Hoai Nhon Tay Ward was established on the basis of merging the entire natural area and population of Hoai Hao Ward and Hoai Phu Commune. The ward has a natural area of 78.15 km2 ; a population of 25,572 people; 15 residential groups. The ward Party Committee has 31 party committees and affiliated party cells with 1,005 party members.

In recent times, local Party committees and authorities have led and directed the consolidation of the organizational apparatus towards streamlining, effective and efficient operations.
The Ward Public Administration Service Center performs its tasks smoothly and effectively to serve the people and businesses. From July 1 to 14, the Center received 102 citizen files, of which 70 files have been processed, and 32 files are being processed.
At the meeting, the leaders of Hoai Nhon Tay ward proposed that the province soon hand over the 2025 state budget estimate to the ward; create conditions to arrange funds for purchasing equipment for work, labor contract funds to carry out necessary activities after operating the new administrative apparatus; build an office for the ward police and provide cars for work according to regulations.

Meanwhile, Hoai Nhon Bac ward was established on the basis of merging Tam Quan Bac ward, Hoai Chau Bac commune and Hoai Son commune. Currently, the ward has a total natural area of 89.45 km2 , a population of 44,581 people and 32 neighborhoods.
The ward still has 126 near-poor households, accounting for 1.13% of the population. The ward Party Committee currently has 54 Party organizations with 1,742 Party members; including 3 Party Committees, 5 grassroots Party cells and 46 Party cells directly under the Party Committee.
After the merger, the ward Party Committee and government arranged and assigned cadres and civil servants to work in departments, basically ensuring smooth operation of the apparatus.
The Public Administration Service Center of the ward has invested synchronously in technical infrastructure and equipment to serve the work of receiving and handling administrative procedures for organizations and individuals. From July 1 to 15, the total number of administrative procedure files received by the Center was 124 files.
Besides, the ward focused on leading and directing the preparation work to organize the first Party Congress of the ward, term 2025 - 2030, scheduled to take place on August 18 and 19.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Tuan Anh acknowledged and highly appreciated the results achieved by Hoai Nhon Tay and Hoai Nhon Bac wards after more than half a month of operating under the 2-level local government model.
In particular, localities have understood and grasped their assigned responsibilities and tasks; promoted internal strength and flexible and appropriate working methods in the new situation.
Sharing the difficulties that the localities are facing, the Vice Chairman of the Provincial People's Committee hopes that the Party Committees and authorities of the two wards will continue to promote the spirit of solidarity and unity, and propose key solutions to smoothly operate the new local government apparatus.
Along with that, unleash resources to create a breakthrough in attracting investment; implement projects of a connecting nature, serving local socio -economic development. In particular, review and grasp urgent targets and tasks, and set out an implementation roadmap to ensure the set progress.
Vice Chairman of the Provincial People's Committee Nguyen Tuan Anh suggested that the two localities should promote the application of scientific and technological advances in public service performance; especially the application of artificial intelligence (AI) in each field to improve the efficiency of professional work.
In addition, the two wards need to prepare well the conditions to successfully organize the 1st Ward Party Congress, term 2025 - 2030.
