depth reports to the President and Permanent Vice President for approval of the policy. Immediately after that, the Association issued Notice No. 22, officially announcing the proactive and widespread deployment of core technology products and core technology platforms owned by Vietnam, typically NDAChain (national blockchain platform) and NDA DID (decentralized identification platform).

These platforms are not only in line with the orientation in the Digital Technology Industry Law and the Strategic Technology Catalogue, but also lay the foundation for an autonomous, secure and transparent data ecosystem - serving the sustainable and comprehensive digital transformation.

Vietnam currently operates a huge amount of data from more than 100 million people and thousands of agencies and organizations. However, the traditional centralized data management model is increasingly revealing many bottlenecks: from security, interoperability, to scalability and international integration.

According to the representative of the Vietnam Data Association, NDAChain is designed as an intelligent middleware layer that allows authentication, protection and recording of data transactions before they are processed at the National Data Center. This helps reduce system load, eliminate the risk of a single point of failure, while ensuring data integrity, transparency and traceability at all levels.

Unlike public blockchains, NDAChain operates on a permissioned blockchain model, where each validator node is carefully selected and monitored. The network currently has 49 validators representing ministries, sectors, and large economic groups such as Masan, VNVC, SunGroup, Sovico, VNG, Misa, etc.

NDAChain is built on an advanced core technology platform, combining the Proof-of-Authority (PoA) consensus algorithm for fast, secure and energy-saving authentication. The Zero-Knowledge Proof (ZKP) security mechanism allows information verification without revealing the original data, ensuring user privacy.

Compliance with international standards such as W3C DID, Verifiable Credentials and GDPR makes NDAChain ready for cross-border integration. With a processing capacity of 3,600 transactions per second and a latency of only 1.5 seconds, the platform flexibly meets both the business needs of the State and enterprises in digital transformation.

Strategic digital infrastructure in key areas

NDAChain is not just a new technology platform, but is becoming a strategic digital infrastructure in many important fields. With its immutability and real-time data retrieval, NDAChain can be applied in a variety of industries.

According to the plan, NDAChain will complete integration into the National Data Center in 2025, expanding to localities and universities from 2026. The next phase will focus on human resource training, promoting international cooperation and deploying extended layers (Layer 2) to serve multiple industries.

With its open architecture and integration promotion policy, NDAChain is not only a national-level technology infrastructure, but also an opportunity for technology companies, startups, and private organizations to develop applications together. Enterprises can exploit NDAChain to build digital services, such as identity wallets, anti-counterfeiting solutions, traceability platforms, or digital certification portals for each vertical industry.

The representative of the National Data Association emphasized that the development of a national blockchain platform, such as NDAChain, plays an extremely strategic role in protecting digital sovereignty and improving the efficiency of data governance in Vietnam.

Developing a national blockchain platform will promote digital sovereignty in line with Resolution 57. At the 16th Central Conference, Resolution 57-NQ/TW (December 22, 2024) emphasized that developing strategic technology and domestic digital infrastructure is an important breakthrough to ensure data security and national sovereignty in cyberspace, while enhancing technological autonomy and international competitiveness.

The national blockchain platform is also in line with the Digital Technology Industry Law - "Make in Vietnam." The newly issued law aims to prioritize the development and application of domestic digital products, including blockchain infrastructure. NDAChain is a testament to the "Make in Vietnam" policy, enjoying incentives in technology testing, building digital technology zones and prioritizing public procurement.

The platform also meets the national strategic technology portfolio. According to Decision 1131/QD-TTg (June 12, 2025), blockchain - especially traceability solutions - is one of 11 strategic technology groups, with great potential in the fields of data protection and national governance.

As the traditional economy moves towards a more digital model, personal data, administrative records, and financial transactions will be processed online. A national blockchain platform like NDAChain helps ensure that data cannot be modified, the system operates in a decentralized manner, and reduces the risk of foreign interference and control of data.

With the national blockchain platform, data monitoring and retrieval become clear and transparent. All transactions from administration, healthcare, education to commerce can be authenticated immediately, reducing fraud, improving public service capacity and people's trust, in line with the comprehensive reform goals under Resolution 57.
