Putting the spirit of serving people first
On July 1, 126 communes and wards in Hanoi officially operated a two-level local government. In Bo De, Hoan Kiem and Ngoc Ha wards, key leadership positions as well as specialized departments and offices have been completed. The People's Committees of the newly established wards have posted information, received and processed administrative procedures as usual. Officials and civil servants quickly adapted to their new tasks, without interrupting their work serving the people.
From early morning on July 1, many people came early to carry out administrative procedures, with many types of procedures to be resolved. With careful preparation in both facilities and human resources, the resolution of administrative procedures for people was carried out quickly, smoothly and orderly. There were some citizens who had not updated the administrative boundary adjustment in time and went to the wrong address, but were promptly and fully guided by ward officials.
Although not yet familiar with the new reception address, overall, citizens of the old wards are enthusiastically welcoming the change towards "strong streamlining", digital transformation, and application of technology to create maximum convenience, save costs, time, and effort for people.
In Bo De ward, Ms. Nguyen Thi Thu Huong - Deputy Chief of Office of the People's Council and People's Committee of the ward said that preparations for the operation of public administrative points have been carefully prepared; the procedures were directly tested by civil servants 1 week in advance, drawing experience before the official operation. The ward has arranged LED touch screens, publicized the list of administrative procedures and implemented them online effectively right from the first official operation of the new local government model. The administrative procedure reception boxes are publicly posted so that citizens can easily identify and go to the right place to do the procedures. The ward has also arranged staff to receive, guide and handle people's requests quickly, effectively, ensuring smooth operation.
Mr. Pham Anh Dung (a resident of Bo De Ward) said he came to request confirmation of his resume. After only 10 minutes, the staff received and processed his application. “The attitude and working style of the staff were very friendly, urgent, responsible, and accurate. It only took me 10 minutes to complete all the procedures,” Mr. Dung excitedly said.
Meanwhile, in Hoan Kiem ward, on the morning of July 1, many people came to carry out administrative procedures, mainly procedures such as birth registration, business registration, and land-related procedures. When asked, people were all excited and satisfied with the reception and processing of administrative procedures at the Hanoi City Public Administration Service Center, Branch No. 3, Hoan Kiem.
Mr. Do Thanh Ha - civil servant of Hanoi City Public Administration Service Center, Branch No. 3, Hoan Kiem, said that the Center has been operating and receiving and handling administrative procedures for people since April 1. To prepare for the operation of the 2-level government, the Center has fully equipped with equipment and machinery to ensure the best service for people, without interruption of administrative services.
The Center's leaders also directed the branch to coordinate with units such as Mobifone and the Post Office to guide people to do regular administrative procedures in accordance with regulations, return results to people as soon as possible, ensure compliance with regulations, and avoid delays. With such preparations, the activities of the Hanoi City Public Administration Service Center on July 1 took place normally, smoothly, ensuring progress according to regulations.
Ms. Nguyen Hong Trang - Vice Chairman of Hoan Kiem Ward People's Committee said that the ward has prepared early to resolve administrative procedures for people, including training for officials to be able to receive and immediately handle administrative procedures as well as feedback from people. "We have determined that this is a long-term work program, not just a short-term one, until people feel the change of the government. Up to this point, we are quite confident that the officials and civil servants of Hoan Kiem Ward are ready to serve the people," Ms. Nguyen Hong Trang said.

In Thai My commune (formerly Cu Chi), a famous craft village in Ho Chi Minh City, the working atmosphere was also urgent and quick. In Quang Ninh, on the morning of July 1, communes, wards, and special zones simultaneously held meetings of the Standing Committee of Party Committees and meetings of the Party Executive Committees at the commune level to issue resolutions on directions and tasks for 2025. At the same time, the first session of the People's Council at the commune level was held to implement a number of tasks within their authority; including passing resolutions on socio-economic development, ensuring national defense and security in 2025.

Also on the morning of July 1, in Co To Special Zone, after the first meeting of the Standing Committee of the Party Committee and the Executive Committee of the Party Committee of the Special Zone, the People's Council of Co To Special Zone, term I, 2021 - 2026, held its first session. Mr. Lam Van Dat - Chairman of An Phong Ward People's Committee said that An Phong Ward was established on the basis of merging the entire natural area and population of wards: An Hoa, Hong Phong and part of Le Thien, Le Loi, Tan Tien wards and part of Dai Ban ward, Hong Bang district (old). Up to now, the facilities and infrastructure serving the public administration model in the ward have been completed, with sufficient human resources to ensure the settlement of administrative procedures for the people.
In addition, in order to improve the efficiency of serving people in implementing administrative procedures, the People's Committee of An Phong Ward has officially established a support group for the Public Administration Center led by the Deputy Director of the Center, with the task of supporting, advising and guiding people quickly and conveniently in the process of performing administrative procedures.
