Budget revenue picture before merger

In the context of preparing for the official merger from July 1, Lam Dong, Binh Thuan and Dak Nong provinces have clearly identified budget revenue targets for the 2021-2025 period with specific solutions to complete and exceed the set targets, creating a solid foundation for sustainable development in the future.

According to the plan, Lam Dong province aims to collect more than 63,000 billion VND in budget revenue, while Binh Thuan is expected to collect about 52,000 billion VND and Dak Nong is 18,400 billion VND. To date, Lam Dong has collected an estimated local budget of more than 54,000 billion VND, including over 1 quarter of 2025. This shows the continuous efforts of localities in exploiting revenue sources and effectively managing the budget.

According to Resolution No. 205/NQ-HDND dated December 10, 2020 of the Lam Dong Provincial People's Council, the province is determined to continue to develop rapidly, comprehensively and sustainably, with the goal of becoming a fairly developed province in the country. In particular, Lam Dong will focus on economic restructuring, with a focus on high-tech agriculture, associated with product purchasing, processing and consumption. The province also aims to develop high-quality tourism, in order to attract tourists and create a stable source of revenue for the budget. The goal is that by 2025, Lam Dong will balance its budget and have a regulation to submit to the central budget. Total state budget revenue is expected to increase by an average of 11 - 12% per year, of which tax, fee and charge revenue will increase by an average of 12 - 14% per year. By 2030, the province strives to become a fairly comprehensively developed province in the country.

Chairman of Lam Dong Provincial People's Committee Tran Hong Thai highly appreciated the positive results in the first quarter of 2025, such as budget revenue exceeding 10% compared to the same period last year, investment calls were 15 times higher than the previous year and public investment disbursement is accelerating. The goal for 2025 is to reach budget revenue of VND15,000 billion and economic growth of 9-10%.

In Dak Nong, Resolution No. 110/NQ-HDND dated December 11, 2020 identified the 2021 - 2025 period with 11 specific goals, including maintaining the province's economic growth at 7.5 - 8%. The province will focus on exploiting potential advantages such as alumina and aluminum smelting industry, agricultural and forestry processing, high-tech agriculture and tourism. By the end of 2024, Dak Nong province is estimated to collect more than 13,000 billion VND in budget revenue, with total state budget revenue in the first quarter of 2025 reaching 1,471 billion VND, an increase of 86% over the same period in 2024.

Chairman of Dak Nong Provincial People's Committee Ho Van Muoi emphasized the importance of close coordination with central ministries and branches so that wind and solar power projects can soon come into operation. He also requested relevant units to focus on implementing solutions to collect budget revenue and promote disbursement of public investment capital.

Binh Thuan province also builds a roadmap to create sustainable revenue sources. According to Resolution No. 56/NQ-HDND dated December 8, 2021 of the People's Council of Binh Thuan province, it has determined to mobilize, allocate, manage and effectively use financial resources to serve the goals of socio-economic development. The province will restructure the state budget, increase the proportion of sustainable revenue sources and save regular expenditures to increase development investment expenditures. The total local budget revenue target of Binh Thuan province in 5 years is estimated at more than 52,286 billion VND, with the estimated implementation to date reaching more than 47,000 billion VND.

According to Mr. Y Thanh Ha Nie Kdam - Member of the Party Central Committee, Secretary of Lam Dong Provincial Party Committee, the merger of the three provinces is a historic event, taking place in the context of deep integration and transformation of the country's economic development model. After the merger, the new Lam Dong province will become the largest administrative unit in the country, over 24,000 km², with a population of about 3.87 million people and an estimated GRDP of 320,000 billion VND, ranking 8th nationwide. In particular, the province has many unique geographical and economic factors: forests, seas, border gates, dry ports and seaports. At the same time, this is also a key area for many industries such as industrial crops, fruit trees, bauxite - aluminum industry, opening up space for sustainable and long-term development.

Before the merger, the three provinces of Lam Dong, Binh Thuan and Dak Nong are making constant efforts to complete the budget revenue target for the period 2021-2025. The determination and efforts of the provinces will be an important driving force in building a strong and prosperous economy in the future of the new Lam Dong province.
