On June 30, during a working trip to Cao Bang , Minister of Construction Tran Hong Minh inspected the construction of the Dong Dang - Tra Linh expressway.
Reporting to the Minister, the project enterprise said that, up to now, local authorities have handed over 93.14/93.35km of land (reaching 99%) to implement the construction project of Dong Dang - Tra Linh Expressway. The project enterprise is mobilizing 1,500 pieces of machinery and 3,260 workers to construct the entire route. Up to now, the construction output has reached 3,350/10,628 billion VND, about 31.5% of the total project value.
6 underground caster caves discovered
Of which, the road construction unit has dug 13.81/23 million m³, filled the foundation reaching 7.25/15 million m³, completed 410/511 culverts and underpasses. 54/59 bridges are under construction (5 overpasses have not been constructed yet); achieved 26,432/29,720m of bored piles; bridge piers and abutments have achieved 203/314 bridge piers and abutments...
However, along the entire route, there are still about 15 households that have not been relocated to hand over the site for the project (7 households in Lang Son , 8 households in Cao Bang) with the technical design site area that has not been handed over yet being 7.92 hectares (5 hectares in Lang Son, 3 hectares in Cao Bang). In Lang Son, there is still a 110KV power pole location that has not been relocated. The project enterprise has not yet been fully handed over the dumping site that has been approved by the People's Committees of Lang Son and Cao Bang provinces.
In addition, the unusual weather and prolonged rain have affected construction. The project company believes that there is a possibility of landslides affecting the excavation and embankment of the roadbed.
In particular, during the construction of some bridges on the route, 6 underground caster caves were discovered. "Caster caves" (also known as karst) are a special geological phenomenon, when there is the formation of caves, holes, or hollow areas in the ground, often due to the dissolution of limestone or dolomite. Road construction through areas with caster caves can cause incidents such as subsidence, instability of the structure, especially when encountering large sinkholes or when constructing structures such as bored piles. Currently, the project enterprise is focusing on inspection and review for handling on the entire route.

No change in route opening target in 2025
To complete the goal of opening the Dong Dang - Tra Linh route in 2025 in accordance with the direction of the Prime Minister, investors and project enterprises proposed that the People's Committees of Lang Son and Cao Bang provinces completely complete the site clearance work, including technical design steps, relocation of technical infrastructure, and handover of dumping sites before July 15.
Cao Bang Provincial People's Committee accelerates the adjustment of phase 1 of the project, signs the project contract appendix in July 2025 to ensure conditions for the route to be opened in 2025. Completes the approval of phase 2 of the project so that the investor can promptly start construction on August 19. The Ministry of Construction and Cao Bang Provincial People's Committee agree on the transitional content to implement decentralization and delegation of authority according to Decree 144/2025/ND-CP so that enterprises can continue to coordinate implementation.
Directly inspecting the construction site, Minister Tran Hong Minh requested: Currently, heavy rain in the area is at risk of affecting the construction progress, therefore, investors and contractors need to take advantage of sunny days to mobilize maximum machinery, equipment and workers to work at night to speed up the project's construction progress.
At the same time, the Minister also requested localities within the project scope to urgently remove difficulties and related obstacles so that enterprises can complete the project, ensuring that the project's route opening target will not change this year and that phase 2 will be started on the occasion of the anniversary of August 19, 2025.
The Dong Dang - Tra Linh Expressway project has a total length of 121 km, divided into 2 investment phases with a total investment of nearly 23,000 billion VND.
Phase 1 of the project is invested with a length of more than 93.35 km, with a roadbed of 17m, on the route there are 60 viaducts and 2 tunnels through the mountains. The total investment is 14,114 billion VND, including 9,800 billion VND of state budget capital. The expected payback period is 22 years and 4 months.
Phase 2 of the project will expand the entire 93.35 km of phase 1, and at the same time build a new 27.71 km of highway connecting to Tra Linh border gate. The total investment in phase 2 is estimated at about VND 10,295 billion, of which VND 7,206 billion is from the state budget; VND 576 billion is equity capital and VND 2,513 billion is mobilized capital. The expected payback period is 30 years.
