Expect breakthroughs from the new Khanh Hoa province

From July 1, 2025, according to the resolution of the National Assembly, the two provinces of Khanh Hoa and Ninh Thuan officially merged, forming the new Khanh Hoa province. With an area of over 8,500 km ² , a population of over 2.2 million people, seamlessly connected traffic infrastructure; close culture and language, the new Khanh Hoa province has many potentials and strengths to enhance development. However, to exploit and promote these new opportunities, new fortunes, it is necessary to have a strategy and breakthrough solutions.

Infrastructure investment is needed to promote regional connectivity.

After the merger, the development space of the province is expanded, the potential for economic development is huge. With a coastline of nearly 500km, many beautiful bays, the new Khanh Hoa province has a lot of potential to develop the marine economy, from sea resort tourism to seaport services, shipbuilding, aquaculture and fishing... Besides, the province also has great potential to develop industry (in which the southern region has been oriented to become an energy center), agriculture (durian growing areas in Khanh Son, mango Cam Lam, grapes and sheep in Ninh Thuan...). However, to exploit and promote that huge potential, the new Khanh Hoa province needs to invest in infrastructure development in the southern region of the province (old Ninh Thuan) and the mountainous region. Investing in urban infrastructure in the southern region, at the same time, it is necessary to invest in routes from the center to the countryside, to the mountains to promote trade. In economic development, the province needs to soon study the planning of the two previous provinces to adjust and reshape the economic development space, clearly stating which areas, communes and wards prioritize which development fields. At the same time, the province needs to soon issue land prices, call on domestic and foreign investors to invest in economic development projects; remove obstacles and difficulties to speed up the progress of large projects to be implemented in the coming time such as projects of Vingroup,Sun Group ... The province also needs to pay attention to attracting and training to improve the quality of human resources. Universities and colleges in the province must survey the labor needs of local enterprises, on that basis, train suitable and specialized professions, meet the needs of enterprises, contribute to the development of the local economy - society, and at the same time improve the lives of people.

All of the above tasks are related to personnel work, because any solution, no matter how good, needs people to implement it. The merger of the two provinces is an opportunity to select a team of young, dedicated officials. However, the operation of the two-level government model has many new things. In my opinion, the province needs to soon have a plan to retrain the team of commune and ward officials to ensure the requirements of local socio -economic development; soon achieve the goal of making Khanh Hoa a city directly under the Central Government.

Promoting research and application of science and technology associated with economic development

Khanh Hoa province has a lot of potential for economic development, from tourism, industry, agriculture… all have opportunities to develop. However, to exploit this potential and advantage into reality is not simple.

To optimize these potentials and strengths, the province needs to define the economic development space associated with specific fields, with priority order, not horizontal, and most importantly, it is necessary to choose the "steel punches" to create economic development momentum. I strongly agree with the provincial leaders' choice of industry as the top priority field for the development of Khanh Hoa in the coming time, and at the same time, it is necessary to pay more attention to exploiting the advantages of the marine economy, especially the deep-sea economy. To exploit the deep-sea economy, it is necessary to have economic and scientific and technological potential. To do so, it is necessary to attract investment resources, create an open environment for businesses to operate, have mechanisms to attract experts to work here, promote their capacity, as well as the team of scientific staff in the province. For many reasons, for a long time we have not been able to promote the "resource" of scientific staff in the province. Among them is the fact that investment resources for scientific research are often spread out, lacking continuity between research and application...

Therefore, I hope that, along with the merger of Khanh Hoa and Ninh Thuan into the new Khanh Hoa province, streamlining the organizational apparatus requires changing the management mindset, creating an open environment for local socio-economic development. This includes creating openness for research and application of science and technology associated with local economic development; encouraging institutes and schools in the province to cooperate with enterprises in scientific and technological research with high applicability, bringing economic benefits to the locality, in which enterprises will play the role of investors and deploy the application of scientific research topics...

The merger of Ninh Thuan and Khanh Hoa opens up a large development space, creates a driving force for regional connectivity, and brings together the strengths of the sea, clean energy, high-tech industry, and international-level sea tourism. The convergence of many potentials and advantages will help the new Khanh Hoa province have many opportunities to develop and become a centrally-run city. I would like to add some more comments, that is: The Party Executive Committee, the Standing Committee of the Khanh Hoa Provincial Party Committee, term XVIII, after organizing the new apparatus and putting it into operation, needs to focus on carefully preparing the conditions for the 19th Provincial Party Congress, and at the same time, it is necessary to immediately implement the construction of a number of fundamental resolutions in the province's breakthrough areas such as: Science - technology, digital transformation, marine economy, energy, tourism, environment, colorful culture and new breakthroughs in training high-quality human resources to serve the development requirements of the new era. At the same time, research and supplement solutions for developing the private economy, ethnic minority and mountainous areas, and breakthroughs in developing urban infrastructure for the southern region. I believe that, after the merger, Khanh Hoa province will seize the great opportunities and fortunes of the country; potential, outstanding advantages of the locality to expand the space for socio-economic development, improve the quality of life of the people, bring Khanh Hoa province to rise strongly, worthy of being a modern, livable city - where "people have a high standard of living, are peaceful and happy".

After the merger, Khanh Hoa province will open up a large development space with potential and advantages as the province has the longest coastline in the country and many modern seaports, international airports, and synchronous infrastructure. In the coming time, Khanh Hoa province will have a space for socio-economic development that is focused on expanding with strengths to attract investment and develop key economic sectors, typically: Sea tourism, seaports and logistics; industry, renewable energy, high-tech agriculture; especially there will be many opportunities to develop agriculture, forestry and fishery. Khanh Hoa is a locality known for providing the largest market for shrimp seeds (postlarvae), high-tech marine farming (aquaculture), and specific subjects such as sheep (livestock industry); grapes - apples - asparagus (cultivation industry). In order to effectively implement Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, Khanh Hoa province will have many opportunities to develop science and technology in the agricultural sector, especially high-tech marine farming and develop cultivation and livestock (especially in the western and southern localities of Khanh Hoa) in the direction of concentrated production, applying high technology, digital technology to adapt to climate change in production linked to the value chain and combining the exploitation of agricultural tourism and experiential tourism. In particular, the combination of the strengths of the sea and forests, rich ecosystems combined with specific crops and livestock with competitive advantages will create unique and attractive tourism products to attract tourists.
