Simplify administrative procedures
Mr. Kim Seung Il - Head of Quality Management Department of HD Hyundai Vietnam Shipbuilding Co., Ltd. was one of the first foreigners to complete the procedure for granting level 2 electronic identification on the morning of July 1. Sharing with reporters, he excitedly said: “After just a few minutes of being enthusiastically guided by the police officers , I completed the procedures. The process is quick, professional and easy to understand. This electronic identification account will help me more conveniently declare taxes, insurance and use public administrative services. This is a very practical step forward”.

At the same time, Mr. Tsuru Hirokazu - General Director of Van Phong Power Company Limited also expressed his satisfaction when completing the procedures. He said: “I am very impressed with the enthusiasm, thoughtfulness and professionalism of the police officers. Although there were many people coming to do the procedures this morning, everything still went smoothly. The level 2 electronic identification account will help my administrative procedures to be processed faster and more accurately”.
According to Lieutenant Colonel To Bich Ngoc - Head of the Immigration Department of the Provincial Police, from July 1, 2025, the unit officially started collecting biometric information to issue level 2 electronic identification for foreigners under the direction of the Ministry of Public Security. The province currently has 1,089 foreigners holding valid temporary residence cards, eligible to be issued level 2 electronic identification accounts in this phase. To ensure the process goes smoothly, from June 19, 2025, the Immigration Department coordinated with relevant units to install the network system, prepare necessary machinery and technical means. On the first day of implementation (July 1), the unit received and processed applications for 30 foreigners.
The documents required to register for a level 2 electronic identification account include: Passport, valid temporary residence card, registered mobile phone number and email address. The processing time is clearly specified: No more than 3 working days for cases with information in the National Database on Immigration and no more than 7 working days for cases without information. The registration result will be notified via the VNeID application, registered phone number or email of the registrant.

From July 1 to August 19, 2025, the Immigration Department of the Provincial Police will launch a peak campaign to issue level 2 electronic identification to foreigners. The subjects of application are people aged 6 and over, with a valid permanent or temporary residence card, owning a personal phone number in Vietnam and an email address. The registration location is held at the Immigration Department headquarters, No. 47 Ly Tu Trong Street, Nha Trang Ward, Khanh Hoa Province.
