Historic moment
At the conference, Lieutenant General Nguyen Quang Ngoc, Deputy Chief of the General Staff of the Vietnam People's Army, announced the Resolutions of the National Assembly on the establishment of Tuyen Quang province. Resolutions of the National Assembly and the National Assembly Standing Committee on ending district-level activities and establishing communes and wards in Tuyen Quang province.

According to the resolution, the entire natural area and population of Ha Giang and Tuyen Quang provinces will be arranged into a new province called Tuyen Quang province. After the arrangement, Tuyen Quang province has a natural area of 13,795.50 km2 and a population of 1,865,270 people. Tuyen Quang province borders Cao Bang, Lao Cai, Phu Tho, Thai Nguyen provinces and the People's Republic of China.
Regarding the establishment of commune-level administrative units; after the arrangement, the whole province has 124 commune-level administrative units, including 117 communes and 7 wards. The new administrative units officially came into operation from July 1.

The conference also announced the Politburo's decisions on the establishment of the Tuyen Quang Provincial Party Committee. According to the decision, the Tuyen Quang Provincial Party Committee includes party organizations and party members of the two provincial party committees: Tuyen Quang and Ha Giang before the merger. The functions, tasks, and organizational structure of the Tuyen Quang Provincial Party Committee are stipulated by the Politburo.

Accordingly, the Provincial Party Executive Committee consists of 65 comrades; the Provincial Party Standing Committee consists of 22 comrades. Comrade Hau A Lenh, member of the Party Central Committee, Secretary of the Ha Giang Provincial Party Committee holds the position of Secretary of the Tuyen Quang Provincial Party Committee.

At the conference, Deputy Secretary of the Provincial Party Committee Ma The Hong announced the Resolutions and Decisions of Tuyen Quang province on the merger of communes and wards, including: Decision of the District Party Committee Executive Board on ending the activities of the commune-level Party Committee before the reorganization; Decision of the Provincial and City Party Committee Executive Board on ending the activities of the district-level Party Committees (before the province's merger); Decision of the Tuyen Quang Provincial Party Committee Executive Board on establishing Party Committees of communes and wards; Decision on appointing personnel of the Executive Board, Standing Committee, Secretary, Deputy Secretary; Decision on appointing the Inspection Committee, Head of the Inspection Committee; Decision on appointing the Chairman, Vice Chairman, Head of the People's Council; Decision on appointing the Chairman, Vice Chairman of the People's Committee of communes and wards. Unity enters a new stage of development
Speaking at the ceremony, Senior Lieutenant General Trinh Van Quyet, on behalf of the Party and State leaders, congratulated the Party Committee and people of all ethnic groups in Tuyen Quang and Ha Giang provinces on officially entering a new stage of development, with new confidence and momentum.

He emphasized that the merger is not only a practical requirement to streamline the apparatus and improve the effectiveness of state management, but also a strategic step, opening up new opportunities for rapid and sustainable development of the northern midland and mountainous region. From a locality with a common culture and history, rich tourism, agriculture, forestry and mineral potential, the merger will create a larger administrative and economic entity with stronger competitiveness, better investment attraction and better living conditions for the people.
To effectively promote the new model, the Party Central Committee, the Politburo, and the Secretariat require the Party Committee, government, and people of all ethnic groups in Tuyen Quang province to continue to promote the tradition of the revolutionary land, unite, strive to overcome difficulties, quickly stabilize, and achieve the highest results in implementing the identified goals and tasks.
From tomorrow, July 1, all work under the authority of the two levels (province and commune) must be carried out smoothly, without delay or omission, with the spirit of serving the people and businesses better; preserving the image and style of officials "from serving the administration to serving the people".
Speaking at the ceremony, Provincial Party Secretary Hau A Lenh emphasized that the merger of Tuyen Quang and Ha Giang provinces is a historical milestone, demonstrating the determination to innovate, create, and the strategic vision of our Party and State in the era of national development.

In order for Tuyen Quang province to truly take off, it requires the efforts, creativity, solidarity and unity of the entire Party Committee, government and people of all ethnic groups in the province. The Provincial Party Secretary requested that immediately after today, Party committees at all levels, Party organizations, agencies and units in the whole province must urgently and seriously lead, direct and operate the implementation of the tasks.
He affirmed that with the glorious revolutionary tradition of the homeland, the resistance capital, the northernmost border of the Fatherland, where Uncle Ho and the Party Central Committee lived and worked during the resistance years, with the solidarity, unity, efforts and determination of all cadres, party members and people of all ethnic groups, the new Tuyen Quang province will steadily develop, achieve even greater achievements, become a province rich in economy, stable in politics, strong in national defense - security, and prosperous in culture - society, contributing to creating the foundation for the process of entering the era of national development.
