• QUICKLY STABILIZE THE ORGANIZATION
The Lam Dong Provincial People's Council after the merger is a local state power agency, representing the will and aspirations of the people in a large and diverse area in terms of geography, culture and economy . With 149 delegates made up of three previous localities (Lam Dong 58 delegates, Binh Thuan 46 delegates and Dak Nong 45 delegates), the Lam Dong Provincial People's Council, term X, continues to operate until the end of the 2021-2026 term in a completely new appearance, requiring close coordination, unity and a willingness to adapt to practical requirements.
The two-level government model (provincial and communal levels) is implemented not only to simplify the administrative apparatus but also to achieve the highest goal: building a professional, modern, effective and transparent local governance. In which, the Provincial People's Council plays a central role, being the focal point for coordinating, orienting, supervising and deciding on important policies throughout the province.
As soon as it officially comes into operation, the new Lam Dong Provincial People's Council will quickly stabilize its organizational structure and implement a series of important and fundamental tasks such as perfecting the apparatus and streamlining the organization. The appointment of heads, deputy heads and full-time delegates of the Provincial People's Council's committees is the first step to ensure that the committees operate synchronously and effectively. Based on the announcement of the competent Party Committee, the Standing Committee of the Provincial People's Council has approved the list of personnel for key positions, and at the same time considered proposals to change or dismiss positions in necessary cases, ensuring continuity and professionalism in management. The establishment of the Office of the National Assembly Delegation and the Provincial People's Council, as well as the division of delegations in accordance with the Law on Organization of Local Government No. 65/2025/QH15, is being implemented synchronously.
Speaking about the role of Lam Dong Provincial People's Council after the merger, Comrade K'Mak - Member of the Provincial Party Standing Committee, Vice Chairman of Lam Dong Provincial People's Council emphasized: "We clearly define that the new Provincial People's Council must be an effective coordination center between regions, ensuring harmonious and sustainable development throughout the area. The People's Council must act quickly, accurately, transparently and closer to the people than ever before."
That determination has been and is being materialized through the first decisions: perfecting the organizational apparatus, reviewing legal documents, restructuring supervision activities and organizing meetings in a streamlined but effective manner, closely following urgent people's issues. One of the urgent tasks is to review, evaluate and propose adjustments to the resolutions issued by the 3 old People's Councils. This is to eliminate overlap, contradictions or those that are no longer suitable to the reality after the merger. Specialized committees are urgently reviewing to recommend the Standing Committee of the Provincial People's Council to amend, supplement or abolish documents that are no longer in effect, and at the same time propose to issue new resolutions that are comprehensive and highly unified.
• EXPECTATIONS FOR A NEW DEVELOPMENT PHASE
Organizing activities in accordance with the principles of the Party and the laws of the State is a prerequisite for the Provincial People's Council to promote its effectiveness. From the development of the working program to the discussion process and the issuance of resolutions, everything must be done transparently, publicly and democratically, creating the foundation for a professional and modern administration.
The People's Council is not only the place to decide major policies but also plays a role in supervising the implementation of those policies in practice. In the context of administrative boundary mergers, many areas - from land, education, health, social security to public investment - will have significant changes. Timely grasping, monitoring and making recommendations for adjustment is a task that cannot be delayed for the People's Council's committees and delegations. The delegations will have to promptly organize regular meetings with voters, listen to opinions and aspirations and honestly reflect them to the parliament. This not only strengthens representation but also demonstrates the highest political responsibility to the people.
The establishment of the new Lam Dong Provincial People's Council on the basis of merging three provinces poses unprecedented tasks and challenges, but also opens up great opportunities to restructure the local government system towards streamlining, effectiveness and modernity. During the remaining term of 2021 - 2026, the Provincial People's Council will both stabilize the organization and promote administrative reform, ensuring uninterrupted management activities and socio-economic development.
With a new mindset, high sense of responsibility and consensus of all delegates, the new Lam Dong Provincial People's Council apparatus will become a solid foundation, contributing to promoting sustainable and comprehensive development for a land rich in potential, connecting the plateau with the coast, connecting the mountains and forests with the sea.
