Establishment of the Government Steering Committee on administrative procedure reform and decentralization

Prime Minister Pham Minh Chinh has just signed Decision 1417/QD-TTg dated June 30, 2025 to establish the Government Steering Committee on administrative procedure reform and decentralization.

According to the Decision, the establishment of the Government Steering Committee on administrative procedure reform and decentralization (referred to as the Steering Committee) is an inter-sectoral coordination organization to assist the Government and the Prime Minister in performing the functions of research, direction, and coordination in resolving inter-sectoral issues related to strategies, programs, plans, projects, goals, and solutions on administrative procedure reform, decentralization, decentralization, application of information technology, and digital transformation in handling administrative procedures.

Prime Minister chairs meeting of Government 's Steering Committee for Administrative Reform

Prime Minister Pham Minh Chinh is Head of the Steering Committee.

The Deputy Heads of the Steering Committee include: Permanent Deputy Prime Minister Nguyen Hoa Binh (Permanent Deputy Head); Minister, Head of the Government Office Tran Van Son; Minister of Home Affairs Pham Thi Thanh Tra.

Steering Committee members: Minister of Justice Nguyen Hai Ninh; Minister of Finance Nguyen Van Thang; Minister of Industry and Trade Nguyen Hong Dien; Minister of Construction Tran Hong Minh; Minister of Agriculture and Environment Do Duc Duy; Minister of Science and Technology Nguyen Manh Hung; Minister of Health Dao Hong Lan; Minister of Education and Training Nguyen Kim Son; Minister of Ethnic Minorities and Religions Dao Ngoc Dung; Minister of Culture, Sports and Tourism Nguyen Van Hung; Governor of the State Bank of Vietnam Nguyen Thi Hong; Government Inspector General Doan Hong Phong; Deputy Minister of National Defense Senior Lieutenant General Le Huy Vinh; Deputy Minister of Public Security Senior Lieutenant General Nguyen Van Long; Deputy Minister of Foreign Affairs Le Thi Thu Hang; Deputy Head of the Government Office Pham Manh Cuong; Chairmen of People's Committees of provinces and centrally run cities.

Duties and powers of the Steering Committee

The Steering Committee is responsible for researching, advising, recommending, and proposing to the Government and the Prime Minister directions and solutions to solve important, inter-sectoral issues in implementing policies, strategies, programs, plans, and projects on administrative procedure reform, decentralization, delegation of authority, application of information technology, and digital transformation in handling administrative procedures, contributing to improving the investment and business environment and enhancing national competitiveness.

Assist the Government and the Prime Minister in directing and coordinating ministries, branches and localities in implementing policies, strategies, programs, plans, projects and resolving important inter-sectoral issues on administrative procedure reform, decentralization, delegation of authority, application of information technology, digital transformation in handling administrative procedures, contributing to improving the investment and business environment and enhancing national competitiveness.

Assist the Government and the Prime Minister in urging and inspecting the implementation of goals, tasks, solutions, and in summarizing, evaluating the situation and results of implementing strategies, programs, plans, and projects on administrative procedure reform, decentralization, delegation of authority, application of information technology, and digital transformation in handling administrative procedures issued by the Government and the Prime Minister.

Assist the Government and the Prime Minister in promptly directing the immediate resolution of important, inter-sectoral issues regarding difficulties and obstacles of people and the business community in implementing administrative procedures and ministries, branches and localities in the process of implementing administrative procedure reform tasks, decentralization, delegation of authority, application of information technology, digital transformation in handling administrative procedures; initiatives and proposals to handle mechanisms, policies and administrative procedures that are barriers to production and business activities of enterprises and people's lives.

Perform other tasks as required by the Government and the Prime Minister.

Organization and operation of the Steering Committee

The members of the Steering Committee work according to the Regulations on the organization and operation of the Steering Committee; use the apparatus of their agency to perform the tasks of the Steering Committee. The Head of the Steering Committee and the Standing Deputy Head of the Steering Committee use the seal of the Prime Minister, other members use the seal of their agency to perform the tasks of the Steering Committee.

Establish a working group to assist the Steering Committee (hereinafter referred to as the Working Group) to work on a part-time basis with the Minister, Head of the Government Office as the Head of the Group, the Deputy Head of the Government Office as the Standing Deputy Head, the Deputy Minister of Home Affairs as the Deputy Head and members as representatives of ministries, ministerial-level agencies, the Director of the Department of Administrative Procedure Control, the Government Office as the Standing Member. The Head of the Working Group approves and completes the members of the Working Group, and assigns tasks to the members of the Working Group. In case of necessity, the Working Group may mobilize experts and scientists to perform assigned tasks.

The Government Office is the standing body of the Steering Committee; submits to the Head of the Steering Committee for approval the annual Operation Plan, the Regulations on organization and operation of the Steering Committee; completes the members of the Steering Committee; ensures necessary conditions for the activities of the Steering Committee and the Working Group.
