On August 23, Quang Tri province issued an emergency response order, requesting departments, branches and localities to deploy plans to ensure the safety of people and infrastructure. All tourists on Con Co island have been brought safely to the mainland. Barriers and warning signs have been installed at areas at risk of flooding and landslides.

According to the Steering Committee for Natural Disaster Prevention - Search and Rescue and Civil Defense of Quang Tri province, storm No. 5 is forecasted to be at level 11-12, and is likely to enter the sea area from Nghe An to Thua Thien Hue. Therefore, Quang Tri province has contacted and promptly called on 8,725 vessels with more than 24,000 workers at sea to come ashore to take shelter from storm No. 5; currently, 8,208 ships have reached safe anchorage, and 517 ships with more than 2,100 workers operating at sea have been contacted and promptly informed about the storm. Quang Tri is trying to continue to call and guide all boats and fishermen to safely take shelter from the storm.
The system of reservoirs and irrigation dams in Quang Tri is currently safe, with a capacity of 55-60% of the design. Projects under construction are required to develop storm response plans. The entire Quang Tri province is entering the summer-autumn crop with nearly 39,000 hectares of rice and tens of thousands of hectares of cassava, corn, and vegetables. More than 9,300 hectares of aquaculture area and thousands of cages are also being checked to limit damage if a storm makes landfall.

At the urgent meeting with departments, branches, sectors and localities of Quang Tri province, Mr. Hoang Nam - Permanent Vice Chairman of Quang Tri Provincial People's Committee requested: departments, branches and localities to uphold their sense of responsibility, focus on immediately implementing key and urgent tasks with the spirit of "proactive - urgent - safe - effective". Regularly update and promptly provide forecasts and warnings to the Provincial Civil Defense Command and localities; absolutely do not let the situation of delay or lack of information lead to passivity and surprise.

The Office of the Provincial Civil Defense Command maintains a 24/7 duty, promptly advising the Command on response measures. Members of the Command must, according to their assigned tasks, directly follow the area in charge, grasp the situation to promptly direct on-site, not to be passive or confused. Promptly notify and call on ships to enter safe anchorage. Strictly control, do not let ships go out to sea in dangerous areas. Prepare plans to evacuate people in vulnerable areas such as river mouths, coastal areas, and low-lying areas in case of bad situations.

Take measures to ensure safety for works, especially works under construction, essential infrastructure works; prepare plans to ensure traffic safety, promptly overcome landslides and flooding incidents. Direct and immediately implement plans to ensure safety for the dyke system, irrigation reservoirs; protect agricultural production areas, aquaculture; especially rice and summer-autumn crops, especially in low-lying areas, areas at risk of flooding when heavy rain occurs.
Relevant departments and branches direct and urge construction units of dikes, embankments, and irrigation dams to strictly implement protective measures, ensuring absolute safety for works, workers, and downstream areas during the rainy and stormy season. Organize on-duty, inspect, review, and safely operate reservoirs and hydroelectric dams; proactively develop plans for water regulation and controlled flood discharge, ensuring safety for works and downstream areas. Unexpected situations must not occur, causing danger to people.

Prepare sufficient forces and means to be ready to respond to incidents; ensure food, provisions and necessities in areas at risk of being cut off; prepare a stock of medicines, disinfectants and mobile medical plans to be ready to support when required. Localities and units strictly implement the regime of quick reporting and periodic reporting to the Office of the Provincial Civil Defense Command. Information must be transparent, accurate and timely to effectively serve the direction and operation.
