Today, in an atmosphere of excitement, pride, and jubilation in the aspiration to continue to maintain the momentum of innovation and development, in the golden-named Ho Chi Minh City, the largest economic - industrial - seaport center of the country, we are here to witness an event of historical significance: "The announcement ceremony of Resolutions and Decisions of the Central and local governments on merging administrative units, establishing Party organizations, appointing Party committees, People's Councils, People's Committees, Fatherland Fronts of the City, Communes, Wards, and special zones" to officially operate the two-level government model for the expanded Ho Chi Minh City, including Ho Chi Minh City, Binh Duong province and Ba Ria - Vung Tau province.
This is not only an administrative event, but also a strategic turning point, an inevitable objective requirement of the people and the country in the journey of building dynamic development zones of the country and region, to be worthy of the aspiration of "a strong Vietnam by 2045".
Through many historical periods, Ho Chi Minh City, Binh Duong and Ba Ria – Vung Tau have affirmed themselves as three strong development poles of the South – where outstanding achievements in industry, trade, services, seaports and international integration are gathered. The unification of the three localities is not a simple accumulation, but the crystallization of intelligence and common development will, to form a megacity – a financial, production, logistics and innovation center of regional and world stature.

This new development space is built on a long-term vision, aiming at synchronous, sustainable and scientific development. This is the most vivid expression of strategic thinking, innovation in the model of government organization, to serve the people better, closer to the people and more effectively. This is a pioneering and breakthrough step in reforming the organization of the urban government apparatus, creating favorable conditions for the rapid, strong and effective development of the most urbanized region in the country.
This model will help increase autonomy and flexibility in management, while creating a clear institutional framework for satellite cities, industrial parks - logistics - seaport services to fully exploit their potential. Most importantly, the state and the serving government will no longer be a slogan but will become a concrete, substantive action, reaching the people and businesses.
At this sacred and important moment, on behalf of the Party and State leaders, I respectfully call on all cadres, party members, civil servants, public employees, workers, soldiers of the armed forces, the business community and the people of Ho Chi Minh City to unite, act resolutely, creatively and with discipline, to bring this unified city to new heights.
This is a challenge, but also a historic opportunity. The success of the New City cannot come from documents or resolutions alone, but must come from consensus among the people, determination in leadership, and dedication in implementation.

I send my congratulations and confidence to the leaders of the City, Communes, Wards and Special Zones who have just received the decision today. The responsibility is heavy but also very glorious. I hope that you will maintain your courage, promote collective intelligence, be close to the people - respect the people - act for the people, and put the interests of the Fatherland and the people above all else.
We enter a new stage of development not only with pride, but also with great responsibility to the country and future generations. From this land of rice fields and affection, let us together arouse the will to rise up, turning every road, street, alley, residential area, factory, field, river, and coastline into a symbol of prosperity and integration.
Ho Chi Minh City with its achievements after exactly 50 years of liberation is not only a bright spot of Vietnam, but will also be a meeting point of Asia and the world. Let us join hands to act to be worthy of the trust and hope of the Party, the State and the people.
I wish you and all the people good health, and wish the new Ho Chi Minh City to reach far, reach high, reach the bright future that is very near ahead.

Before the sacred and important moment of the nation - when we officially operate the two-level local government apparatus in 34 provinces and cities nationwide - a new administrative entity of the Socialist Republic of Vietnam, on behalf of the leaders of the Party, the National Assembly, the Government and the Vietnam Fatherland Front, I would like to send to all compatriots and comrades the best wishes; Wishing our country continued success on the path of innovation and development.
The decision to "reorganize the country" is a historic step of strategic significance, marking a new development stage in the cause of perfecting the state administrative apparatus, perfecting the institutions and organization of the political system to be synchronous, streamlined, effective and efficient, towards perfecting a modern administrative governance system, close to the people, serving the people, so that all benefits belong to the people.
Reorganizing administrative boundaries and operating a new local government model are objective and inevitable requirements for national development in the context of globalization, digital transformation and the fourth industrial revolution. This is a valuable opportunity for us to innovate leadership thinking, innovate state management methods, strongly apply science and technology, improve the quality of national governance and increase the effectiveness of serving the people. This is the result of 95 years of the Revolution under the leadership of the Party; 80 years of the Democratic Republic of Vietnam and the Socialist Republic of Vietnam, and the achievements of 40 years of innovation.
I call on all compatriots nationwide, from the highland border areas to remote islands, from urban to rural areas, to continue to promote the tradition of great national unity, maintain and continue to foster patriotism, community spirit, and mutual love to create a strong unity - the invincible strength of our people.
