Implementing the Project on developing preschooleducation for the period 2018-2025, the Provincial People's Committee issued Plan No. 38/KH-UBND dated February 15, 2019, identifying the goal of comprehensively improving the quality of preschool education; ensuring facilities, teaching staff and the rate of mobilizing children to attend classes, universalizing education for 5-year-old children. At the same time, the plan also sets out specific tasks such as: developing a reasonable network of schools, promoting socialization, strengthening education quality inspection, and focusing on teacher training and nutritional care for children.
Mobilizing investment resources
Mr. Ho Cong Liem, Deputy Director of the Department of Education and Training, said: Based on the project and plan of the Provincial People's Committee, the provincial education sector has proactively advised the Provincial People's Committee to issue directive documents; coordinated with districts, cities, and related units to organize the implementation of tasks according to the roadmap. At the same time, the provincial education sector has proactively developed specific annual plans, regularly inspected and urged the implementation of project objectives on schedule. In particular, clearly identifying the importance of ensuring facilities and teaching equipment in improving the quality of child care and education, the sector has focused on mobilizing maximum resources from the state budget, target programs, and socialized resources to invest in preschool education.
In particular, the investment in preschool facilities is outstanding. Specifically, in the period of 2019-2025, the whole province has invested nearly 388 billion VND in preschool education from the programs of consolidating schools, building new rural areas, sustainable poverty reduction and socialized sources. Thereby, more than 300 preschool classrooms have been built, including 132 rooms from the consolidating program, 141 rooms from the new rural area program, and 37 rooms from the Project of building schools without their own facilities. In addition, support has been given to the construction of 50 functional rooms, 9 kitchens, and 20 toilets for schools, contributing to overcoming the shortage of classrooms, improving boarding and living conditions in many schools, especially in difficult areas. At the same time, more than 12,000 sets of teaching equipment, nearly 50,000 sets of toys and learning materials have been provided to meet the learning needs of children. In addition, the whole province mobilized more than 199 billion VND from socialization, mobilizing parents to contribute 166,000 working days to build preschool facilities in the province.
By the end of the 2024-2025 school year, the province will have 2,181 preschool classrooms, reaching a rate of 1 classroom/class, of which 83.5% are solid classrooms (an increase of 21.6% compared to 2018), with only 0.5% of temporary classrooms remaining. The learning and playing conditions for children at many schools in remote areas of the province have been gradually improved. To date, the province has 119 preschools recognized as meeting national standards (exceeding the planned target of 35%), contributing to ensuring the quality of preschool education in communes in the province.
For example, Thuy Hung Kindergarten (the school was separated from Thuy Hung Primary School in 2004). During the development process, the school invested in building spacious classrooms and qualified teachers. Thanks to that, the child care and nurturing work is increasingly guaranteed. By the 2024-2025 school year, the school mobilized 276 children to attend class, 100% of children studied 2 sessions/day and had lunch at school. The rate of well-behaved and good-studying children reached nearly 37%, an increase of 3.3% compared to the previous school year. Thereby, the school was recognized by the Chairman of the Provincial People's Committee as meeting national standards level 1 for the 2024-2025 school year.
The above results show that the mobilization and effective use of investment resources have contributed to the comprehensive upgrading of the preschool system in the province. The facilities are increasingly synchronized, teaching equipment is fully supplemented, the learning and living environment of children, especially in difficult areas, is constantly improved. This is a solid foundation for the provincial education sector to continue to focus on improving the quality of care and education, in which the teaching staff plays a key role.
Improve the quality of children's education
Along with investment in facilities, the provincial education sector has always focused on training and professional development for cadres and teachers. Accordingly, in the period of 2018-2025, the province organized 24 provincial-level training courses with 3,837 participants. In 2024 alone, implementing Decision No. 1918 dated December 2, 2022 of the Provincial People's Committee, approving the Project on developing the team of teachers and educational managers in the province for the period 2023-2025, with a vision to 2030, the provincial education sector has deployed 105 training courses for 5,067 preschool managers and teachers. Along with that, the district-level education and training departments organized 202 classes with 20,266 participants, the school level organized more than 4,000 classes in many forms such as professional activities, seminars, thematic summaries... The training classes focused on content such as information technology application, digital transformation, innovation in educational methods, and development of school programs suitable to practical conditions.
Thanks to that, the province currently has 4,460 preschool teachers, of which 96.8% have a college degree in preschool education or higher; 100% of teachers and managers have completed regular training programs. The number of teachers who have achieved professional standards at a good level or higher accounts for over 98%, many teachers are capable of organizing flexible and creative activities, integrated teaching, applying STEM, and life skills education in teaching. Up to now, in preschools, teachers basically meet teaching requirements with an average of 2.04 teachers/class.
Teacher Hoang Thi Hue , Head of the 5-year-old class, Bang Mac Kindergarten shared: Regular professional training helps teachers master new methods, especially child-centered topics. Along with that, the school has invested in synchronous facilities, spacious classrooms and playgrounds, giving us more conditions to organize integrated activities, outdoor experiences, helping children to be more interested, bold and develop more comprehensively.
Through the implementation of the project, the network of preschools and classes in the province has been expanded and streamlined. To date, the province has 231 preschools with 2,181 groups and classes, basically meeting the childcare needs of the people. Of which, there are 729 classes for 5-year-old preschoolers, ensuring universal preschool education for 5-year-old children in 100% of communes and wards. At the same time, the rate of mobilizing children to go to school has increased gradually over the years. The rate of nursery children reached 50.2%, an increase of 6.7% compared to 2018; preschool children reached 98.9%. In particular, the rate of 5-year-old children attending class was maintained at 99.9%, contributing to ensuring universal education.
Along with ensuring the mobilization of children to attend classes, the quality of child care and education is increasingly concerned. Up to now, 100% of preschools in the province organize teaching 2 sessions/day, children study preschool education programs according to regulations, and their development is assessed annually; over 98% of children meet the development requirements according to their age. Nutrition and health care continue to be focused on, currently 99.8% of children are given meals at school, 100% of children are given regular health check-ups, and monitored through growth charts. Thanks to that, the rate of underweight malnutrition has decreased to 2%, and stunting to 2.3%, both lower than at the beginning of the period.
From the achieved results, it can be seen that the Preschool Education Development Project has created a strong "push", gradually ensuring school and classroom facilities; promoting comprehensive innovation from staff, programs to educational environment, contributing to improving the quality of care and education for preschool children in the province.
