Looking back at a groundbreaking term with many marks
At the meeting, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan reported and clarified the socio -economic development situation in the past term, affirming the important core role of the Provincial People's Council in always accompanying, removing difficulties, promoting major decisions, helping the whole province achieve many positive and comprehensive results. In the past 5 years, the province's development indicators have grown evenly and clearly. Budget revenue has maintained a good growth momentum, reaching more than 9,284 billion VND in the first 6 months of 2025 alone, and is expected to reach 18,000 billion VND by the end of the year.
Mr. Pham Anh Tuan analyzed that, although there is no project to support the momentum, Binh Dinh still develops steadily thanks to the spirit of self-reliance and self-improvement. “ The Prime Minister once assessed that Binh Dinh is a locality with the identity of self-reliance and self-improvement, developing based on its homeland. Because there is no big project to motivate, the spirit of the whole province is very determined, creating opportunities for the province's economy,” Mr. Tuan emphasized.
In the fields of culture, social security, health,education , poverty reduction, etc., the province has also seen positive changes. Notably, in the first 6 months of 2025, Binh Dinh successfully implemented the Program to eliminate temporary and dilapidated houses launched by the Government, becoming the "leading flag" of the country when in just over 100 days, more than 4,411 houses were eliminated.
With a long-term vision, Binh Dinh has identified infrastructure as a development lever. Since the beginning of the 2021-2026 term, the province has focused on investing heavily in infrastructure, and has basically modernized all four modes of transport: road, rail, air and sea transport. "This demonstrates strategic thinking for long-term development, creating the best space for at least the next 10 years," Mr. Tuan affirmed.
The Chairman of the Provincial People's Committee recounted that in the past, he and the Provincial Party Secretary Ho Quoc Dung went "knocking on doors" in many places to invite investment. By 2023, when the first trillion-dollar industrial projects appeared, the province was very happy. In 2024 and early 2025, Binh Dinh welcomed a new wave of investment with many large projects, including billion-dollar projects signed under the witness of the Prime Minister.
“In the past, it was very difficult to get a trillion-dollar project, but now, projects worth thousands of billions coming to the province are within reach. There will be many larger projects in the future, helping the province to truly take off. In just the first 6 months of 2025, the number of industrial parks/clusters opened is equal to the previous 5 years combined,” said Mr. Pham Anh Tuan.
In addition, the provincial staff has grown rapidly in both capacity and public ethics, courage, and desire for development, and is highly appreciated by businesses. “In the past, when receiving projects worth several hundred billion, we were still worried. Now, when dealing with projects worth thousands of billions, millions of dollars, and billions of dollars, the staff is very calm, responsible, and full of courage,” Mr. Tuan shared.
In the coming time, when the new Gia Lai province is put into operation, the locality will continue to carry the development momentum of Binh Dinh to help the new province become a top growth pole in the Central Highlands region. In the immediate future, the province will implement a series of key projects such as: Quy Nhon - Pleiku expressway, coastal road connecting Quang Ngai - Gia Lai - Dak Lak, upgrading Phu Cat airport, Phu My industrial park - port, Phu My renewable energy training center and especially the offshore wind power project of PNE Group with a total capital of 4.6 billion USD...
Preparing to "welcome" a new Gia Lai of convergence and development
Mr. Ho Quoc Dung, Secretary of the Provincial Party Committee and Chairman of the People's Council of Binh Dinh province, emphasized that in just a few days, Binh Dinh and Gia Lai will officially merge into the new Gia Lai province - an important historical milestone, opening a new development period with many expectations and aspirations to rise strongly.
Looking back at the past term, the People's Council of Binh Dinh province has affirmed its important role, successfully fulfilling its tasks as a local state power agency, representing the will, aspirations and mastery of the people in the province. "During the past term, the People's Council of the province held 25 meetings, issued 587 resolutions, including many very important resolutions, creating the foundation for synchronous development in all fields, especially deciding on investment policies for many large, dynamic projects," said Mr. Ho Quoc Dung.
Thanks to that, the province's socio-economic development in the past 5 years has made remarkable progress, completing 100% of the targets set by the Resolution of the 20th Provincial Party Congress. The economic structure has shifted in the right direction, agriculture has developed comprehensively, tourism has become an important economic sector and a bright spot on the tourism map of Vietnam and the region. Budget revenue, investment attraction, and transport infrastructure have changed positively, with many fields receiving prosperous investment.
“The achievements of the past term are the crystallization of the efforts, enthusiasm, and intelligence of each provincial People's Council delegate and the close coordination of agencies and units, the attention of the Central Government, the Provincial Party Committee, the Provincial People's Committee and all voters and people…”, the Secretary of the Binh Dinh Provincial Party Committee emphasized.
Mr. Ho Quoc Dung also proposed many upcoming key tasks related to announcing the content of the merger and smooth operation of the new Gia Lai province. The new Gia Lai Provincial People's Council is expected to hold its first session on July 1, 2025 to decide on the establishment of specialized agencies, the new Provincial People's Committee and many other important contents.
Ending a period, opening a new historical moment, the Secretary of the Provincial Party Committee - Chairman of the People's Council of Binh Dinh province was moved to say that although some current delegates will not continue to run for election, "we will always be proud of the years working together in the 13th term of the People's Council of Binh Dinh province". From now on, he hopes that the delegates will continue to make efforts, contribute their enthusiasm and experience to the new People's Council of Gia Lai province.
