According to the report of the Provincial People's Committee Party Committee, in 2 days (June 25 and 26), the whole Dien Bien province had 18/45 communes and wards organizing the trial operation of the new commune and ward-level political system, including: Dien Bien Phu Ward, Muong Thanh Ward; communes: Thanh Nua, Thanh An, Thanh Yen, Sam Mun, Nua Ngam, Muong Nha, Muong Phang, Na Sang, Muong Pon, Na Tau, Muong Ang, Tuan Giao, Tua Chua, Xa Dung, Pu Nhi, Muong Nhe.
The trial operation includes 3 contents: Trial operation of the first session of the People's Council of new communes; trial operation of the People's Committee session at the commune level and trial operation of the Public Administration Service Center.

Assessing the results of the trial operation of the new commune-level government, comrade Pham Duc Toan, Vice Chairman of the Provincial People's Committee and representatives of the leaders of the Provincial Party Committee's Organization Board and the Provincial Fatherland Front Committee, all shared the same comment: In the past time, along with focusing on arranging personnel, organization, apparatus, means, and facilities to prepare for the operation of the new commune, the Party Committees and authorities of districts, towns, and cities have always closely directed the reception and settlement of people's work so as not to be interrupted or stagnant.
The trial operation of receiving, processing and resolving administrative procedures according to the 2-level local government model for 2 administrative procedures, including: the procedure for issuing a certificate of marital status and the procedure for confirming the receipt of allowances when a meritorious person receiving preferential allowances passes away at the new commune-level public administrative service center, has been smoothly resolved. The time for handling administrative procedures has been shortened so that citizens can immediately receive results without having to wait for the deadline for handling administrative procedures according to the appointment for returning results. Specifically, the time for performing the procedure "Receiving allowances when a meritorious person receiving preferential allowances passes away" can be shortened to about 30 minutes (in case citizens have complete and correct procedures) while the regulation on the time limit for handling administrative procedures is 12 working days.
Basically, the new communes have arranged the number of civil servants to perform tasks at the Public Administration Service Center to ensure the settlement of administrative procedures for people and businesses. At the reception and result return points of the Center, there is full information on the procedure reception counters of all fields; the reception and result return points basically have a complete set of one-stop department identification. The connection lines at the communes are guaranteed to facilitate people to carry out administrative procedures online. Currently, the provincial national public service portal has integrated and provided 1,146/1,146 online administrative procedures.
Representatives of the new communes: Tuan Giao, Muong Nhe, Na Son, Tua Chua, Muong Nha and Muong Lay ward (new), all agreed that the trial operation was guaranteed to meet the requirements. In particular, the trial operation at the public administrative service center was guaranteed to be quick, timely, and meet the service requirements. For some communes with large areas, such as Muong Nhe, Muong Nha, the communes proactively divided them into reception points and handled administrative procedures to ensure convenience for people when they need to handle matters.

Comrade Tran Quoc Cuong, Secretary of Dien Bien Provincial Party Committee, acknowledged the efforts of all levels and sectors to proactively adapt and implement tasks, ensuring that 45 communes come into operation. Currently, although many new communes still have many difficulties due to infrastructure, traffic infrastructure, electricity infrastructure, etc., comrade Tran Quoc Cuong suggested that the Provincial Party Committee and People's Committee continue to lead, direct, and send delegations of cadres to the places to grasp the working conditions and accommodation of cadres in the new communes. Accordingly, based on the needs and practical conditions of the locality, it is possible to calculate support plans and gradually remove difficulties for the communes in accordance with the policy of giving priority to communes in remote and disadvantaged areas first.
Regarding the staff and civil servants of the new communes, comrade Tran Quoc Cuong suggested that they continue to study and improve their knowledge to undertake their tasks; at the same time, they should continue to study the practical needs and requirements of people in remote communes to proactively propagate and guide people in using public services; send specialized working groups to each commune to guide and urge them to solve tasks promptly, not to let the work of the people be delayed.
