One week before the new two-level administrative apparatus of Lam Dong province officially came into operation, the functional departments of the three (old) provinces conducted a trial operation to ensure stability, smoothness, efficiency, effectiveness, and best service for people and businesses.

TEST OPERATION

The pilot operation of the organization of 2-level government activities, connecting from the provincial level to the commune level, was organized by the functional sectors of the 3 provinces on June 23. There are 6 commune-level bridge points in the province selected for the pilot, namely Xuan Huong ward - Da Lat and Duc Trong commune of Lam Dong (old); Phu Thuy ward and Ham Thuan commune of Binh Thuan province (old); Nam Gia Nghia ward and Kien Duc commune of Dak Nong province (old). The operation was also sent to all remaining commune-level administrative units (CAUs) of the 3 provinces. The goal is to visually evaluate the pilot operation, draw common experiences; promptly remove difficulties and obstacles in the organization and operation of the political system of the CAUs at the commune level formed after the arrangement, and promptly adjust before officially putting them into operation from July 1.

The three contents that were piloted on this occasion include: organization and operation of the Party bloc at the commune level, of the People's Council at the commune level and of the People's Committee at the commune level. In the organization and operation of the Party bloc at the commune level, the pilot operation was conducted on the contents related to the establishment of Party organizations; the announcement and handover of resolutions and decisions appointing key personnel at the commune level by competent authorities and the preparation and organization of the first session of the new Party Executive Committee at the commune level. With the operation of the People's Council at the commune level, the pilot operation was conducted on the contents related to the consolidation of People's Council delegates at the commune level; the announcement and handover of resolutions and decisions appointing key personnel at the People's Council at the commune level by competent authorities; the preparation and organization of the first session of the new People's Council at the commune level according to the regulations and instructions of the National Assembly Standing Committee. With the operation of the People's Committee at the commune level, pilot the handling of administrative procedures (AP) under the authority of receiving - resolving - returning results directly, online at the commune level and online connection at the provincial level at the new commune-level administrative unit.

The trial operation at the Public Administration Service Centers at the commune and ward levels in 6 pilot wards and communes was only carried out on June 23, after which experience was drawn and officially put into operation from July 1.

TOWARDS AN ADMINISTRATION SERVING THE PEOPLE

The two-level government is a revolutionary transformation, demonstrating the high determination of the entire political system in streamlining the organizational apparatus, improving the effectiveness and efficiency of government agencies in the direction of being closer to the people and serving the people better.

According to Lam Dong functional sector, all 6 communes selected for the pilot operation have been carefully prepared, basically meeting the requirements. The Public Administration Service Centers at the commune level have been effective in the trial operation of receiving, processing, and returning results of administrative procedures at the commune level, simulating provincial-level interconnection, and are capable of meeting the requirements of the people when the new commune-level government comes into operation; the telecommunications infrastructure system, data connection, and provincial and commune-level administration and management have been completed and well meet the requirements of the task. However, there are still shortcomings in the trial operation process, including different systems in receiving, processing administrative documents, receiving and resolving administrative procedures in the 3 provinces at present. This poses an urgent requirement for specialized agencies to synchronize technology infrastructure in the coming time.

Lam Dong Provincial Party Secretary Y Thanh Ha Nie Kdam - Head of the Steering Committee for the merger of Lam Dong, Binh Thuan and Dak Nong provinces on this occasion requested the immediate completion of the arrangement of cadres, civil servants, public employees (CBCCVC), and non-professional workers in the new communes, wards and special economic zones to soon operate the new apparatus. The Provincial Party Secretary also requested the Organizing Committee of the new Lam Dong Provincial Party Committee to quickly guide the development of working regulations, regulations on functions, tasks, and organization of the staff agencies assisting the Party Committees of communes, wards and special economic zones as soon as they officially come into operation from July 1, 2025... The authorities quickly equip facilities, equipment, machinery, transmission systems, software for work, offices... to ensure the synchronous implementation of tasks from the province to the new communes, wards and special economic zones.

In order for the new provincial and commune-level Public Administration Service Centers to be the place that most clearly demonstrates the administrative capacity and effectiveness of the grassroots government after the merger, operating smoothly, professionally, friendly and responsibly, the Provincial Party Secretary requested that the provincial level issue documents guiding the standardization of the process of receiving, processing and returning results of administrative procedure records to the commune-level Public Administration Service Centers; in accordance with local characteristics, especially communes, wards, and central and densely populated special economic zones. At the same time, it is necessary to organize professional training for civil servants and public employees assigned to work here, focusing on skills in receiving people, using software, and handling complex administrative situations; be responsible for the focal point; coordinate with the Department of Science and Technology to strengthen technical infrastructure, shared software and transmission lines between communes, wards, and special economic zones with the provincial level; guide the standardization of data and digitization of records in handling administrative procedures at the commune level, in conjunction with Project 06 and the province's Digital Transformation Program.

For the new commune, ward and special zone Party Committees, the Provincial Party Secretary requested to strengthen propaganda work, raise awareness and responsibility of cadres and Party members, ensure solidarity and high consensus in the transitional period of the apparatus; promptly develop and promulgate working regulations and work programs of the Party Committee, assign specific tasks to each position, ensure leadership and direction of synchronous operation of the political system, without interruption, discontinuity or omission of tasks; proactively prepare well for the organization of the Party Congress of the commune and ward for the 2025 - 2030 term. The Congress needs to establish a clear political orientation, set out targets, tasks, feasible and effective solutions, determined to achieve the double-digit development target according to the general policy; proactively lead the work of receiving people, resolving complaints and denunciations, promptly grasp public opinion, and mobilize people to agree with the merger and reorganization of the government apparatus.

For the commune government, the Provincial Party Secretary requested the organization to assign specific and clear tasks to each officer and civil servant, attaching personal responsibility to each area of ​​responsibility; develop a work plan for the last 6 months of 2025, focusing on stabilizing the organization, ensuring the best service for people in the transition period; review and propose to equip missing equipment and facilities; proactively arrange scientific working spaces, publicize staff name tags, and procedures for receiving and processing documents. Commune leaders need to proactively grasp the local situation, not allowing hot spots and complications to arise; handle security and order situations in the newly merged area, and prepare response plans.

“We need to take decisive, flexible and effective action so that the new provincial and communal apparatus can operate stably, smoothly, effectively, efficiently and effectively, and best serve the people and businesses,” the Provincial Party Secretary affirmed.
