PVTrans and BSR held a workshop on coordination of oil loading and ship exploitation during bad weather season.

Recently, in Vung Tau City, PetroVietnam Transportation Corporation (PVTrans) and Binh Son Refining and Petrochemical Joint Stock Company (BSR) jointly organized a workshop on coordination in handling situations in crude oil transportation during bad weather.

Attending the workshop, on behalf of BSR , there were Mr. Nguyen Van Hoi - Member of the Board of Directors; Mr. Dang Ngoc Dinh Diep - Deputy Director of Dung Quat Oil Refinery; and representatives of leaders and experts from the Departments: Business, Production Control, and Port Management.

On the PVTrans side, there were Mr. Le Manh Tuan - Deputy General Director; Mr. Hoang Duc Chinh - Member of PVTrans Board of Directors, Director of Pacific Company; and representatives of Business Department, Pacific Company, PSM Ship Management Company, Thang Long Maritime Company, PVTrans Quang Ngai .

The workshop was also attended by units: Vung Tau and Quang Ngai Maritime Port Authorities, representatives of Dung Quat and Vung Tau Port Border Guards, Vietnam Oil Corporation (PVOIL), representatives of Southern Maritime Pilotage Company Branch - Pilot IX, representatives of mine operators: Bach Ho, Te Giac Trang, Rang Dong, Ruby...

In his opening speech, Mr. Le Manh Tuan, Deputy General Director of PVTrans emphasized: The workshop was organized to create an open and exchange forum for the parties to share practical experiences, difficulties, challenges, and find solutions for the parties to coordinate in crude oil transportation between production, exploitation, processing and transportation units to jointly build synchronous solutions to optimize efficiency and enhance value in the service chain of the oil and gas ecosystem.

Mr. Le Manh Tuan, Deputy General Director of PVTrans, said that as the key unit in charge of crude oil transportation, PVTrans always determines to accompany BSR and related units to ensure the transportation supply chain is smooth, safe and on schedule.

“In the context of the complicated oil and gas market and weather, the transportation and ship chartering market is volatile, one of the solutions to ensure safe transportation, timely supply of crude oil input for the refinery's processing activities as well as ensure the safety of the oil field, is to contribute to the important task of ensuring national energy security that we have focused on implementing in recent years”, Mr. Le Manh Tuan shared.

Speaking at the workshop, Mr. Nguyen Van Hoi, Member of BSR's Board of Directors, said that in the process of implementing domestic crude oil transportation, BSR and PVTrans have closely coordinated with PVOIL and related parties, especially during periods of adverse weather, to ensure that oil batches are transported safely and on schedule, contributing to maintaining continuous production activities at the Factory and mining fields. However, given the fact that production from domestic oil fields is gradually decreasing, to ensure full load for a train, it is necessary to load oil batches from many different fields. This requires synchronous coordination between many parties in the oil export process.

Mr. Nguyen Van Hoi, Member of BSR Board of Directors, said that during the process of implementing domestic crude oil transportation, BSR and PVTrans have closely coordinated with PVOIL and related parties, especially during periods of adverse weather, to ensure that oil shipments are transported safely and on schedule.

On that basis, Mr. Nguyen Van Hoi proposed a number of ideas for relevant parties to consider, discuss and evaluate the possibility of specific implementation such as: Creating conditions for a common arrangement of an oil export procedure team (lifting team) when loading oil lots from many different fields, including Bach Ho field. In emergency situations due to bad weather or the need for raw materials for production, consider and recommend relevant State management agencies to create conditions to allow the application of special procedures to keep the port's lifting team on board and travel with the ship to Dung Quat, then leave the ship here. In bad weather conditions, the parties can coordinate to consider arranging a more flexible pick-up/drop-off location for the lifting team...

At the workshop, delegates also frankly shared about the current situation of crude oil transportation, and proposed a number of solutions to optimize transportation time, improve the continuous operation efficiency of mines and Dung Quat Oil Refinery, contributing to ensuring national energy security.
