In Da Nang City, Binh Son Refining and Petrochemical Joint Stock Company held a conference to review Party building work, production and business activities in the first 6 months of the year and deploy tasks for the last 6 months of 2025.
At the conference, Party Secretary and Chairman of the Board of Directors of BSR Bui Ngoc Duong presented a report summarizing the Party's work, production and business activities in the first 6 months of the year and deploying tasks for the last 6 months of 2025. With the spirit of "One team, one goal" and the motto of action "Innovation from the core, Developing outstanding models, Integrating into the global chain, Enhancing energy knowledge, Breaking through in growth, creating a sustainable green transition", the BSR Party Executive Committee has actively implemented key tasks assigned by the Group, regularly monitoring and directing the analysis of factors such as oil prices, geopolitics, global economy and market supply and demand to promptly adjust strategies, contributing to BSR's sustainable development in the new era.
In the past time, the BSR Party Committee has successfully directed the organization of the Congresses of Party cells and affiliated Party Committees. The BSR Party Committee has also issued a decision approving the Party Committees of 35 Party cells and affiliated Party Committees of the BSR Party Committee. On May 30, 2025, the BSR Party Committee successfully organized the 7th BSR Party Congress for the 2025 - 2030 term. On June 19, 2025, the Group Party Committee issued Decision No. 1398-QD/DU approving the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Party Committee of Binh Son Refining and Petrochemical Company for the 2025 - 2030 term.

Regarding production and business activities, in the past time, BSR has suffered many complicated fluctuations from crude oil and product prices; low crack margin. In the first 6 months of 2025, BSR achieved an output of 3.84 million tons of products, exceeding the plan by 16%; total revenue of VND 69,461 billion (exceeding the plan by 22%), pre-tax profit is estimated at VND 800 billion (exceeding the plan by 95%) and paid to the State budget more than VND 7,302 billion (exceeding the plan by 13%).
BSR has identified 2025 as a breakthrough year in investment, science and technology, innovation and digital transformation, while enhancing corporate culture. The company has optimized factory capacity, operating key workshops at the highest level: CDU reached 118%, RFCC maintained 110%, and KTU increased to 140%. BSR also proactively coordinated with units in the Group such as PVOIL and PV GAS to stabilize output and control inventory. The company also diversified its crude oil sources with more than 20 types from many regions around the world, while applying new chemicals and catalysts to reduce costs and improve processing efficiency.

In June 2025, the company successfully sold sustainable aviation fuel (SAF), marking a step forward in the transition to clean energy. BSR also established an Innovation Center and implemented the “Digital Factory” model at the RFCC workshop, aiming at real-time data-driven operations. In addition, the Company increased the value of products and by-products by simultaneously operating two SRU workshops to recover sulfur, expand the production of BOPP resins, new solvents, blend mixed C4 into gasoline, and produce granular sulfur.
In the last 6 months of the year, BSR continues to implement many production and business solutions. Specifically, ensuring the safe, stable and continuous operation of the Factory. Flexibility and optimization in adjusting the Factory's capacity, product structure according to market demand and product prices. Striving to maintain a capacity of 116% of the design capacity, increasing the available capacity of technological workshops such as RFCC, LCO HDT,... Optimizing the blending work in the Factory: producing E3/E5 biofuel, importing high RON components to increase the amount of Mogas 95. Researching and trading new products such as asphalt, solvents. Increasing the production of POBB F3030, T3045, solid sulfur products (for sale from July 2025). Proactively source E100 and take advantage of invested infrastructure to serve biofuel production. Proactively increase inventories of crude oil, catalysts, and key materials when necessary to respond to geopolitical risks in the world.

Speaking at the Conference, General Director of Vietnam National Energy Industry Group Le Ngoc Son highly appreciated the results achieved by BSR in the first 6 months of 2025. He affirmed: “BSR continues to demonstrate its mettle as the leading unit of Vietnam's petrochemical refining industry, maintaining a key role in the oil and gas value chain. In the context of fluctuating oil prices, high input costs and market demand not yet strongly recovered, BSR still maintains the efficiency of production, business and operation of Dung Quat Oil Refinery safely and stably, ensuring product quality and supply chain".
The Petrovietnam General Director emphasized a number of important orientations that BSR needs to focus on implementing in the coming time. First of all, BSR needs to continue to maintain safe and stable operations of Dung Quat Refinery. Second, the Company needs to accelerate digital transformation, research technological innovation and promote green energy solutions, creating a foundation for long-term sustainable growth.
Third, BSR must urgently complete the BSR Development Strategy, in line with Petrovietnam's strategic orientation and the energy transition trend. In addition, it is necessary to proactively coordinate with ministries, branches and functional agencies to remove difficulties, especially those related to the mechanism on crude oil sources, thereby creating conditions for BSR to expand investment and improve competitiveness.
Finally, the Group's leaders requested BSR to continue building a team of highly qualified and professional staff, promoting solidarity, creativity and responsibility for the sustainable development of the enterprise.

Within the framework of the program, BSR and PetroVietnam Fertilizer and Chemicals Corporation (PVFCCo) also signed a comprehensive cooperation agreement, opening up a new development direction for both units in the oil and gas energy value chain; continuing to promote cooperation in the supply of intermediate products, logistics, research and development of new products, infrastructure sharing and technical cooperation. The cooperation agreement is expected to bring about synergy value, optimize the supply chain and increase the internal competitiveness of both parties in the new development stage. This cooperation agreement affirms the commitment to accompany and support each other in the process of realizing the goal of sustainable development, self-reliance and deep integration into the regional market.
